In the West Bank, Israeli settlers razed 2 dunums (0.5 acres) of Palestinian farmland near Kisan. Israeli settlers also threw stones at Palestinians at the Deir Sharaf junction, injuring 1. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Silat ad-Dhahr, damaging 1. Israeli settlers also chased Palestinian herders in Khillet Makhoul; no injuries were reported. Israeli forces delivered a demolition order for 1 greenhouse in Tubas, 3 stop-work orders for residential structures in Masafer Yatta, 2 stop-work orders against homes in Rujeib, and seized 1 tractor in al-Zawiyeh. 9 Palestinians were arrested during late-night raids in Hebron, Ramallah, and Dheisheh refugee camp. In East Jerusalem 2 Palestinians were arrested during late-night raids. In Gaza, 3 Palestinians were arrested near the Gaza Fence east of Rafah. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. On 6/19, Israel’s president Isaac Herzog spoke to Turkish president Recep Tayyip Erdoğan, thanking him for his country’s effort to arrest the potential attackers. (HA, HA, REU 6/19; HA 6/20)

Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israeli police also raided Abu Akleh’s house on 5/11, confiscating Palestinian flags. 5 Palestinians were arrested during raids. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. On 5/13, 15 European countries urged Israel to reverse its decision, including France, Belgium, Denmark, Finland, Poland, Germany, Greece, Ireland, Italy, Luxembourg, Malta, the Netherlands, Norway, Spain, and Sweden. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp; injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also demolished 1 fence in Jericho. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Ein Yabrud, Bayt Rima, Qalqilya, Jaba‘, Dayr Abu Da‘if, Dheisheh refugee camp, and As-Samu; Israeli forces violently dispersed Palestinians protesting the raid in Dheisheh refugee camp, injuring 1 with live ammunition. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The bill passed 45–15, with the United Arab List and Meretz in the government coalition opposing it. Prominent Palestinian lawyer and activist Salah Hamouri was placed in administrative detention after arrest on allegations of being a member of the PFLP. Hamouri, who lives in East Jerusalem, was 1 of the 6 Palestinians who in November 2021 discovered that his phone was infected with Pegasus spyware from the Israeli NSO Group. Israeli foreign minister Yair Lapid met with Jordan’s king Abdullah II in Amman. King Abdullah II called for Israel to preserve the status quo of the holy sites in Jerusalem and to establish a Palestinian state with East Jerusalem as the capital along the 1967 borders. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. Additionally, the bill included funding for the Israel Relations Normalization Act, $219 million in aid to Palestinians in the West Bank and Gaza via the Economic Support Fund, $40 million in security assistance to the PA, and $50 million for the Middle East Partnership Act.
