Axios reported that UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan told former Israeli prime minister Benjamin Netanyahu that the UAE has concerns about Netanyahu’s alliance with Itamar Ben-Gvir and the Otzma Yehudit party. According to Axios, foreign minister Al Nahyan told Netanyahu that a government that includes the Otzma Yehudit party could impact the UAE-Israel relationship. (AX, HA 10/26; MEMO 10/27)

In the West Bank, unknown assailants opened fire at a car carrying 4 settlers to Joseph’s Tomb, causing the driver to lose control of the vehicle, lightly injuring the 4 settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, 1000s of Israeli settlers with military protection marched to the partially evacuated Homesh settlement outpost, leading to a confrontation with Palestinians protesting the march; 79 Palestinians were injured. Israeli defense minister Benny Gantz had originally warned that Israeli forces would not protect the settlers, but reversed that decision. The march was attended by Yamina MK Idit Silman and Religious Zionist MK Itamar Ben-Gvir. Israeli settlers also vandalized 40 olive trees in Jaba‘. Elsewhere, Israeli settlers vandalized solar panels, electric poles, and a water tank in Wadi Qana. Israeli forces shot and injured 1 Palestinian man using live ammunition in Hebron. 2 Palestinians were arrested in Wadi as-Samen. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to make way for Israeli settlers touring the site. Around 622 Israeli settlers visited the compound. 2 Palestinians were arrested in al-Tur and the Old City. U.S. secretary of state Antony Blinken spoke with PA president Mahmoud Abbas, Jordanian foreign minister Ayman Safadi, and Israeli foreign minister Yair Lapid in an effort to calm the situation at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also spoke with Israel’s president Isaac Herzog about the situation at the compound. Citizen Lab found that spyware from the Israel company Cytrox was found on a CNN Greece journalist’s phone. The journalist was working on covering a Greek corruption scandal when his phone was infected with the spyware known as Predator. (HA 4/19)

In the West Bank, Israeli forces delivered a stop-work order for a house in Fasayil. In East Jerusalem, Israeli forces handed demolition orders for 1 house, 1 canopy, and 1 house stable in Isawiya. Israeli forces detained PA governor of Jerusalem Adnan Ghaith before handing him orders not to enter the West Bank for 6 months. Meanwhile, Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza with baton rounds and stun grenades; at least 1 was injured. 12 were arrested in the Old City and 2 in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. Israeli forces also raided Qalandia refugee camp, injuring 7 with rubber-coated bullets and dozens of others with tear gas; 1 was arrested. 9 other Palestinians were arrested during late-night raids in Abu Shukheidim, Jalazun refugee camp, Tuqu‘, Hebron, Nablus, and Awarta. In East Jerusalem, 2 Palestinians were arrested in the Old City and Silwan. In Israel, 1 Palestinian citizen of Israel stabbed 6 Israeli Jewish people and rammed them with his car in Beersheba, killing 4 and wounding 2 others before he was shot dead by an Israeli bus driver. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid.
