Along Gaza’s border, IDF troops shoot and injure a Palestinian farmer working near al-Bureij refugee camp. It’s unclear why they opened fire. Separately, Israeli forces conduct a limited incursion to level land near Dayr al-Balah. In the West Bank, IDF troops violently disperse dozens of Palestinians gathering to plant olive trees outside Urif village near Nablus; 5 Palestinians are injured (the mass planting was organized by Fatah and the local Palestinian authorities as a protest against the Israeli occupation). Separately, IDF troops violently disperse Palestinian journalists at a protest organized by the International Federation of Journalists at Qalandia checkpoint near Ramallah; there are no serious injuries. They also arrest 3 Palestinians during raids near Bethlehem; and patrol near Hebron and Nablus. Israeli settlers assault a Palestinian family picking olives near Hebron, causing no serious injuries. A separate group of settlers throws stones at a Palestinian ambulance in central Hebron, breaking the windshield. IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops conduct raids in Qalandia r.c. late at night, demolishing several small structures and sparking clashes with stone-throwing residents; 6 Palestinians are injured. They also arrest 8 Palestinians during late-night raids nr. Hebron and Ramallah, as well as in Nablus; and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home and an agricultural structure outside Aqraba in the n. Jordan Valley, and raze 2 animal barns and another agricultural structure nr. Nablus. An Israeli settler driver rams a Palestinian child in Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in Issawiyya to avoid paying Israeli demolition fees. Israeli forces demolish a structure in Jabal Mukabir and arrest 7 Palestinians during raids in Shu‘fat r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and later nr. Gaza City, injuring 1 fisherman. They also confiscate a number of boats. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. The Israeli authorities release Shaykh Raed Salah from Ramon Prison, where he had served 9 mos. on charges of incitement. Salah was head of the Northern Branch of the Islamic Movement in Israel before it was outlawed in 11/2014. (HA, YA 1/17)

Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. Fatah and Hamas officials resume Palestinian national reconciliation talks in Doha. This is the 3d round of talks in the latest push for reconciliation. The talks are set to continue through 6/18. (MNA 6/15; IMEMC 6/17)

The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. The Joint List decries the new law as “draconian,” echoing the views of Palestinian citizens of Israel and opponents of the right-wing govt. (HA, JP, MNA, YA 6/15)

For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. Elsewhere in the oPt, a small armed group in Gaza fires a rocket into Israel and it lands nr. the border fence, causing no damage or injuries. In the evening, IAF jets launch air strikes at a Hamas military site in c. Gaza, causing damage. Off the coast nr. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. IDF troops conduct further raids and house searches nr. Bethlehem; in 1 village nr. Jericho; 3 villages, al-‘Arub r.c., and al-Fawar r.c. nr. Hebron; 1 village nr. For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement.
