In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . The 57 members of the Organisation for Islamic Cooperation released a joint communiqué after an emergency meeting, calling Israeli attacks on the Haram al-Sharif compound “barbaric” and said the nations consider Israel’s attacks a “serious violation of international law.” (HA 5/11)

In the West Bank, Israeli settlers set fire to a field planted with wheat crops near al-Mughayyir, causing extensive damage. Israel deployed more forces to the West Bank, increasing the number of military forces by 50%. Israeli forces seized 1 excavator east of Yatta. 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters by the Damascus Gate plaza, injuring 3. Israeli forces also violently dispersed Palestinian protesters at the Hebrew University near Issawiyya, injuring 2 and arresting 3; 3 Israeli police officers were reportedly lightly injured. Earlier, Israeli settlers attacked 1 Palestinian in the area, leading to several other Palestinians coming to his defense. Elsewhere, Israeli forces closed off Shaykh Jarrah to prevent Palestinians from entering the neighborhood and violently dispersed Palestinians in the area, leading to 19 injuries, including 5 that required treatment at a hospital. 6 Palestinians were arrested during raids in and around the Haram al-Sharif compound, Bayt Hanina, Shu‘fat, and Sur Bahir. In Gaza, Israel said incendiary balloons from Gaza started several fires in Israel. 2 rockets were also reportedly fired from Gaza toward Israel; no damage was reported. Israeli forces subsequently attacked Dayr al-Balah, causing damage. Israeli forces also violently dispersed Palestinian protests against Israeli aggression in East Jerusalem near the Gaza fence east of Khan Yunis, injuring 1 protester with live ammunition and 2 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters east of al-Bureij refugee camp; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Just as every nation builds its capital and builds in its capital, we also reserve the right to build Jerusalem and build in Jerusalem. This is what we have done, and this is what we will continue to do.” His comments came after days of international condemnation of Israeli efforts to evict Palestinians in East Jerusalem, replacing them with Israeli settlers. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

In the West Bank, Israeli forces shot and killed 1 Palestinian at the Container checkpoint near Bethlehem. Israeli forces claimed that he had attempted to ram Israeli soldiers with his car, a claim his family dismissed as he was on his way to pick up his sister for her wedding. Later, Israeli forces violently dispersed protests in the deceased man’s hometown of Abu Dis, leading to tear-gas and rubber-coated bullet related injuries. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. Israeli settlers attacked 3 Palestinians in Ras Karkar and sealed of a main road between Nablus and Jenin. Elsewhere, settlers set fire to Palestinian-owned agricultural lands planted with almond trees in Burqa. Israeli forces assaulted 2 Palestinians in Hebron. Israeli forces also seized historical artifacts in Bayt Umar and equipment from a smith workshop in al-Sawahara. 7 Palestinians were arrested during late-night raids in and around Jericho, Bethlehem, Kobar, and Qalandia. In East Jerusalem, Israeli forces demolished 1 Palestinian house in Silwan. 10 Palestinians were arrested by Israeli forces in Silwan and Issawiyya during late-night raids. In Gaza, Israeli forces opened fire on Palestinian shepherds east Bayt Hanun; no injuries were reported. In Israel, about 1,500 people protested against annexation of parts of the West Bank; among the speakers at the protest were several retired Israeli generals. Israeli defense minister Benny Gantz said at a press briefing that Israel “won’t keep waiting for the Palestinians” in relation to peace talks and annexation. He further stated, “We won’t get into the Palestinians’ deep shit . . . The Palestinians continue to reject dialogue and to remain in their ‘deep shit.’” (HA 6/23)

In a report submitted to the UN Security Council 1 day ahead of its biannual meeting on the Israeli-Palestinian conflict, the UN secretary general António Guterres called on Israel to abandon its annexation plans and called annexation a “most serious violation of international law.” (AJ 6/23)

In the West Bank, a Palestinian minor arrested for allegedly throwing stones was shot by Israeli soldiers after he attempted to flee blindfolded and handcuffed near Tuqu‘. After Palestinians argued with the Israeli soldiers, they brought the minor to a hospital for treatment. Elsewhere, Israeli forces demolished a house in Hebron belonging to a Palestinian convicted of killing an Israeli settler. Clashes between Israeli soldiers and Palestinians ensued during the demolition; no injuries were reported. Also in Hebron, a group of Israeli settlers broke into a Palestinian family’s home and attacked family members with pepper spray; once they left the home, they attacked a Palestinian bystander. In Qalandia, Israeli forces raided several shops and street vendors, leading to clashes with Palestinians. Israeli forces also patrolled in and around Sabastiyya, warning Palestinians not to obstruct Jewish celebrations in the village scheduled for 4/23. For the 2d time this week, Israeli forces dismantled a residential tent in Susiya, confiscating equipment to raise the tent and leaving a family of 10 homeless. In Gaza, Israeli forces opened fire on Palestinian fishermen in several separate instances and opened fire on Palestinian farmers working their land in Khuza‘a near Khan Yunis. Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard.
