In the West Bank, the IDF fires rubbercoated steel bullets, tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 5); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus nr. Qalqilya (10s suffer tear gas inhalation; a Palestinian Council mbr. and PLO Exec. Comm. mbr. are detained for questioning), and Ni‘lin (injuring 1). In East Jerusalem, Israeli police raid and halt a cultural event at a theater in the city organized by the Jerusalemite Youth Parliament and several local NGOs and schools, stating that it was a political event connected to the Palestinian Authority (PA), which the organizers deny. AsIsrael continues to seal Gaza’s borders completely, aid agencies (including Oxfam and UNRWA) warn of an impending humanitarian crisis. UNRWA Gaza dir. John Ging states that “it is unprecedented that the UN is unable to get its supplies in to a population under such obvious distress.” Unnamed Hamas officials say that Israel apparently is not interested in maintaining the truce and therefore would face consequences. Today, Hamas admits to firing 11 Grad-type rockets fr. Gaza toward Israel (4 of which landed inside Israel, causing no damage or injuries) in addition to 3 regular rockets and several mortars, 1 of which (unclear whether rocket or mortar) hits an Israeli home in Sederot, causing damage and lightly injuring 1 Israeli. The IDF makes air strikes on suspected launch sites in n. Gaza, wounding 2 armed Palestinians. In the West Bank, the IDF fires tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. A Palestinian fr. the West Bank village of Tuqu‘ nr. Bethlehem, apparently acting alone, enters the Jewish settlement of Gilo, stabs and wounds an Israeli police officer and fatally stabs an 86-yr.-old Jewish settler before being caught by another Gilo resident. Later, the IDF raids, searches several homes in Tuqu‘, arresting 2 Palestinians (including a young woman). In the West Bank, the IDF bars Palestinian workers fr. paving a road inside al-Walaja village nr. Bethlehem, stating that the area is under the jurisdiction of Israel’s Jerusalem municipal authority; this marks the 1st clear indication that Israel plans to annex the area to Jerusalem after its separation wall, which is planned to bisect al-Walaja, is completed. The IDF also makes daytime raids on 3 radio and TV stations in Hebron, arresting employees and confiscating broadcasting equipment; conducts late-night arrest raids, house searches in and around Jenin and Nablus, nr. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. Israeli DM Ehud Barak signs an order banning 36 foreign nonprofits that have given money to charities run by the Islamic Charitable Association (ICA), which Israel alleges is connected to Hamas (see Quarterly Update in JPS 148), initiating what it vows will be an “unprecedented” military campaign to seal “scores” of offices that had received money from the 36 groups, viewing the action as “essential for the disruption of Hamas operations” in the West Bank. Late at night, the IDF raids and seals the first 7 ICA charities in Nablus. During the day, the IDF detains 1 Palestinian at a demonstration against the separation wall in Ni‘lin (see 7/5); a Palestinian girl videotapes soldiers handcuffing, blindfolding, beating the Palestinian, then shooting him at close range with a rubber-coated steel bullet, injuring him; he is treated by a IDF medic and released. Nr. Salfit, an armed Palestinian shoots, wounds a Jewish settler fr. nearby Yaqir settlement, is shot dead by an IDF soldier; the IDF later (7/20) alleges that the gunman, Mahmud ‘Azi fr. Qarawat Bani Hasan, was the head of the ICA. Late in the evening, the IDF conducts arrest raids, house searches in al-Bireh, nr. Bethlehem and Hebron. As Israeli PM Olmert begins a 3-day visit to Washington, Israel announces that, in keeping with its Annapolis pledges to ease Palestinian movement, the IDF has removed 4 manned checkpoints (improving access to the Jordan Valley, Dead Sea, areas n. of Nablus, s. of Hebron) and 70 unmanned checkpoints (of around 600) across the West Bank, and plans further steps to ease the movement of agricultural goods btwn. the Jordan Valley and the northern West Bank. Israel also pledges to issue new permits to allow 5,000 Palestinian workers to remain overnight in Israel, 500 West Bank Palestinian businessmen to enter Israel, and 130 NGO employees and Palestinian VIPs to travel in and out of Israel more easily; authorizes the PA to set up 20 new police stations for new units undergoing training in Jordan. In Gaza, the IDF sends bulldozers into al-Qarara to level 100 d. of agricultural land; support troops fire on surrounding residential areas, wounding 1 Palestinian outside his home. Palestinian gunmen fire on an IDF unit patrolling the Israeli side of Gaza’s Kissufim crossing (nr. Khan Yunis; closed since Israel’s 9/05 disengagement fr. Gaza), wounding 1 soldier. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF uproots 47 olive trees nr. Ni‘lin for construction of the separation wall; conducts daytime house searches in Dahaysha r.c. nr. Bethlehem; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and nr. Nablus, Ramallah, Tulkarm. Jewish settlers protesting the lifting of an IDF roadblock in Hebron block Palestinian traffic in parts of the city. Palestinians throw stones at Jewish settler vehicles nr. Overnight in Gaza, the IDF sends troops into al-Fukhari nr. Khan Yunis and nearby Shuka to raid and search homes, firing on armed Palestinians who confront them, wounding 2 civilians, 1 armed Palestinian. Troops withdraw to Israel early in the morning. The Israeli navy detains 6 Palestinian fishing off the Rafah coast, questions and releases 16 fishermen. Palestinians fire a rocket toward Israel, but it lands inside Gaza, hitting a home e. of Gaza City, injuring a mother, 2 children. Egyptian border police find a cache of more than 1,000 lbs of explosives, including mortars and rockets, on the Egyptian side of the Rafah border. Overnight in the West Bank, the IDF sends troops into Qabatya to raid and search homes, 2 schools, a mosque, confiscating money and computers, arresting 10 Palestinians; before withdrawing in late morning, troops fire tear gas at children heading to school, injuring 10. At the Rafah and Erez crossings, 1,000s of Palestinians take part in nonviolent rallies calling on Israel to lift the siege. Late at night, the IDF makes an incursion into Bayt Hanun, surrounding and then making an air strike on the home of a wanted Hamas mbr., causing a fire and then shooting at occupants as they flee, seriously wounding a mother and teenage daughter, barring ambulances fr. reaching the area for 4 hrs. (during which time the girl dies); the IDF trades fire with Palestinian resistance mbrs. during the incursion, wounding 2 gunmen, 3 bystanders; the wanted Palestinian is not captured.
