An Israeli settler driver rams his vehicle into a herd of Palestinian sheep near Ramallah, killing 12 and injuring 18 others. Along Gaza’s border, IDF troops open fire on Palestinian farmlands near Dayr al-Balah and al-Maghazi refugee camp, causing no damage. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today.
