The IDF sends troops into Jenin r.c. and town just days after redeploying fr. both, conducting arrest raids (targeting the AMB, Islamic Jihad), clashing with Palestinians; troops pull out by the end of the day. The IDF also fires on residential areas of Rafah, wounding a 14-yr.-old Palestinian in her home; conducts house searches, arrest raids in Wadi al-Silqa, Nablus, Qabatya. Israel reportedly approves changes to the route of the separation wall, so that it will run w. of Azun, Baqa‘ al-Sharqiyya, Khirbat Jabar, and several homes in Tulkarm, all of which were previously slated to be cut off fr. the east; begins work on stretches of the wall outside Hebron and in the Jordan Valley nr. A Jewish settler driving nr. Qalandia checkpoint hits 2 Palestinians, killing 1. The IDF issues confiscation orders for 1,559 dunams of land in Beitunia w. of Ramallah for construction of the separation wall. The IDF sends armored personnel carriers (APCs) back into Nablus, fatally shooting a 15-yr.-old Palestinian on the roof of his home, fatally shooting 2 stone-throwing youths who challenge the APCs, later directing sniper fire on the funeral procession of the 1st youth, killing a 4th Palestinian (1 of the pallbearers). The IDF also sends a small contingent of troops back into Jenin, reimposes several roadblocks around the city that were lifted on 1/2; bulldozes 5 Palestinian homes and 23 dunams of olive trees in al-Qarara, 16 dunams of olive trees nr. alBureij r.c.; conducts arrest raids in al-Qarara, Qalqilya; fires on Israeli, Palestinian, foreign peace activists staging a nonviolent demonstration against the separation wall in the northern West Bank, injuring 1 Israeli, arresting 28 foreigners. After completing a stretch of the separation wall cutting off Jenin fr. Israel, the IDF removes the closure on Jenin, withdraws troops inside the city for the 1st time since 8/03, redeploys troops that have been encircling the city for most of the past 3 yrs. The IDF also fatally shoots a Palestinian allegedly attempting to lay a roadside bomb outside a Gaza settlement; fires on stone-throwing Palestinians in Nablus; bulldozes a Palestinian home in Hebron; places a curfew on, conducts arrest raids in Dayr al-Balah, Hebron, Jenin, Tulkarm; imposes a curfew on, digs trenches across the entrances to Bayt Umar village nr. The IDF expels a West Bank Palestinian administrative detainee to Gaza (see 12/4); fires on stone-throwing youths outside Nablus, killing 1 Palestinian; fires on a group of Israeli, Palestinian, foreign peace activists staging a nonviolent protest along the separation wall nr. Budrus, wounding 1 Israeli, 10 Palestinians, and arresting, deporting 4 foreigners; demolishes 5 Palestinian homes in Khan Yunis, 2 fences in Hebron; conducts arrest raids in al-Qarara. The IDF also orders 1 Palestinian family isolated btwn. the separation wall and Green Line nr. Qalqilya to evacuate their home because it “is now located in Israel”; a human rights group secures permission for the family to stay while the case is appealed. The IDF also bars 2 bus-loads of international peace activists fr. reaching a 2d day of separation wall protests (see 12/26) in Qalqilya, where 1,000s of Palestinians demonstrate, throw stones at IDF troops. The IDF eases the encirclement (in place since the 9/9 suicide bombings) of 6 major Palestinian cities, excluding Jenin and Nablus, in an apparent bid to aid Qurai‘ in forming a cabinet; confiscates 424 dunams of Palestinian land in the n. Jordan Valley for construction of the separation wall; blows up a Palestinian home in Silwad (nr. Ramallah); conducts arrest raids, house searches in Hebron, Qalqilya; fires on residential areas of Khan Yunis, Rafah; shells a main water reservoir in Bayt Hanun, cutting the water supply to the area. Palestinians who are allowed to reach their olive groves for the 1st time since the harvest began report that Jewish settlers have felled 100s of trees nr. Sawiyya (nr. The IDF assassinates Hamas mbr. The IDF also sends troops back into Nablus to enforce the curfew there; fires on residential areas of Khan Yunis (wounding 1). After nearly 3 yrs. of investigation, Israel’s Or Commission issues its report on the use of force by Israelipolice against Israeli Arabs during the 10/00 riots in the wake of the outbreak of the intifada (13 Israeli Arabs were killed). The IDF retakes control of Gaza’s main north–south road, setting up checkpoints that divide the Strip into thirds; makes brief incursions into Bayt Jala, Bayt Sahur; reestablishes checkpoints it abandoned in recent wks. as part of the process of road map implementation; bulldozes 8 dunams of land in Rafah; demolishes 1 Palestinian home in Nablus, 1 in Tulkarm; fires on residential areas of Khan Yunis. The IDF also arrests an IDF soldier, resident of a West Bank Jewish settlement, for participation in a militant settler cell, bringing to 9 the number of Jewish settlers recently arrested on terrorism charges. Israel releases 9 administrative detainees, all arrested during the 6/24 sweep of Hebron, as a goodwill gesture to the PA. The IDF redeploys to the outskirts of Bethlehem, turning security control over to the PSF; the IDF will continue to patrol Bayt Jala, control the area around Rachel’s Tomb (an especially high separation fence around the tomb reportedly is planned), but otherwise vows not to enter the town unless the PA is unable to prevent an imminent attack on Israelis fr. the city. The IDF confiscates 283 dunams of land s. of Khan Yunis, for a new settler bypass road for Morag; enters the offices of the Hebron Rehabilitation Comm. Late in the evening, IDF helicopters fire missiles at the Gaza City home of senior Hamas mbr. Muhammad Atil, killing his 2 teenage children, wounding 11. The IDF reports that it has removed fr. his post an intelligence officer who “disrupted” a planned air strike in retaliation to the 1/5 Tel Aviv bombing in order to “prevent harm to innocent Palestinians”; the officer was in possession of, refused to share intelligence information critical to the mission.
