Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Israel said it had assassinated the commander of Hamas’ Shuja’iya Brigades Wisam Farhat. 2 Israeli soldiers were killed in Gaza. Rockets were launched from Gaza at Israel, reportedly injuring 1. In Lebanon, Israel attacked several places and rockets and mortar shells were fired at Israel. In Syria, Israeli forces killed 2 Iranian military advisors in airstrikes. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, and 7 Saudi donated ambulances arrived in Gaza. 903 people were evacuated to Egypt, including 13 injured Palestinians. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, Israeli settlers with a military escort raided Jalud, leading to a confrontation between Palestinians protecting themselves and Israeli forces; 2 were injured with baton rounds and others with tear gas. Israeli forces shot and injured 1 Palestinian minor before arresting him near Fawwar refugee camp. Israeli forces also raided Beita twice, injuring 3 with rubber-coated bullets and others with tear gas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. A source working on the Egyptian efforts to reduce tension between Israel and Hamas told Haaretz that continued Israeli settler tours of the Haram al-Sharif compound will likely lead to an escalation in tensions. Hamas reportedly conveyed to Egyptian and Qatari mediators that it wants Israel to increase the number of work permits to 30,000 and wants Israel to help UNRWA promote job creation in Gaza. Several Israeli ministers, including Prime Minister Benjamin Netanyahu, condemned spitting attacks by Israeli settlers on Christians in the Old City of Jerusalem. In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, Israeli settlers with a military escort attacked Palestinians at a water spring in Qaryut, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 14 with tear gas. Israeli forces also violently dispersed Palestinians protesting in Beit Umar, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 Palestinians with baton rounds and others with tear gas. Israeli forces also raided Tulkarm, detonating an explosive at a carpentry shop and causing it to burn down. 10 Palestinians were arrested during raids in Tulkarm, Sanur, and al-Mughayyir. In East Jerusalem, Israeli settlers gathered at the entrances to the Haram al-Sharif compound, attacking Palestinians and their property and chanting provocations at Muslim worshippers for the second day in a row. At the 32nd Arab Summit in Jeddah, Syrian president Bashar al-Assad attended for the first time since Syria was suspended from the Arab League in 2011. Ukrainian president Volodymyr Zelenskyy also attended. UNRWA commissioner-general Philippe Lazzarini addressed the attendees, calling on the Arab states to increase their funding for the agency. The Arab states affirmed the centrality of the Palestinian cause to the Arab League in its final communique. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. In Beita, clashes between Palestinians and Israeli forces erupted when Israeli settlers sought to seize land; dozens of Palestinians were injured, including 2 from live ammunition, 10 from rubber-coated bullets, and more than 50 from tear gas inhalation. 4 Palestinians were arrested during late-night raids in and around Hebron, Salfit, and Tulkarm. In East Jerusalem, Israeli forces injured a Palestinian minor in a school yard in Issawiyya using rubber-coated bullets, fracturing the boy’s arm. 3 Palestinians were arrested during late-night raids in Silwan. Israel held its general elections for the 3d time in less than a year. Neither of the 2 coalition blocs managed to get an outright majority.
