In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 8 locations nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Qalandia checkpoint, outside Ofer prison, Jalazun r.c., and 2 other villages), and 1 village nr. Qalqilya (Kafr Qaddum). Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In Egypt, Egyptian security officials shoot and kill a Palestinian security officer as he drives into an ambush meant for another nr. Shaykh Zuwayd in the n. Sinai. (AP, MNA 11/28)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops make a brief incursion into n. Gaza to level land and clear lines of sight along the border fence n. of Bayt Hanun, occasionally firing on the surrounding area to keep Palestinians away (no injuries reported). In the West Bank, the IDF demolishes 2 Palestinian water tanks serving Palestinian agricultural land in area C; bulldozes 1 d. of agricultural land nr. Qalandia (n. of Jerusalem) that was previously confiscated for construction of the separation wall; conducts morning patrols in Qalqilya and 1 nearby village, 2 villages each nr. Ramallah and Tulkarm, and 1 nr. Jericho; afternoon patrols in 2 villages nr. Ramallah and 1 nr. Jenin; late-night arrest raids, house searches in and around Hebron; and late-night patrols in Bayt Umar, Birzeit, Jericho and 1 nearby village, Tulkarm, and 2 villages nr. Hebron and Ramallah (firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them). Jewish settlers fr. Yitzhar settlement nr. Nablus, escorted by IDF troops, throw stones at a Palestinian elementary school in nearby Ourif village; when local Palestinians throw stones back at the settlers, IDF soldiers fire tear gas at them to force them to disperse, causing no serious injuries. A Turkish official says that Turkey has blocked NATO from inviting Israel to participate in a NATO summit planned for Chicago in 5/2012 as part of a NATO outreach program to boost ties with nonmember states. NATO officials deny that the issue was ever discussed. Israel does not comment. (WP 4/24)

A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. In the evening, IDF undercover units raid Nablus, assassinate Nablus AMB leader Majdi Mari (whom it attempted to assassinate on 9/15/04), AMB mbrs. Jihad Abu Salah and Fadi al-Sarwan, injure a 4th AMB mbr., 4 bystanders. During the day, the IDF closes the Qalandia checkpoint, declaring the area a closed military zone (see 10/16); fatally shoots 2 Palestinians allegedly attempting to infiltrate Kefar Darom; fires on a group of stone-throwing Palestinian children in Askar r.c., killing a 12-yr.-old Palestinian boy; stops, argues with, shoots and wounds 2 Palestinian teenagers walking nr. the separation wall nr. Jayyus; fires on stone-throwing youths in Jenin r.c.; bulldozes 39 d. of olive groves and greenhouses, 1 Palestinian home nr. Dayr al-Balah; conducts arrest raids, house searches in ‘Anza nr. Bethlehem, al-Bireh, Birzeit, Jayyus, al-Khadir, al-Mughayyir, Nur al-Shams r.c., Rafat nr. Nablus, Tulkarm. Jewish settlers fr. Otniel throw stones at, harass Palestinians and international peace activists harvesting olives on nearby Palestinian land, forcing them to leave. Jewish settlers in Hebron assault Palestinians, attack Palestinian homes nr. the Ibrahimi Mosque/Tomb of the Patriarchs. In both cases, the IDF troops observe but do not intervene.
