A source working on the Egyptian efforts to reduce tension between Israel and Hamas told Haaretz that continued Israeli settler tours of the Haram al-Sharif compound will likely lead to an escalation in tensions. Hamas reportedly conveyed to Egyptian and Qatari mediators that it wants Israel to increase the number of work permits to 30,000 and wants Israel to help UNRWA promote job creation in Gaza. Several Israeli ministers, including Prime Minister Benjamin Netanyahu, condemned spitting attacks by Israeli settlers on Christians in the Old City of Jerusalem. In the West Bank, Israeli forces fired tear gas near a school in ‘Anata, injuring students and staff. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli forces assaulted 1 Palestinian at the Damascus Gate Plaza, injuring and arresting him. Israeli authorities demolished 1 commercial structure in Jabel Mukaber. In Gaza, 5 Palestinians were killed and 25 others injured in an explosion during a protest near the Gaza fence. Palestinian officials said the 5 were killed when an explosive device accidentally exploded. 1 other Palestinian succumbed to wounds from the explosion on 9/17. Israeli forces also violently dispersed protesters east of Gaza City, injuring 9, including 3 minors. Palestinians marked the anniversary of the 2005 Israeli withdrawal from Gaza. 6 Palestinians were killed, including 3 members of Fatah, and 15 were wounded during fighting in Ain al-Hilweh refugee camp. The fighting reignited despite a ceasefire agreement from 9/11. 16 people have been killed since 9/7 when fighting broke out again after a month of relative quiet. Hamas and Islamic Jihad called for an immediate ceasefire after a meeting between Hamas Political Bureau deputy chairperson Moussa Abu Marzouk and Islamic Jihad secretary general Ziyad al-Nakhalah in Beirut. In Syria, Israeli forces conducted air strikes in Tartus on 2 separate occasions, killing 2 Syrian soldiers and wounding 6 others. Israeli forces also attacked the Shuairat military airport in the Homs province and several places in the Hama province, causing damage. Israeli defense minister Yoav Gallant appeared to brag about the attacks on 9/14 at an event with Prime Minister Benjamin Netanyahu when he said, “[e]ven last night, we saw proof that in the State of Israel the thunder of planes is louder than all the background noise.” (AJ, AP, HA 9/13; ALM, HA 9/14)

In an interview with the podcast Pod Save the World, U.S. secretary of state Antony Blinken said that “what we hear from the Saudis that if this process [normalization between Israel and Saudi Arabia] is to move forward, the Palestinian piece is going to be very important,” further stating that “in our judgement, of course, that must – needs to involve a 2-state solution.” (HA 9/13)

The U.S. signed a security agreement called the “Comprehensive Security Integration and Prosperity Agreement” with Bahrain, pledging to defend the country from attacks. (NYT 9/13)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. Axios reported that U.S. president Joe Biden is considering meeting Saudi crown prince Mohammed bin Salman on the sidelines of the upcoming G20 summit in New York to discuss the potential Saudi-Israel normalization deal. (AX 8/21)

In the West Bank, Israeli forces issued a demolition order for 1 house under construction in Burin. 14 Palestinians were arrested during late-night raids in Burqa, al-Mughayyir, Bayt Rima, Beit Furik, Jenin, al-Khader, and Beit Fajjar; 1 of the arrested was injured during the settler attack on Burqa on 8/4. Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. The change in policy will start on 9/15. The policy change is part of Israel’s efforts to be included in the U.S. Visa Waiver program. (ALM, HA, MEE, REU 8/7)

After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. Netanyahu also said he would not accept limits on settlement expansion as part of the deal. (BB, HA 8/7)

In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli settlers uprooted 45 olive tree saplings in al-Khader. Israeli settlers also vandalized Palestinian agricultural structures and crops near Shufa. The Israeli cabinet approved the establishment of a committee in preparation for the creation of a law enforcement force under the direct control of National Security Minister Itamar Ben-Gvir. The establishment of the force was Ben-Gvir’s condition for accepting Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation on 3/27. Israeli settlers threw stones at Palestinian vehicles traveling near Baytin, causing damage. Israeli forces forced Palestinian farmers to leave their land in al-Khader. In East Jerusalem, 2 Israeli settlers broke into the Church of Gethsemane in the Old City and attempted to vandalize church property before being confronted by a Palestinian. Israeli settlers toured the Haram al-Sharif compound. 2 Palestinian minors were arrested during a raid in Silwan. At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Speaking in Paris, Israeli finance minister Bezalel Smotrich told the audience at a memorial ceremony that “there is no such thing as Palestinians because there is no such thing as a Palestinian people,” calling the term an invention. Smotrich then said that he and his family are the real Palestinians. The French government had announced that no officials would meet Smotrich during his trip to the country. The Israeli public broadcaster KAN reported that Saudi Arabia had refused to grant visas to an Israeli delegation for an upcoming UN conference on tourism. Axios reported that Saudi Arabia had initially approved Israeli foreign minister Eli Cohen’s attendance at the conference with 2 staffers, but effectively blocked Cohen’s trip by not engaging in making arrangements for his security. Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. 3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. Israel’s foreign minister Gabi Ashkenazi told Israel’s Army Radio that, “[i]t seems unlikely to me that this [announcement of plans for annexation of parts of the West Bank] will happen today . . . In an op-ed in the Israeli newspaper Yedioth Ahronoth, UK prime minister Boris Johnson warned Israel against annexation of parts of the West Bank, saying that it would be a violation of international law and that the “UK will not recognize any changes to the 1967 lines, except those agreed between both parties.” (HA, YNET, REU, WAFA 7/1)

In the West Bank, Israeli forces summoned an 8-year-old girl for interrogation for allegedly harassing Israeli settlers in Hebron. By the Gaza fence, 1 Palestinian was killed after he crossed into Israel and opened fire on 3 Israeli soldiers, injuring all 3. Israeli forces subsequently shelled a Hamas outpost east of Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire and fired flare bombs at Palestinian fishermen. Israeli forces also opened fire on farmers east of Khan Yunis, damaging a tractor. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. U.S. president Donald Trump’s son-in-law and senior adviser Jared Kushner and U.S. special representative for international negotiations Jason Greenblatt met with Jordan’s King Abdullah and Israel’s prime minister Benjamin Netanyahu in Jordan. In the West Bank, 10 Palestinians were reported arrested by Israeli forces. In East Jerusalem, clashes between Israeli police and Muslim worshippers erupted after 120 Israeli settlers toured the Haram al-Sharif compound on the Israeli-celebrated Jerusalem Day, which included a flag march through the Old City. 1 Palestinian was injured with a head injury after being beaten by Israeli police and others suffered from tear gas inhalation. The march also left much of East Jerusalem closed to Palestinians. 40 Palestinians were arrested during late-night raids and throughout the day. U.S. special adviser and son-in-law to President Donald Trump Jared Kushner said, when asked if he believed that Palestinians were capable of governing themselves, that “we’ll have to see. The hope is that they, over time, will become capable of governing.” Kushner would also not confirm if the U.S. peace plan includes 2 states. “I do think they should have self-determination.
