Qalqilya and Hebron. Israeli settlers throw stones at Palestinian vehicles on the road between Nablus and Ramallah, causing damage to 1 car. In East Jerusalem, Israeli forces demolish a home in Jabal Mukabir overnight, injure 1 Palestinian youth amid clashes with stone-throwing Palestinians in Issawiyya, and arrest 12 Palestinians during late-night raids in Issawiyya, Jabal Mukabir, Abu Dis, and Hizma. Israeli PM Netanyahu invites PA pres. Abbas to meet with him in Jerusalem, responding to Abbas’s recent claim that he would accept such an invite. Netanyahu adds, “I’m clearing my schedule this week. Any day he can come, I’ll be here.” Later Netanyahu’s Twitter account sends this message: “I heard [Pres.] Abbas say that if I invite him to meet, he’ll come. So I’m inviting him. Bethlehem; 1 Palestinian is injured. They also conduct raids and house searches in 1 village each nr. Salfit and Jenin, and in Nablus, arresting 7 Palestinians; patrol in 6 villages nr. Hebron and 2 nr. Salfit. Israeli forces uproot 100 olive trees nr. Salfit. Along Gaza’s border, IDF troops arrest 3 Palestinians attempting to cross into Israel nr. Rafah. French amb. to Israel Patrick Maisonnave meets with an Israeli Foreign Ministry (FM) official and formally presents, for the 1st time, details of the French peace initiative. Hours later, Israeli prime minister (PM) Benjamin Netanyahu calls the proposal “puzzling,” saying that the French promise to recognize Palestinian statehood should the initiative fail encourages the Palestinians not to take it seriously. In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Qalqilya and 1 nr. Hebron, arresting 4 Palestinians; patrol during the day in 2 villages nr. Qalqilya and 1 nr. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Ariel; 28 in Carmel, s. of Hebron; and 60 in the Gush Etzion settlement bloc. The Israeli govt. does not confirm the announcement. Separately, PM Netanyahu orders the IDF to prepare a comprehensive plan to increase security in Israel’s West Bank settlements. (HA, TOI 1/25)

Bethlehem after he stabs and moderately injures an Israeli settler; open fire on 3 Palestinians after they allegedly evade detention while on their way to work in Israel, injuring 1 and detaining 2. As the Israeli crackdown continues across the oPt, IDF troops violently disperse Palestinian protesters in c. Hebron, Aida r.c. and 1 village nr. Late at night, the IDF conducts raids and house searches in the Tubas, Hebron, Ramallah, and Jenin areas, arresting 14 Palestinians and issuing arrest summons to 4. In East Jerusalem, MK Basel Ghattas (Joint List) tours Haram al-Sharif, defying Israeli PM Netanyahu’s order for all MKs to avoid the sanctuary (1st reported on 10/8). The Israeli crackdown on the oPt amid the ongoing wave of violence continues. IDF troops clash with stone-throwing Palestinians outside a settlement nr. Jerusalem and Jenin, sparking clashes with stone-throwers (2 Palestinians are injured with live ammunition); conducts raids around Jenin and patrols across the West Bank. Masked assailants assault Palestinian Legislative Council mbr. Mustafa Barghouti in Ramallah, shouting “let the intifada protect you” and causing minor injuries before fleeing the area. In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. After meeting with PA pres. Abbas and Jordan’s King Abdullah in Amman, U.S. secy. of state Kerry announces that they and Israeli PM Netanyahu have reached a series of understandings, including an Israeli-Jordanian agreement to install cameras at Haram al-Sharif to broadcast live 24 hours a day. During clashes sparked by a raid in the East Jerusalem neighborhood of Issawiyya, Israeli forces shoot a 13-year-old Palestinian in the head with a rubber-coated bullet, seriously injuring him and arresting 7 Palestinians. Enforcing PM Netanyahu’s pledge to crack down on stone-throwers, Israeli forces arrest at least 20 Palestinians during night raids in Issawiyya, Silwan, and Jabal Mukabir. Throughout several other East Jerusalem neighborhoods, Israeli forces clash with Palestinians throwing stones and protesting the recent access restrictions at Haram al-Sharif, injuring several Palestinians and arresting 11. In the West Bank, IDF troops violently disperse Palestinians protesting restrictions in East Jerusalem and at Haram al-Sharif, injuring a 14-year-old Palestinian with live ammunition nr. Qalqilya. They also patrol in Jenin and Jenin r.c., arresting 3 Palestinians and sparking clashes with stone-throwing youths (another Palestinian is seriously injured, then arrested). Israeli forces patrol during the day around Hebron and Qalqilya. Nr. Nablus, an Israeli settler opens fire on a Palestinian vehicle, causing no injuries. Israeli settlers also clog a Palestinian water well nr. Bethlehem with dirt and rocks to prevent its use. PM Netanyahu’s office releases a statement saying that the Israeli police are working on a new proposal to change their rules of engagement in East Jerusalem and to increase penalties on those convicted of throwing stones or Molotov cocktails. (TOI 9/19; JP, YA 9/20)

In response to a day of violence in East Jerusalem and a fatal car crash in Sur al-Bahir, Israeli PM Benjamin Netanyahu’s office announces that he is planning to fast-track a bill that would set mandatory minimum sentences for stone-throwing. Leaders of opposition parties—Yair Lapid (Yesh Atid) and Tzipi Livni (Zionist Union)—say they support increasing deterrents to stone-throwing. Meanwhile, the violence in East Jerusalem continues with clashes at Haram al-Sharif and in Issawiyya, Ras al-Amud, and Shu‘fat r.c.; 3 Palestinians and 1 Israeli police officer are seriously injured, and 10 Palestinians are arrested. In the morning, around 38 right-wing Jewish activists tour the sanctuary. Meanwhile, Israeli forces seize an ambulance transporting a Palestinian injured in clashes with Israeli forces in Issawiyya. On Gaza’s s. and n. borders, Israeli forces arrest 5 Palestinians attempting to cross the border for work. Also, Israeli authorities close the Erez and Kerem Shalom border crossings, marking Rosh Hashanah, the Jewish new year. In the West Bank, an Israeli settler assaults a Palestinian child in Hebron, causing minor injuries. Meanwhile, Israeli forces violently disperse Palestinians gathering nr. Tulkarm to protest the recent Israeli access restrictions at Haram al-Sharif, seriously injuring 1 Palestinian. IDF troops conduct house searches and raids nr. In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. Command, an ally of the Syrian govt., Israeli jets strike an arms depot used by the group in Lebanon nr. the border with Syria, injuring 6. (HA, JP, YA 7/29; HA 7/30)

In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Unknown assailants throw stones at a Palestinian nr. the same West Bank settlement where 2 Israeli settlers were shot on 6/19; she is lightly injured. In East Jerusalem, Palestinian youths throw stones at Israeli-owned vehicles nr. the Old City, lightly injuring 1 driver. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. In Egypt, French FM Fabius calls for a return to Israeli-Palestinian peace negotiations after conducting a series of meetings with Egyptian officials. Fabius says he will be advocating for a return to peace negotiations in meetings with Abbas and Israeli PM Netanyahu on 6/21. (MNA 6/20)

In Gaza, Sarayat al-Shaykh Umar Hadid fire a Katyusha 130 rocket into Israel and it lands nr. Ashqelon, causing no serious damage or injuries. The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. In the West Bank, the IDF conducts a house search and raid in Jericho, arresting 2 Palestinians; patrols in Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Jenin. Israeli settlers park a group of mobile homes on Palestinian land nr. Nablus, establishing a new settlement outpost. Elsewhere, Palestinians in a village nr. Ramallah say that the Israeli authorities have informed them that they are planning on opening a major road e. of the city, having kept it closed since 2001 (Israeli forces will open the road on 5/25). Israeli authorities also inform farmers nr. Salfit that they plan to demolish 20 olive trees in the area. In East Jerusalem, Israeli forces and settlers surround and attempt to evacuate a Palestinian-rented home in the Old City, but the tenants’ lawyer secures a stay on a 3/15 eviction order until 5/2015; small clashes break out. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. In the West Bank, Israeli soldiers shoot and critically injure a Palestinian woman after she fights with an Israeli settler nr. Gush Etzion settlement, and they later raid the woman’s home in Bayt Fajjar and arrest her father. Nr. the Jabara checkpoint s. of Tulkarm, IDF troops open fire on several Palestinians attempting to climb the security fence and enter Israel. A Palestinian hits and critically injures an Israeli settler with his car nr. Nablus. The IDF closes the nearby Hawara and Zatara checkpoints while they search for the driver. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details.
