In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. In Lebanon, Israel said it attacked several Hezbollah positions. In Syria, Israeli airstrikes killed 23 people, including 5 Syrians and 6 Iraqis, and wounded 18, near the Iraqi border. More than 21,672 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 56,165 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. It was unclear if the soldier was taken captive on 10/7 or during the ongoing ground invasion. (AJ, HA, REU 12/30)

Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. In the West Bank, Israeli settlers assaulted Palestinians in Fasayil, injuring 1. Israeli forces raided Nablus and took measurements for a punitive demolition of a home belonging to the family of a Palestinian killed during an Israeli raid on Jenin on 3/7. Israeli forces also issued 15 stop-work orders for structures in al-Jiftlik and demolition orders for 4 homes and 1 agricultural structure in Idhna. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli settlers uprooted some 60 olive saplings in Jalud. Israeli settlers also attacked Palestinian vehicles traveling on the Nablus-Qalqilya road, leading to 1 injury and damage. Israeli forces shot and injured 7 Palestinians trying to enter Israel for work through the separation barrier near Far‘un. Israeli forces also seized heavy machinery used to rehabilitate a road in Kardala. 10 Palestinians were arrested during raids in and around Bayt Umar, Sabastiyya, Qabatiya, Jalazun refugee camp, and Nahalin. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Adelson was known to have had a large influence on U.S. president Donald Trump’s aggressively pro-Israel policies during his presidency. (AJ, AJ, HA, HA, HA, NYT, REU, REU 1/12)

In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli authorities delivered stop-work notices for 4 Palestinian-owned houses under construction in al-Walaja, al-Khader, and Nahalin in the Bethlehem area. Israeli forces shot and injured 2 Palestinians using rubber-coated bullets near the West Bank wall; 1 was transferred to a hospital and another arrested. Separately, 1 Palestinian was arrested during a late-night raid in Hebron. Israeli settlers entered Yatma south of Nablus overnight where they sprayed Price Tag graffiti on a building and punctured the tires of 6 vehicles. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis. Separately, Israeli forces opened fire toward Palestinians protesting east of Khan Yunis. Israel’s public security minister Gilad Erdan said that the status quo of Jerusalem needed to be altered so that Jews can be formally allowed to worship on the Haram al-Sharif compound. A spokesperson for the Jordanian foreign ministry said that such a move could have “dangerous repercussions.” (HA 8/14)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. The Israeli authorities announce that they will be closing crossings to and from the West Bank and Gaza during the upcoming Passover holiday. The closure will last from midnight on 4/9 until midnight on 4/17, and only exceptional cases will be allowed to exit the territories, including humanitarian situations and Palestinian Christians hoping to enter Jerusalem to celebrate Easter. Israel issues tenders for the construction of more than 1,700 homes, shortly ahead of a visit by U.S. Secy. of State Kerry. The tenders are part of 3,500 homes whose planned construction was announced after the latest prisoner release. The tenders are for homes in East Jerusalem settlements Ramat Shlomo and Gilo, as well as West Bank settlements like Elkana, Ma’ale Adumim, and Beitar Ilit. There is also 196 homes planned for Karnei Shomron, a settlement outside the “blocs” Israel expects to keep in any future deal. Separately, Israeli media report that PM Netanyahu intends to build a separation barrier between the West Bank and Jordan, as part of the govt.’s plans to maintain an Israeli presence in the Jordan Valley. Responding to developments, Pres. Abbas spokesperson Abu Rudayna says that the decision to build a fence along the border with Jordan is aimed at undermining Kerry’s upcoming mission, while PLO mbr. Wassel Abu Yousef slams the settlement tenders and says the PLO is considering how to get UN action against these decisions. In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state. Netanyahu’s special ministerial panel examining the future of 3 unauthorized West Bank settlement outposts legalizes the outposts of Bruchin (pop. 350) and Rachelim (pop. 240) in the north, and Sansanna (pop. 240) in the south, stating that “these communities were founded in the 1990s based on the decisions of a past government.” The panel also calls on the Israeli High Court to put off the 5/1/12 deadline to evacuate 30 homes in Ulpana outpost (constructed on private Palestinian land), which the government describes as a “neighborhood of Beit El” settlement. UN. Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule.
