Kefar Darom; bulldozes a Palestinian home in Qabatya, some agricultural land nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. Another Palestinian dies of injuries received on 12/10/01. Palestinians reportedly fire a mortar in Gaza, causing no damage or injuries. At Havat Gilad, Jewish settlers again try to rebuild sites demolished by the IDF. Jewish settlers fr. Shvut Rachel attack Palestinians harvesting olives nr. Nablus, setting 7 Palestinian cars and 50 trees afire, uprooting another 54 trees; in response, some 200 Palestinian start marching toward the settlement, but the IDF turns them away. Israeli-Palestinian clashes continue at a high level, leaving a total of 4 Palestinians dead; another 2 Palestinians die of injuries received earlier. In the 1st major Israeli ground assault into PA-controlled territory since 9/28, IDF tanks, bulldozers enter Khan Yunis camp (see 12/13) to remove an embankment and structures that Palestinian gunmen allegedly use for cover when firing on adjacent Jewish settlements, demolishing 28 Palestinian homes, part of an apartment building, and an olive grove. The operation clears a 400-yard strip of land, leaves over 360 Palestinians homeless, sparks fierce fighting in which 2 Palestinians are killed, 25-50 are injured. Arafat calls for a halt to mortar attacks across the Green Line. At U.S.'s urging, Israeli, PA security teams meet this evening at the home of U.S. amb. Indyk to discuss a cease-fire. They make no progress but agree to meet again on 4/16. After dark, Palestinians fire 4 mortars into Nisanit settlement in Gaza, damaging 1 house, causing no injuries. Israeli-Palestinian clashes intensify when Palestinians detonate a large roadside bomb nr. Gaza's Kefar Darom settlement as an armored school bus escorted by IDF troops passes. 2 Jewish settlers, both adults, are killed and 9 are wounded, including children. Although the Arafat denounces the bombing, Barak blames Arafat and Fatah directly, convenes his security cabinet, and orders IDF helicopter gunships, naval vessels to shell at least 12 buildings in Gaza City (including Arafat's Fatah and PA headquarters, PA Preventive Security Force offices, Force 17 offices, Voice of Palestine Radio, a Palestinian TV station), killing 2 Palestinians, injuring 125, hitting 4 private homes, and cutting power to areas of the city. Other helicopter gunships target areas nr. Rafah. Nr. Kefar Darom and in Ramallah, the IDF razes 10s of dunams of Palestinian orchards along the roads so Palestinians will have "no place to hide." Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. The IDF confiscates and levels 70 dunams of Palestinian land to build a road linking Morag, Gush Katif settlements. However, Israel acknowledges that PA police are making more of an effort to halt stone throwers; Arafat unequivocally denounces the Islamic Jihad bombing; and Barak phones Arafat to express condolences over today's Palestinian fatalities. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours."
