In the West Bank, IDF troops shoot and injure a Palestinian amid clashes sparked by a raid in Nahalin village near Bethlehem late at night (1 Israeli soldier is lightly injured during the clashes). They also arrest 5 Palestinians during late-night raids near Jenin, Bethlehem, and Hebron; and patrol near Qalqilya and Hebron. Israeli settlers enter ‘Ayn al-Sultan refugee camp near Jericho late at night, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian is injured. A delegation of Hamas officials arrives in Cairo to continue backchannel talks on the stalled Palestinian reconciliation process and a possible long-term cease-fire with Israel. Meanwhile, there are reports in the Palestinian press that Norway is mediating a possible prisoner swap deal between Hamas and Israel. The deal would likely see the return of the remains of the 2 IDF soldiers and Israeli civilians allegedly being held in Gaza and the release of a number of Hamas-affiliated prisoners in Israel. After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today. In the West Bank, Israeli forces confiscate a length of water pipe in Bardala village near Jericho and a residential tent outside Susiya near Hebron. They also patrol near Nablus, Tulkarm, Qalqilya, and Hebron. Israeli settlers cut down 350 grapevines in Palestinian farmland near Bethlehem. They leave racist graffiti at the scene as well. In East Jerusalem, Israeli forces demolish 4 agricultural buildings, a gas station, and a car wash in Hizma village and arrest 2 Palestinians during raids in Issawiyya and the Old City. Along Gaza’s border fence, IDF troops open fire on a Palestinian riding a motorcycle near Dayr al-Balah, causing no damage or injuries. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, while separately, Israeli forces fire 2 missiles that land close to the Egypt border fence, causing no injuries. Separately, off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, Jewish settlers attack a school in Burim village nr. Nablus. The settlers, along with IDF troops, subsequently clash with Palestinians, leaving 6 villagers injured. Separately, a Molotov cocktail is thrown at a settler’s car in the same area. The IDF conducts house searches and arrest raids in Dahaysha r.c. in Bethlehem and Al-‘Ubaydiyya village nr. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Bilateral relations will now be conducted directly “through non-resident charge d’affaires and officials,” according to a UK Foreign Office spokesperson. (AFP, AP, REU 2/20)

In the Gaza Strip, IDF troops operating from a watchtower on the border fence nr. Dayr al-Balah open fire on a Palestinian farmer, injuring him. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Jericho, and 1 village nr. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. In the West Bank, the IDF opens fire on Palestinians protesting the killing of a man in al-Fawar r.c. on 3/12, injuring 4 with rubber-coated steel bullets. The IDF conducts house searches and arrest raids in 1 village each nr. Bethlehem and nr. Ramallah at night. In the Gaza Strip, IDF forces conduct an incursion nr. Jerusalem’s municipal Planning and Building Committee removes from its agenda two construction plans for the expansion of Har Homa settlement and a waste infrastructure project for Ma’ale Adumim settlement. The decision comes a week before the arrival of U.S. Pres. Barack Obama and is understood to have been taken to avoid diplomatic friction. (JP 3/14)

The World Bank transfers $60.5 million to the PA from the Palestinian Reform and Development Plan MultiDonor Trust Fund (PRDP-MDTF), a budget support mechanism that, in this instance, is channelling money from the UK and Norway to support urgent PA budget needs. (WAFA 3/13)

Hamas authorities in the Gaza Strip launch an amnesty campaign for collaborators with Israel, saying that anyone who turns themselves in by 4/11 will not be interrogated or imprisoned. Meanwhile, Hamas also denies claims by Israeli security service Shin Bet that it is trying to set up cells in the West Bank. (Guardian, MNA 3/13)

The IDF issues a military order restricting Palestinians entering Israel to using 11 West Bank border crossings, citing the need for “increased security”; the order also bars Israelis fr. escorting Palestinians through other checkpoints into Israel. The IDF conducts arrest raids, house searches nr. Bethlehem (firing on residential areas) and in Nablus, Qabatya. Nr. Hebron, 2 armed Jewish settlers in a car intercept and board a Palestinian school bus, threaten the driver, beat several students, injuring 5; IDF soldiers fr. a post 100 m. away observe but only intervene after 40 mins. when the settlers call them to come arrest 1 Palestinian boy for throwing a stone at their car; the soldiers comply. In Gaza City, 20 Palestinian gunmen seal an EU office, demanding an apology for derogatory cartoons of the Prophet Muhammad run in the Danish press, then republished in Norwegian, French, and other European newspapers. Also in Gaza, the AMB releases a video statement warning that it plans to kidnap more foreigners in reaction to the cartoons, prompting European diplomats, aid workers to begin leaving the West Bank, Gaza. In Nablus, Palestinian gunmen kidnap a German teacher, thinking he is Danish or French; quickly turn him over to PA police once they realize their mistake. Fatah, Hamas denounce the targeting of foreigners. A Hamas mbr. is shot, wounded in Khan Yunis, possibly in retaliation for Hamas attacks on PA security force targets on 2/1.
