In the West Bank, Israeli settlers attacked Palestinian herders, forcing them to leave the land where their livestock was grazing. Palestinians threw stones at 1 Israeli settler near Dayr Abu Mash‘al. Israeli forces subsequently raided Dayr Abu Mash‘al, leading to clashes. 2 Palestinians were shot and injured with live ammunition and others suffered tear-gas related injuries; 25 were arrested. 1 Palestinian man died after inhaling tear gas fired at him as he was trying to enter Israel for work near the separation barrier in Far‘un. Israeli forces delivered demolition notices for 2 Palestinian-owned agricultural structures in the Jordan Valley, notified Palestinians in Dayr Istya that it will seize 600 dunams (148 acres) of agricultural land for settlement expansion, and demolished 1 agricultural structure and 1 water tank in al-Khadir. 4 Palestinians were arrested in Biddu and Bayt Ijza. In East Jerusalem, 1 Palestinian minor was arrested in Silwan. In Israel, Israeli police conducted a large-scale raid campaign in the predominantly Palestinian-Israeli city Tur’an, arresting 145 people; Israeli authorities said the raids were conducted to combat a rise in violence in the city. The Israeli attorney general Avichai Mendelblit said that he has closed the investigation of the torture of 1 Palestinian prisoner accused of planting explosives that killed 1 Israeli settler on 8/23/2019 near the Dolev settlement. Israel had been investigating Shin Bet officers who left the accused in critical condition after torturing him until he had a heart attack. Attorney General Mendelblit said his offices lacked evidence to conclude a crime had been committed. (HA 1/24)

The UAE government approved the opening of an Israeli embassy in the UAE as part of the UAE-Israel-U.S. normalization deal. Israel later in the day said it had officially opened its embassy in the UAE at a temporary location in Abu Dhabi. (AJ, AP, HA, HA 1/24; MEE 1/25)

On Gaza’s border, an explosive device detonates under an armored Israeli bulldozer, causing damage but no injuries. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Rafah, injuring 2 fishermen, arresting 4, and then confiscating the boats. In the West Bank, IDF troops conduct house searches and raids nr. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. In the Gaza Strip, Israeli forces open fire on Palestinian protesters close to the border fence nr. Jabaliya, wounding 7. Separately, Israeli forces open fire on an open area in the c. Gaza Strip, causing no injuries. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. In Bethlehem, amid clashes with Israeli soldiers, Palestinian youth throw an improvised explosive device at Rachel’s Tomb. The clashes result in 7 arrests. Meanwhile, hundreds of Palestinian activists with some internationals go to ‘Ayn Hiljeh, an abandoned Palestinian village in the Jordan Valley, as part of a demonstration protesting settlement activities and land confiscation. The Popular Struggle Coordination Cmte. says that the step is also aimed at averting reported Israeli intentions to annex the area. UN-Arab League joint special envoy Brahimi, who is serving as mediator, expresses frustration that even an agreement to allow an aid convoy to reach Homs remained elusive. Storming 1 apartment, undercover units fatally shoot a 66-yr.-old Palestinian man asleep in his bed, mistaking him for the most wanted of the 5 Hamas mbrs. they sought, who lived in another apartment in the same building. The IDF initially says the man ran at soldiers when they entered and soldiers shot in self-defense, but the blood-stained pillow and mattress confirm his wife’s story that he was asleep when soldiers entered firing, raising questions about the IDF’s rules of engagement.
