Israeli forces injure a man in a drone strike in Jenin before raiding the city and its refugee camps, uprooting streets and causing damage to homes. Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Israeli forces also fire tank shells at the Nasser Hospital in Khan Yunis, causing damage. 10 children die of hunger at al-Shifa and Kamal Adwan hospitals. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. In the West Bank, Israeli settlers open fire at Palestinian farmers in as-Samu; no injuries are reported. Israeli settlers also set up a mobile home in al-Rakiz in the Masafer Yatta area. Israeli forces bomb a house with a drone strike in Tulkarm refugee camp, injuring 9, demolish a memorial for Palestinians killed by Israeli forces, and cause vast damage using bulldozers. Israeli forces also shoot and injure 14 Palestinians and demolish a home, displacing 12 people, during a raid in Askar refugee camp. Elsewhere, Israeli forces fatally shoot a Palestinian at the Ein Siniya checkpoint, claiming he had attempted to stab a soldier. Israeli forces also shoot and injure a Palestinian man working his land in al-Jalama. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces punitively demolish the family home of 2 Palestinians killed by Israeli forces in November in Sur Baher. U.S. secretary of state Antony Blinken meets with Israeli president Isaac Herzog, Foreign Minister Israel Katz, and Prime Minister Netanyahu. Blinken says Saudi Arabia, the UAE, Jordan, Qatar, and Turkey have promised to help rebuild Gaza when Israel is done destroying it, calling on Netanyahu to avoid “further civilian harm” and adding normalization with Saudi Arabia is still on the table. Blinken also calls South Africa’s case against Israel at the ICJ “meritless” and announces that Israel has agreed to allow a UN “assessment mission” into northern Gaza. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces earlier this week during the 60-hour raid on Jenin. Israeli settlers threw stones at Palestinian homes and set fire to agricultural structures in Arab al-Malihat. Israeli forces killed 5 Palestinians during a raid in Nur Shams refugee camp, including at least 2 in a drone strike. Israeli forces also opened fire at a vehicle in Dura, injuring the driver and his infant. Elsewhere, Israeli forces assaulted a Palestinian in Huwwara. An Israeli soldier was stabbed and injured near the Rantis checkpoint; a Palestinian was later arrested. In Gaza, communications were partially restored in southern Gaza after a telecommunications blackout since 12/14. Axios reported that the U.S. has proposed to the PA that it re-activate members of its security forces in Gaza to prepare to take over local security and policing. There were 18,000 PA security force members in Gaza before Hamas took control in 2007 and they have been continued to be paid by the PA since then. (AX 12/17)

France said Israel had killed a Palestinian man employed at the French Institute in an airstrike on Rafah on 12/13 and called for an “immediate truce.” French foreign minister Catherine Colonna condemned Israeli settler attacks and said “actions will be taken” while visiting al-Mazra’a al-Gharbiya near Ramallah. PA prime Minister Mohammed Shtayyeh met with Colonna in Ramallah. The UK and Germany called for a “sustainable” ceasefire, saying too many civilians have been killed in Gaza. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The Gaza Ministry of Health said as of 5 p.m. at least 3,500 Palestinians had been killed, including at least 853 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 65 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 15 children. More than 1,284 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,562 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. After President Biden’s meeting with Prime Minister Netanyahu, Netanyahu’s office released a statement saying that Israel will not allow aid from its territory to enter Gaza until the captives are returned. The statement also said Israel demands that the Red Cross be able to visit the captives and that Israel will not “thwart” humanitarian aid from Egypt as long as it only consists of food, water, and medicine. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Amir-Abdollahian called on the OIC members to sanction Israel and expel Israeli ambassadors. The OIC called for an immediate ceasefire and for Israel to lift the siege of Gaza. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, more than 250 Israeli settlers with a military escort raided Turmus ‘Ayya, shooting and killing 1 Palestinian, injuring 12 others with live ammunition, and setting 60 vehicles, 30 homes, and dozens of trees on fire. It was unclear if the Palestinian casualty was killed by settlers or Israeli forces during the raid. Israeli settlers also raided al-Mazra’a al-Gharbiya, vandalizing Palestinian property. Elsewhere, Israeli settlers vandalized farmland, a junkyard, a car wash, vehicles, and a gas station in al-Lubban ash-Sharqiya. Israeli settlers also raided Kafr ad-Dik, vandalizing homes and vehicles. Meanwhile, Israeli settlers vandalized 3 agricultural structures and 25 lemon and fig trees in Burqa. Israeli settlers also set fire to farmland in Husan. Israeli forces assassinated 3 Palestinians, including 1 minor, in a drone strike on a vehicle in Jalama. The Jenin Brigades said 2 of the Palestinians were members of Islamic Jihad and 1 was a member of Fatah. It was the first time since 2006 that Israel used drones to attack Palestinians in the West Bank. Israeli forces also raided ‘Urif, arresting 5 and taking measurements for punitive demolitions of 2 homes. Elsewhere, Israeli forces shot and injured 1 Palestinian during a late-night raid in Kafr Malik. 3 Palestinians were arrested during late-night raids in Tammun, Rumana, and Aqabat Jaber refugee camp. In East Jerusalem, Israeli authorities demolished 2 apartments in al-Tur. Axios reported that U.S. senior advisor for energy and infrastructure Amos Hochstein was in Saudi Arabia to continue talks on a normalization deal between Israel and Saudi Arabia.
