Israeli forces also shoot and injure 6 Palestinians with live ammunition during a raid in Beit Furik. More than 27,947 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,459 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 384 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 97 children. More than 4,432 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. Elsewhere, armed Israeli settlers posing as soldiers vandalized a mosque in Menizel. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. In Gaza, around 285 Palestinians were killed in Israeli airstrikes. Israeli forces also assassinated the first female member of the Hamas political bureau Jamila al-Shanti, the head of the military wing of the Popular Resistance Committee Rafat Harb Hussein Abu Halal, and Hamas’ Jehad Mheisen. The Gaza Ministry of Health said as of 5 p.m. at least 3,785 Palestinians had been killed, including at least 1,524 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 81 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 22 children. More than 1,434 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,562 have been injured since 10/7. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. The U.S. Senate unanimously adopted a resolution affirming Israel’s right to self-defense and condemning Hamas and Iran. 10 Republican senators said they will introduce legislation to redirect $100 million in planned humanitarian aid to Palestinians to replenishing the Iron Dome. Palestinian militants fired rockets at Israel and attacked Israelis on the ground near the Gaza fence, resulting in hundreds of casualties and causing damage. Near Gaza, Israeli forces shot and killed an Israeli citizen and shot and injured 4 Israeli soldiers and an Israeli citizen, mistaking them for Palestinians. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. In the West Bank, Israeli settlers set fire to Palestinian-owned agricultural lands near Beita. Separately, Israeli settlers set fire to olive trees near Burin and Madama. Israeli forces clashed with Palestinians in Balata refugee camp; during the raid, 2 Palestinians were injured by live ammunition and 1 was arrested. 4 Palestinians were arrested during late-night raids in and around Tulkarm and Hebron.
