Some 1,000 international activists gather in Egypt in preparation for a 12/31 solidarity march to the Rafah border to mark the 1-yr. anniversary of Operation Cast Lead (OCL) and bring tens of thousands of dollars of humanitarian aid into Gaza, but Egypt vows to keep the border closed. French activists protest outside the French emb. in Cairo, while American activists visit the U.S. emb. Israel allows 3 container shipments of glass into Gaza for the first time since 6/07; says it will allow 3 containers of glass per day for 5 days a week for the next month (a total of 81 containers are allowed in as of 2/9, about 90 percent of what Israel had pledged). In the West Bank, Jewish settlers fr. Bet Ayn nr. Hebron attempt to force 2 Palestinian shepherds grazing their sheep on nearby Palestinian land to leave the area; when they refuse, 1 settler opens fire, hitting 1 shepherd in the shoulder; the IDF arrests both Palestinians while they are receiving medical care from paramedics. In the West Bank, the IDF stages synchronized late-night house searches in and around Jenin town and r.c., making no arrests; conducts other late-night arrest raids, house searches n. of Jerusalem. The UN reports that in the previous wk., 1 alleged Hamas mbr. was killed and another wounded mishandling explosives in Gaza; 1 Palestinian was electrocuted and injured in a smuggling tunnel on the Rafah border. After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl. Gilad Shalit. DM Barak tells the press that freeing Shalit is still a “top priority” but “not at any price.” (WP 12/22; WT 12/23; JPI 1/1)

In the West Bank, the IDF conducts rare daytime arrest raids, house searches nr. Jenin; conducts late-night arrest raids, house searches in Bethlehem, Tubas, and nr. Nablus. Late in the evening, 2 IDF soldiers enter the al-Aqsa Mosque compound, violently beating and insulting a guard who asks them to remove their shoes. In Hebron, Jewish settlers brutally beat a 13- yr.-old Palestinian boy on his way home from school; the IDF observes but does not intervene. (OCHA, PCHR 12/16)

Israeli DM Barak orders government funding to be revoked from a yeshiva in Har Brakha settlement after the yeshiva’s head rabbi encourages his students to refuse orders to evacuate unauthorized settlement outposts. Meanwhile, the Israeli cabinet approves (21–5) changes to Israel’s map of national priority areas to include several isolated West Bank settlements, including several right-wing settlements (including Kiryat Arba and Keddumim) that have led protests against Netanyahu’s settlement freeze. These newly designated areas will be entitled to millions of dollars in additional government financing. (NYT, WT 12/14)

Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. In the West Bank, the IDF conducts late-night raids, house searches in and around Tulkarm town and r.c., but makes no arrests. Nr. Nablus, 8 Jewish settlers fr. Brakha raid Burin village, where they are confronted by 10s of stone-throwing Palestinians; IDF troops in the area (possibly escorting the settlers) fire rubbercoated steel bullets, tear gas at the Palestinians, injuring 1 and arresting 1 other. U.S. secretary of state Hillary Clinton arrives in the Middle East and meets with Netanyahu and Abbas, hoping to help them reach an agreement on settlements that would allow resumption of peace talks. (NYT 10/31; NYT, WP 11/1; JR 11/23)

The IDF fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (10s suffer fr. tear gas inhalation). Following a week of tensions, Israel declares a state of high alert in East Jerusalem, deploys additional security forces, and sets up additional checkpoints across the city. In the only serious incident reported, IDF troops fire rubber-coated steel bullets, sound bombs, tear gas at Palestinian protesters in Ras al-Amud, slightly injuring at least 10; 3 others are arrested and beaten by undercover security forces in front of TV cameras. On the sidelines of the convening of the UN General Assembly (UNGA) in New York, U.S. pres. Barack Obama moderates a meeting between Netanyahu and Abbas, encouraging them to resume peace negotiations promptly. (WP 9/23; WJW 9/24; JPI 10/1)

In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

In the West Bank, the IDF detains 3 shop owners and demolishes their auto repair shops in Qalqilya, destroying equipment within and causing substantial losses. (PCHR 8/20)

The Israeli government denies reports that it has officially approved a construction freeze to last until 2010 but confirms that PM Benjamin Netanyahu, DM Ehud Barak, and Housing and Construction M Ariel Atias have made a decision to suspend soliciting of new bids for settlement construction in the West Bank. A Fatah al-Islam (FI) mbr. jailed in Lebanon for his participation in clashes between FI and the Lebanese army in ‘Ayn al-Hilwa r.c. in 2007 (see Quarterly Updates in JPS 145, 146) escapes fr. a highsecurity prison with the help of 8 other would-be escapees. (NYT 8/19)

Israel allows limited diesel and gasoline for personal vehicles into Gaza for the 1st time since 11/2/08. In the West Bank, the IDF conducts late-night searches of homes and shops in Barta‘a village w. of Jenin, arresting at least 200 nonresident Palestinian laborers who are staying in the village because it affords shorter commutes to jobs inside Israel; stages late-night arrest raids, house searches nr. Jenin and in Balata r.c., al-Fara‘a r.c. nr. Tubas. The IDF also removes 3 mobile homes fr. a new unauthorized settlement outpost named Inbalim nr. Ma’ale Mikhmas settlement nr. Hebron; settlers scuffle with Israeli border police at the site, injuring 2. An Israeli court rules that the Jewish settlers that occupied the Farhan-Hijazi properties in Shaykh Jarrah on 7/26 must halt construction on the site until the court reaches a final verdict on ownership; settlers ignore the ruling and keep building. Meanwhile, Jewish settlers storm and occupy another Palestinian home in Shaykh Jarrah (the Abu Diyab property), throwing stones at neighboring Palestinian homes fr. the roof before eventually leaving. U.S. defense secy. Robert Gates begins a 2-day visit to Israel to meet with PM Netanyahu, DM Barak, other Israeli officials regarding bilateral defense concerns, highest among them Iran. In the afternoon, Gates goes to Amman to meet with King Abdallah of Jordan. (NYT 7/26; WP 7/27; WP, WT 7/28)

Israeli naval vessels fire on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore; 2 hrs. later the navy posts warning signs 500–1,000 m fr. shore warning fishing boats not to sail beyond that point, firing warning shots at boats that pass the line throughout the day. In the West Bank, the IDF makes a rare midday incursion into Silat al-Dahir s. of Jenin, searching homes and arresting 1 Palestinian; conducts latenight house searches in and around Jenin town and r.c., making no arrests; stages late-night arrest raids, house searches nr. Hebron. Jewish settlers escorted by IDF troops seize a plot of land and a Palestinian home in Shaykh Jarrah in East Jerusalem (the Farhan-Hijazi properties), evicting a Palestinian family and beginning construction on the property; settlers have tried for years to seize the property, resulting in an Israeli court ruling in 2003 that the Palestinian family could remain in the home until the judiciary reached a final verdict, which it has not yet done; the Palestinian family immediately petitions the court to order the settlers to leave. The UN notes that in the previous wk., Palestinian residents of an area of Bayt Yatir village btwn. the separation wall and the Green Line nr. Hebron that the IDF declared a closed military zone in 1/09 have had their “permanent resident” permits required to access the area revoked by the IDF and replaced with “worker” permits, raising concerns that Israel intends eventually to evict them. U.S. envoy Mitchell stops in Damascus to meet with Syrian pres. al-Asad, then heads to Israel for a 3-day visit to meet with PM Netanyahu and DM Barak, pressing both sides for the revival of the Israeli-Syrian track toward a comprehensive Israeli-Arab peace. Mitchell will also touch base with Abbas in Ramallah. (NYT 7/26; WP 7/27)

In an address intended as a response to Obama and Netanyahu’s recent policy addresses, PA PM Fayyad calls for the creation of a Palestinian state within 2 yrs. (WP, WT 6/23; WJW 6/25)

Hebron; settlers vow to reoccupy and expand the sites. The IDF also conducts late-night arrest raids, house searches in Aqabat Jabir r.c. nr. Jericho, Balata r.c., and Nablus, and nr. U.S. special envoy George Mitchell meets with Netanyahu’s senior advisers in Britain to follow up on the issues discussed in the 5/18 Obama-Netanyahu mtg. The Israelis offer a partial settlement freeze that would allow continued construction to accommodate natural growth, but the U.S. continues to demand a stop to all settlement activity. Israel removes the tiny unauthorized settlement outpost (4 families) of Maoz Ester nr. Ramallah in what is seen by some Israelis (Israel Radio 5/21) as Netanyahu “throwing a bone” to Obama, who urged Netanyahu in their 5/18 mtg. to halt settlement construction. Israeli PM Benjamin Netanyahu begins a 2-day visit to Washington to discuss the peace process, Iran, bilateral relations, and Middle East regional affairs, holding his 1st mtg. with U.S. pres. Barack Obama at the White House. Obama privately presses for a total Israeli settlement freeze and endorsement of a 2-state solution, with Netanyahu demurring. The leaders emerge showing no signs of tensions, instead stressing shared goals of preventing Iran fr. developing nuclear weapons and achieving peace btwn. Israel and the Palestinians. In the morning, the IDF raids the Ambassador Hotel in Shaykh Jarrah in East Jerusalem, shuts down a temporary news bureau set up by the Palestinian Media Center to cover the pope’s visit, confiscates documents fr. the news team, and threatens to close the hotel if it allows Palestinian media to work fr. the site again. Late in the evening, the IDF conducts arrest raids, house searches nr. Hebron. A PA court in Nablus sentences Hamas mbr. Muhammad Silman Qatanani, arrested by the PA 10 mos. ago on suspicion of illegal possession of weapons and explosives, to 18 mos. in prison for establishing clandestine Hamas cells with the aim of staging a coup against the Abbas government. Netanyahu meets with Egyptian pres. Husni Mubarak in Sharm al-Shaykh to promote building a regional coalition against Iran, as well as his idea for economic (as opposed to comprehensive) peace with the Palestinians. (WT 5/11; WP 5/12)

IDF troops fire on armed Palestinians laying a roadside bomb nr. the Israel-Gaza border, sparking a cross-border exchange of gunfire and calling in an air strike, leaving 2 armed Palestinians dead and 3 armed Palestinians and 1 IDF soldier wounded; the IDF enters Gaza to clear the area, claiming to find a cache of grenades and an antitank missile. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The UN reports that in 3/09, a total of 10 Palestinians were killed in tunnel incidents (7 collapses, 2 electrocutions, 1 fall) and 12 were rescued fr. tunnels experiencing unexplained breathing difficulties. The UN reports that over the previous wk., the IDF has installed a guardrail along 7 km of Road 317 (used by Jewish settlers) nr. In the West Bank, the IDF searches homes in Tarama village s. of Hebron, uproots trees fr. a plot of Palestinian land with the intention of annexing it to an adjacent IDF post; conducts a midday patrol in the al-Udaysiyya area nr.
