A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israel’s Foreign Ministry rejects the report, calling it counterproductive and the result of a ‘‘one-sided and biased approach towards Israel.’’ PLO Executive Comm. member Hanan Ashrawi welcomes the report, saying that the Palestinians are encouraged by its ‘‘candid assessment of Israeli violations.’’ (JP, REU 1/31)

Area council head for the Gush Etzion settlement bloc Davidi Perl says that the Israeli Defense Ministry has moved forward plans to build 346 housing units in Tekoa and Nokdim settlements. (JP 1/31)

Senior Hamas official Yahya Moussa denies recent reports (see 1/30) that Khalid Mishal told Jordan’s King Abdallah to inform U.S. pres. Barack Obama that Hamas accepts the two-state solution. (MNA 1/31)

Syria and its allies condemn the presumed Israeli attack on a site close to the Lebanese border, which the Syrian military says struck a research center and which Western officials stated was a convoy of anti-aircraft batteries headed toward Lebanon for Hizballah. Israeli officials refuse to comment. Syrian amb. to Lebanon Ali Abdul-Karim Ali says that the country may choose a ‘‘surprise’’ response to Israeli ‘‘aggression,’’ while Syria also summons the head of the UN peacekeeping mission in the Golan Heights to formally protest the raid. Russia says that if reports are confirmed, then the Israeli attack is a violation of the UN Charter and is ‘‘unacceptable.’’ The Arab League condemns what it calls Israel’s ‘‘cruel aggression,’’ while Hizballah releases a statement expressing ‘‘solidarity’’ with Syria and calling the strike ‘‘barbaric aggression.’’ (AFP, AP, FT, REU 1/31)

Iran writes a letter to the International Atomic Energy Agency to announce its plans to install and operate advanced uranium-enrichment machines. The U.S. says that installation of new Iranian centrifuges would be a ‘‘provocative step.’’ (REU 1/31)

Pres. Barack Obama’s nominee for defense secretary, Republican Chuck Hagel, is questioned at a Senate Armed Services Comm. hearing, and is attacked by Republic lawmakers over his record on Israel and Iran. Hagel repeated his apology for his previous use of the term ‘‘Jewish lobby’’ in a 2006 interview with Aaron David Miller, and says it was wrong to suggest that pro-Israel groups ‘‘intimidate’’ Congress into doing ‘‘dumb things.’’ (AP, JTA, REU 1/31)

The EU missions in Jerusalem and Ramallah release a statement expressing deep concern over the number of Palestinians killed recently in the West Bank and Gaza Strip, and also the ongoing incursions by the IDF into West Bank Area A (under full PA control). UN humanitarian coordinator in the occupied Palestinian territories James W. Rawley says he is ‘‘seriously concerned’’ about Palestinian civilian casualties resulting from live fire by IDF soldiers. Saudi newspaper al-Sharq reports that in discussions with King Abdallah of Jordan, Hamas chief Khalid Mishal accepted the idea of a two-state solution, which would mark a significant change in official Hamas policy if reiterated publicly (claims subsequently denied (1/31) by Hamas officials. Previously, Hamas had expressed willingness to observe longterm truce with Israel, but not to recognize Israel’s right to exist as a Jewish state. (HA 1/30)

Anonymous U.S. officials say that Israeli warplanes conducted an air strike inside Syria targeting a convoy believed to be transporting anti-aircraft weaponry to Hizballah in Lebanon. The Syrian government claims that the planes struck a military research center. The Lebanese military say that Israeli warplanes have increased their activity over s. Lebanon in the past week, including at least 12 sorties in the previous 24 hours. (AP, NYT, REU 1/30)

PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Meanwhile Egypt informed Palestinian officials of their intention to ease travel through the Rafah crossing over coming days. (JP, MNA 9/27)

U.S. and Lebanese government officials allege that Hizballah has sent military advisers to help the Asad government in Syria. UNRWA estimates that the total number of refugees fleeing Syria will reach 700,000 by the end of 2012. (REU, WP 9/27)

U.S. intelligence officials assert, without offering evidence, that a Hizballah cell linked to Iran carried out the 7/18 suicide attack on Israeli tourists in Bulgaria in retaliation for Israel’s recent assassinations of Iranian nuclear scientists. (NYT 7/20)

U.S. pres. Obama signs legislation to extend the terms of Israel’s loan guarantees through the end of 9/2016. Without the move, loan guarantees would have expired at the end of 9/2012. Since 2004 the U.S. has given Israel $9 b. in loan guarantees, of which Israel has used $5.2 b. (HA 7/22; Foreign Policy online 7/31)

Retaliating for Palestinian rocket fire on 3/13, Israeli warplanes carry out 3 air strikes on open areas north and southeast of Gaza City and on a smuggling tunnel on the Rafah border, in 1 instance causing a brush fire that heavily damages several business and 1 home, but causing no injuries. Later, unidentified Palestinians fire 2 rockets (1 Qassam, 1 Grad) fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF demolishes a car wash facility in Husan village (nr. As fighting between Syrian government and opposition forces intensifies, Hizballah endorses a Hamas’s plan to reach out to Syrian opposition contacts inside Syria and offer to mediate a cease-fire with the regime, but does not offer to participate itself. Hamas and Hizballah made a similar joint offer in 4/2011 to mediate a cease-fire but it was rebuffed by the Syrian government. (NYT 4/6)

The IDF makes a brief incursion into s. Gaza to level lands and clear lines of sight along the border fence e. of al-Qarara. In the West Bank, the IDF begins leveling land for construction of a new segment of the separation wall nr. al-Walaja nr. Bethlehem; conducts late-night arrest raids, house searches in Jenin r.c. Hamas authorities in Gaza hang 2 Palestinians convicted of collaborating with Israel; the father and son were arrested in 2003 and convicted and sentenced in 2004 by the Fatah-led PA. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem. In Israel, the IDF censor reports that several wks. ago authorities arrested Israeli Palestinians Ameer Makhoul and Omar Said, mbrs. of Israel’s Balad party, on charges of spying and making contact with Hizballah. Lawyers for the men say Israel’s espionage laws are overly broad and the government construes e-mail conversations with anyone in Lebanon as being contact with Hizballah. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. Overnight the IDF raids the PA Military Intelligence headquarters in Ramallah, arrests 18 wanted AMB mbrs. who had been taking refuge there, 50 other PA Military Intelligence officers and employees (most of whom are released after interrogation); the IDF claims that the 18 were funded by Iran through Hizballah to carry out attacks on Israeli targets but offers no proof. During the day, IDF troops on the n. Gaza border send bulldozers 500 m into the border area nr. Bayt Hanun to level land, while IDF troops in the West Bank seal a Hamas-affiliated social services office and kindergarten in Bayt Fajjar nr. Late in the evening in the West Bank, the IDF sends bulldozers, helicopters into ‘Ayn Bayt al-Ma’ r.c., fires on residential areas, occupying several Palestinian homes as observation posts, firing on stone throwing Palestinians who confront the troops (wounding 8), exchanging fire with armed Palestinians, killing 1; conducts arrest raids, house searches in Bethlehem, Qalqilya (confiscating around $11,700, a computer, several cameras fr. a Reuters cameraman). Jewish settlers fr. Ramat Yishai vandalize a Palestinian home in Hebron. Separately, Jewish settlers fr. Tilim settlement prevent Palestinians fr. harvesting their olive groves outside Hebron. After a 6th cabinet minister (an independent aligned with Pres. Emile Lahoud) resigns, Siniora convenes the reduced Lebanese cabinet, which unanimously approves the 11/10 UN plan for an international tribunal on the Hariri assassination. Lahoud, Hizballah and its allies denounce the vote, saying it is unconstitutional given the reduced cabinet’s lack of sectarian balance. (NYT, WP 11/14; WT 11/15)

In Gaza, the IDF fires on residential areas of Khan Yunis, wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Askar r.c. and Jenin town and r.c., in and around Tulkarm (raiding the offices of the Palestinian Center for Media and Studies, vandalizing them, confiscating computers and electronic equipment, and sealing the offices), nr. Bethlehem. Jewish settlers in Hebron attack a group of 40 Palestinian children on their way to school, injuring several, stealing some of their school bags. Separately, Jewish settlers fr. In Lebanon, 5 Hizballah and Amal cabinet mbrs. quit the cabinet over the failure of the national dialogue over 4 days to reach a new power sharing agmt. PM Siniora says he will not accept their resignations, though he may not be able to enforce his decision. The 4 days of talks broke down over Hizballah’s demands that it, with its allies, be allocated a third of cabinet seats, so it would have veto power over cabinet decisions. The governing coalition is willing to allow Hizballah’s ally, the Free Patriotic Movement led by Christian leader Michel Aoun, to enter the cabinet, but not with enough seats to have automatic veto power. (Eight ministers would need to resign to collapse the Siniora government.) The governing coalition portrays Hizballah’s attempts to obtain a veto as an effort to block creation of an international tribunal on the Hariri assassination (see 11/10). As Operation Autumn Clouds continues, a female Palestinian suicide bomber, claiming retaliation for a 6/9/06 IDF attack on the Bayt Lahiya beach that killed 8 Palestinians, detonates a device nr. IDF troops in Bayt Hanun nr. the site of a mosque where the IDF killed 2 Palestinian women on 11/3, lightly wounding 2 IDF soldiers. The IDF conducts at least 2 air strikes on Jabaliya, killing at least 2 armed Palestinians, 1 Palestinian schoolboy, wounding several students on their way to school; fatally shoots 1 armed Palestinian in clashes in Bayt Lahiya. Late in the evening, the IDF begins withdrawing troops fr. Bayt Hanun but does not say whether it is ending operations there; Olmert vowed on 11/5 not to halt operations until Palestinian rocket fire, which has increased since the troops entered, is significantly reduced. IDF Chief of Staff Lt. Gen. Dan Halutz acknowledges that Hizballah has fully abided by the cease-fire and that Israel had detected no significant resupplying of weapons and missiles fr. Iran, Syria. By this date, 4,950 new UNIFIL soldiers fr. France, Italy, Spain and 10,000 Lebanese troops have been deployed in s. Lebanon. Meanwhile, UN relief coordinator in Lebanon David Shearer says that Israel left behind at least 350,000 unexploded cluster bomblets in s. In Gaza, the IDF allows EU monitors to open the Rafah crossing in both directions for a day for the 1st time since 8/11. Some 30 Palestinian journalists protest in Gaza City against the 8/14 kidnapping of 2 Fox News journalists, demanding their immediate release; Islamic Jihad also denounces the unknown kidnappers for having “silenced the voice of freedom and justice.” In the West Bank, the IDF makes a predawn raid on the Ramallah home of Palestinian Authority (PA) Dep. In an action the UN deems the 1st violation of the 8/14 truce, the IDF stages an overnight helicopter raid on Budai nr. Baalbek, sending 2 helicopters to drop 2 Humvees and more than 100 IDF Sayaret Matkal commandos dressed in Lebanese army uniforms to raid the village, under the cover of sonic booms fr. Israeli warplanes, in an apparent attempt to assassinate or capture senior Hizballah leader Shaykh Muhammad Yazbek, a Budai resident, or to free 2 captured IDF soldiers; the unit attempts to run a Hizballah checkpoint outside the village but Hizballah mbrs. engage them, forcing a retreat, killing 1 IDF soldier, wounding 2. (Lebanese security reports 3 Hizballah mbrs. are killed; Hizballah does not confirm.) Israel claims that the attack was a defensive action to prevent arms smuggling fr. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. Also in the West Bank, the IDF patrols in Zababda nr. Jenin, firing on stone-throwing youths who confront them; conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Jenin. In Gaza, IDF closes the Qarni crossing; exchanges fire with Islamic Jihad mbrs. nr. Khan Yunis, then moves troops into Abasan to search for the gunmen, patrolling and firing on residential areas, withdrawing late in the evening, leaving 1 Islamic Jihad mbr. dead. The Israel-Lebanon front remains relatively quiet, with UNIFIL confirming no breaches of the cease-fire, though the IDF fatally shoots 3 Hizballah mbrs. in s. Lebanon in incidents deemed defensive. UNIFIL reports no significant Israeli withdrawals fr. Lebanon, though the IDF does pull several 100 reservists and tanks into Israel. Tens of thousands of Lebanese civilians continue to return to their homes in s. Lebanon, though the IDF drops leaflets warning them to stay away. Hizballah begins disbursing financial aid to displaced families to aid them in their return (reportedly allocating $150 m. to the task); begins recording and assessing damage to personal property and infrastructure, with the aim of executing a long-term reconstruction effort. Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF also rapidly expands ground offensives in the south, sending in additional troops and artillery, with heavy clashes reported in the Bint Jubayl area, in Ghanduriyya and Dayr Sirin s. and w. of Marja’uyun, and s. of Tyre. Hizballah continues to fire rockets into n. Israel (hitting targets in Kiryat Shimona, Ma’alot, Safad and nearby Amirim) and downs an IDF helicopter, killing 5 IDF soldiers (including Israel’s 1st female combat fatality). In the afternoon, after seeing a draft UN res. on halting violence that he says he cannot accept, Olmert authorizes the IDF to expand ground operations in s. Lebanon. The IDF quickly begins moving additional troops, armor into s. Lebanon, while troops already in Lebanon prepare to move toward the Litani. During the day, the IDF continues air and artillery strikes, hitting targets in s. Beirut, areas of n. Late in the evening, the UN Security Council unanimously passes Res. 1701, calling for Israel and Hizballah to halt violence in place as of 8:00 A.M. on 8/14 local time (1:00 A.M. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. Lebanon killing at least 28 Lebanese (including 16 children), wounding 9, and leaving 11 missing and presumed dead (including 6 children; initial reports say 57 Lebanese are killed, including 37 children, and 8 are wounded but Lebanese government, hospital, independent reports downgrade the figures by 8/3); the Israeli FMin. issues a statement blaming Qana residents for ignoring IDF warnings to leave.
