In the West Bank, Israeli forces seized 12 residential tents in Khirbet Humsa; this marked the 4th time Israeli forces seized and demolished structures in the bedouin community this month. Israeli forces also demolished 1 house under construction in Tuqu‘ and 2 agricultural structures in al-Khadir. 19 Palestinians were arrested during raids in and around Nablus, Qabatiya, Jenin refugee camp, Anabta, Hizma, Qalandia refugee camp, Bethlehem, Jericho, and Hebron; clashes erupted during the raid in Qalandia, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished a 2-story apartment building in Issawiyya, displacing 4 families consisting of 17 members, including 12 children; according to 1 of the Palestinians living in the building, a Waqf guard who was a Shin Bet coordinator had told him 6 months prior that “there’s a 90 percent chance that your house will be demolished.” Israeli forces also demolished 2 Palestinian-owned shops in Sur Bahir. Israel also banned 1 Palestinian from al-Tur, where he lives, for 2 weeks. 2 Palestinians were arrested during a late-night raid in Kafr ‘Aqab; clashes erupted during the raid, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces sank 1 Palestinian fishing boat after opening fire at Palestinian fishermen 6 nautical miles northwest of Khan Yunis; no injuries were reported. The World Bank said that the PA faces a funding gap of $30 million to secure the needed COVID-19 doses for a successful vaccination campaign in the West Bank and Gaza. The World Bank called on other countries to donate to shrink the gap. (AJ, HA 2/22)

In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, sparking clashes with residents of the camp; 1 Palestinian is injured. The IDF also patrols near Hebron. Israeli settlers set fire to a pile of Palestinian construction materials outside Jalud village near Nablus, causing extensive damage. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Qalandia refugee camp. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Gaza City, causing no injuries. In southern Israel, Israeli forces demolish the Bedouin village al-Araqib for the 133d time since 2010. They also demolish a home in the Bedouin village Hura . After closing it indefinitely on 9/5, the Israeli authorities partially re-open the Erez border crossing, allowing a small number of humanitarian cases, journalists, and Palestinians from the West Bank into Gaza. Defense Minister Lieberman says the crossing will remain closed until at least 9/13. Separately, the Israeli authorities announce that all crossings in and out of Gaza and the West Bank are to be closed from midnight on 9/8 through midnight on 9/11 around the Jewish holiday Rosh Hashanah. U.S. president Donald Trump says that he does not plan to resume any aid for the Palestinians until they begin negotiations with Israel. “The U.S. was paying them tremendous amounts of money,” he says, in a call with U.S.-Jewish leaders. “And I say, ‘You’ll get money, but we’re not paying until you make a deal. If you don’t make a deal, we’re not paying.” Trump has slashed almost all U.S. aid for the Palestinians, including that which is traditionally directed through UNRWA, since 1/2018. Unidentified Palestinians in Gaza open fire on an Israeli construction crew working along Gaza’s border fence, causing minor damage to a vehicle. Israeli forces then shell a Hamas post near Jabaliya refugee camp, causing an unclear amount of damage. Armed groups in Gaza then launch 8 rockets into southern Israel, injuring 3 Israelis and causing minor damage in Sderot. In a significant escalation, the IAF conducts a massive wave of retaliatory air strikes, targeting approximately 140 sites across Gaza; 3 Palestinians are killed, including a pregnant mother and her 18-month-old child, and 12 are injured (2 critically). The strikes cause significant damage. After the first wave of air strikes, Hamas and other armed groups in Gaza launch approximately 150 rockets and other projectiles into Israel; 9 Israelis and 1 Thai worker are injured. Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

In the West Bank, the IDF violently disperses Palestinians gathering outside Qalandia r.c. in solidarity with the 1,500-plus Palestinian prisoners on hunger strike since 4/17 (the Dignity Strike); 4 Palestinians are injured. IDF troops shoot and critically injure a Palestinian outside Huwwara village nr. Nablus after he allegedly attempts to stab 1 of them. They also conduct raids in Rumana nr. Jenin and Nabi Salih nr. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

Israel’s Knesset passes a 1st reading of the new draft of the so-called regulations bill, which passed a preliminary reading on 12/5 and would retroactively authorize illegal settlement outposts in the West Bank. (HA, JP, MNA, TOI, YA 12/7; MNA 12/8)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

Israeli forces demolish 5 residences and a sheep barn in a village nr. Hebron; continue leveling land in a village nr. Bethlehem to eventually expand a nearby Israeli industrial zone. IDF troops clash with residents of a village n. of Jerusalem and 1 nr. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today.
