IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 1 Palestinian is injured. Also along Gaza’s border, IDF troops open fire on Palestinian farmland nr. Khan Yunis, causing no serious damage. Elsewhere in the West Bank, they demolish property and threaten demolitions during late-night raids nr. Nablus and Hebron; and patrol nr. Hebron throughout the day. Israeli settlers set fire to Palestinian farmlands nr. Qalqilya, destroying 50 olive trees. In East Jerusalem, Israeli settlers assault a Palestinian from Silwan while he is walking n. of the city. In the West Bank, IDF troops open fire with live ammunition on a group of young Palestinians throwing Molotov cocktails at Israeli settlers’ cars nr. Nablus, killing 1 and lightly injuring another. Later, Israeli settlers gather between Nablus and Ramallah to throw rocks at Palestinians’ cars. Also, IDF troops deploy heavily in the area, arresting 1 Palestinian at a mobile checkpoint and a relative of the deceased Palestinian on a raid in Burin village. The IDF conducts house searches and arrest raids in Hebron and nr. Salfit; patrols nr. Ramallah, Jericho, Qalqilya, and Jenin. Israeli settlers cut down a number of olive and almond trees outside Yatta nr. Hebron. PA security forces conduct house searches and raids in Nablus and nearby Balata r.c. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on agricultural land nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In East Jerusalem, Israeli police arrest 1 Palestinian youth for allegedly shooting fireworks at them while they patrol in al-Tur and, later, 2 other Palestinians on arrest raids in the neighborhood. Egypt’s Court of Urgent Matters designates Hamas’s armed wing, Izzeddin al-Qassam Brigades, as a terrorist organization. The court’s ruling cites the armed wing’s role in the 10/24 attack on Egyptian security forces in Sinai that was claimed by the group now known as the Sinai Province of the Islamic State. In the Gaza Strip, IDF troops open fire on agricultural lands nr. Khan Yunis, causing no injuries, while separately also open fire nr. Bayt Lahiya, causing no injuries. IDF troops conduct 2 separate limited incursions nr. Khan Yunis to level land. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. Meanwhile, IDF sources say that they discovered a large bomb buried nr. the border fence in the s. Gaza Strip, the 4th such device discovered since the beginning of 2014. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 2 villages nr. Hebron in the afternoon. Secy.-Gen. of the Fatah Revolutionary Council Amin Maqboul says that the group’s reconciliation delegation head Azzam al-Ahmad will not travel to the Gaza Strip until Hamas agrees to general elections and the formation of a unity govt. (MNA 2/18)

Representatives of Iran and the P5+1 countries begin talks in Vienna to try and reach a comprehensive deal on Tehran’s disputed nuclear program. The P5+1 countries include the U.S., UK, France, China, Russia, and Germany. Bilateral talks between senior U.S. and Iranian officials take place on the sidelines. Under Secy. of State Wendy Sherman heads the U.S. delegation, with Iran’s Dep. FM Abbas Araghchi co-leading his side’s team with FM Mohammad Javad Zarif. (AP, REU 2/18)

PA PM Fayyad and Israeli Fin. Min. Yuval Steinitz sign an economic agreement, to go into effect on 1/1/2013, that will regulate taxes and bilateral trade with the aim of reducing illegal trade and tax evasion and building the PA’s tax revenue base. It is the first major IsraeliPalestinian economic agreement since the 1994 Paris Protocol, which sets out in detail the economic relationship between Israel and the PA. (JP, UPI 8/1; JPI 8/17)

Overnight (similar to 7/30), IDF troops on the s. Gaza border fire into agricultural areas along the Gaza border e. of Khan Yunis sporadically for hours, causing no reported injuries. In the West Bank, the IDF patrols in Tulkarm and 1 village nr. Jenin in the morning; patrols in 1 village nr. Jenin late at night. Jewish settlers fr. Halmish settlement nr. Ramallah uproot and burn 30 Palestinian olive trees on Palestinian land nr. al-Nabi Salih. OCHA reports that Israeli authorities demolished an extension to a Palestinian home in East Jerusalem. With the Tal Law exempting the ultraOrthodox from military service set to expire at midnight, Israeli DM Barak orders the IDF to start drafting ultraOrthodox Jewish men and gives IDF officials 1 mo. to draft official guidelines to implement the order. (NYT, WP, WT 8/1)

Israeli pres. Peres’s office releases the text of a letter that it says is from Egyptian pres. Mohamed Morsi, formally responding to a Ramadan greeting Peres sent on 7/15/12. The text, welcomed by Israel, pledges to work to promote Middle East peace and get bilateral Israeli-Egyptian relations back on track, particularly regarding border security. Morsi aides deny that any letter was sent, but Peres’s office releases copies that show Morsi’s name typed (not signed) and an accompanying letter from the Egyptian amb. on embassy letterhead, indicating that the letter had been cleared with Morsi’s office. Official bilateral relations do not suffer, and public optimism on future relations increased. Most analysts believe (e.g., NYT, WP 8/1) that the incident simply reflects Morsi’s attempt to speak to 2 audiences, Israel and the international community, and his constituency in Egypt, hostile or at best ambivalent concerning the peace treaty with Israel. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. IDF tank, heavy machine gun fire are reported in and around Hebron, Jinin, Khan Yunis, Nablus, Qalqilya, Salfit. The IDF also bulldozes agricultural lands nr. Qalqilya. Jewish settlers uproot Palestinian olive trees nr. Ramallah, assault Palestinians in several locations around Nablus. Israel again restricts Palestinian access to al-Aqsa Mosque for Friday prayers. Egypt reports that Israel is barring medical goods, 30 ambulances donated by Saudi Arabia fr. entering Gaza via the Rafah crossing. In Amman, Jordanian security forces peacefully disperse 1,000 Jordanians attempting to march to the Israeli emb. 100s of Lebanese, Palestinian refugees demonstrate at Fatima Gate on the blue line.
