In the West Bank, Israeli forces uproot 50 olive trees and demolish a Palestinian agricultural structure outside Yatta near Hebron. IDF troops arrest 3 Palestinians during a late-night raid near Hebron; and patrol near Ramallah, Hebron, Tulkarm, and Qalqilya. An Israeli settler driver rams his vehicle into a herd of Palestinian sheep near Ramallah, killing 12 and injuring 18 others. Along Gaza’s border, IDF troops open fire on Palestinian farmlands near Dayr al-Balah and al-Maghazi refugee camp, causing no damage. At a press conference in Rio de Janeiro, Israeli prime minister Benjamin Netanyahu says that the Trump administration is unlikely to circulate its long-awaited Palestinian-Israeli peace plan before Israel’s elections on 4/9. “In their estimation elections are the time when it will have the least chance of succeeding,” he says. A Fatah spokesperson accuses Hamas of arresting 500 Fatah activists and officials in Gaza as Fatah’s Gaza branch prepares for celebrations marking the party’s 54th anniversary. The Hamas-run Interior Ministry in Gaza rejects the accusation, claiming that only 38 Fatah leaders have been summoned “to maintain order.” Later, Hamas security forces in Gaza prevent Fatah activists from symbolically lighting a torch at an anniversary celebration. The IDF continues targeting Yatta in the aftermath of the 6/8 killings in Tel Aviv, raiding homes in the village late at night and taking new photographs and measurements of 1 of the attackers’ homes, threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during raids nr. Hebron, Tulkarm, Salfit, and Ramallah; and patrol nr. Ramallah and Salfit. An IDF jeep rams and injures a Palestinian youth nr. Qalqilya. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-‘Izzariya. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. Fatah and Hamas officials resume Palestinian national reconciliation talks in Doha. This is the 3d round of talks in the latest push for reconciliation. The talks are set to continue through 6/18. (MNA 6/15; IMEMC 6/17)

The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. The Joint List decries the new law as “draconian,” echoing the views of Palestinian citizens of Israel and opponents of the right-wing govt. (HA, JP, MNA, YA 6/15)

IDF troops briefly enter s. Gaza to bulldoze land along the border fence e. of Abasan, firing on nearby residential areas, wounding 1 Palestinian. Israeli naval vessels detain a Palestinian fishing boat off the Bayt Lahiya coast, interrogating and releasing the fishermen. The UN reports that 2 Palestinians were killed and 6 were injured in tunnel collapses on the Rafah border in the previous wk.; in addition, the body of a Palestinian missing since 7/1 has been found in a collapsed smuggling tunnel. In the West Bank, IDF undercover units enter Yatta village in a vehicle with Palestinian license plates, raid an auto mechanics shop, arresting 1 Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., and nr. Hebron, Jenin. Jewish settlers fr. On the 5th day of Operation Southern Arrow, the IDF conducts an air strike on a car driving in Gaza City, killing AMB mbrs. Muhammad Abu Shari‘a and Mahmud Ajjur and seriously injuring a 3d who had just fired a rocket into Israel (causing no damage or injuries), and an air strike on a car nr. Khan Yunis, assassinating at least 6 mbrs. of the Abu Rish Brigades (ARB; a Fatah offshoot) and wounding 4 other ARB mbrs. and at least 11 bystanders; 3 Palestinian children in Jabaliya r.c. and a family of 5 in Bayt Lahiya are wounded by shrapnel in continued shelling of n. Gaza. The IDF also bars Palestinians under age 30 fr. crossing checkpoints into or out of the Jordan Valley; sends troops back into Nablus, firing on stone-throwing youths who confront them, wounding 12; conducts arrest raids, house searches in and around Hebron, nr. The IDF continues to shell the n. Gaza no-go zone; conducts arrest raids, house searches in Dayr al-Ghusun nr. Tulkarm, Jenin town and r.c. (firing on stone-throwing youths who confront troops, wounding 9), al-Til, Yatta; removes without incident 3 unauthorized settlement outposts nr. Beit El, Kiryat Arba, Shvut Rachel. Some 100 PA policemen occupy the Rafah border terminal to protest the death of a policeman on 12/29; EU monitors shut the crossing, leave the area for several hrs., until the demonstration breaks up. During the day, the AMB, Hamas hold separate rallies in Gaza protesting the kidnapping of 3 Britons on 12/28; the Britons are released late in the evening; just before freeing them, a group calling itself the Brigades of the Mujahiddin (reportedly connected to Fatah) issues a videotaped statement claiming responsibility, calling on Britain to take a harder line with Israel. Israel says it has begun construction of 2 additional fences around the Gaza Strip—1 of razor wire, 1 with electronic sensors and surveillance cameras—to ensure Israeli security after disengagement; both fences will be inside Israel. The IDF seals Rafah as the 1st step in what the government says will be a major military offensive against Palestinian militants, dubbed Operation Rainbow. Tanks, armored personnel carriers, armored bulldozers, helicopters, troops ring the city, firing on any traffic attempting to enter or exit. Many residents nr. the Philadelphi Route evacuate their homes, taking their belongings with them. IDF troops also fire on the area to encourage Palestinians to leave. The IDF apparently attempts to assassinate DFLP West Bank head Qays Samurai (Abu Layla) by planting an explosive device in his home in Ramallah; tanzim mbr. Anwar Aliya in an ambush by undercover units in Tulkarm. Samurai is not home at the time; Aliya is wounded. The IDF completes its withdrawal fr. Bayt Jala, taking up positions just outside the town and warning it will reenter if shooting at Gilo resumes.
