In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

The IDF makes a brief incursion into n. Gaza in the morning to level lands and clear lines of sight along the border e. of Jabaliya r.c., firing on nearby residential areas to keep Palestinians indoors. In Dura and Ithna villages nr. Hebron, the IDF destroys 1 Palestinian home, part of 2 other homes, 9 agricultural pools and irrigation networks, 4 water tanks, and 5 wells, also confiscating 15 water pumps and other agricultural equipment. The IDF also patrols in 3 villages nr. Qalqilya and 1 nr. Jenin in the evening; conducts late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c. Washington Jewish Week reports that in the previous wk., Israel’s Jerusalem Magistrate’s Court rejected 2 lawsuits demanding the eviction of Palestinian families fr. their Silwan homes; the suits were brought by Eldad, an organization seeking to Judaize Jerusalem in part by settling Jews in the predominantly Palestinian neighborhood of Silwan, nr. the Haram al-Sharif/Temple Mount. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. Israel approves formal plans to build an entirely new 2,610-unit Jewish settlement, Givat Hamatos, in southern East Jerusalem with the aim of completely dividing Jerusalem from Bethlehem. The IDF conducts synchronized afternoon patrols in the same 2 villages northeast of Jenin they patrolled on 10/13, synchronized late-night patrols in 6 villages btwn. Jenin and Tulkarm, and separate late-night patrols in Jenin (shooting in the air to intimidate residents). The weekly demonstrations by Palestinians and international activists in Bil‘in express solidarity with Palestinian prisoners in Israeli jails, calling for the release of Fatah’s Barghouti and the PFLP’s Sa‘adat. In Ni‘lin and al-Nabi Salih, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. In all 4 cases, IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, but no significant injuries are reported. Jewish settlers fr. Gil’ad settlement nr. Qalqilya escorted by IDF troops stop a Palestinian family fr. harvesting olives on their land, saying they had exceeded the time allocated by the IDF for the harvesting. Israel advances plans to build 1,100 Jewish settlement housing units in Gilo in southern East Jerusalem nr. Bethlehem. The U.S. says it is “deeply disappointed,” and calls the move “counterproductive” to peace. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts synchronized daytime patrols in 2 villages s. of Jenin; conducts separate patrols in 1 village nr. Tulkarm in the morning and 2 nr. Jenin in the evening. Jewish settlers erect racist banners against Palestinians along the Tulkarm–Nablus road nr. Einav checkpoint. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. In the West Bank, the IDF tears down Palestinian’s tents in Khirbat Tana, where the IDF demolished homes and other structures on 2/9/11 (see Quarterly Update and Settlement Monitor in JPS 159); conducts late-night arrest raids, house searches, and patrols in 6 villages nr. Qalqilya, as well as nr. Bethlehem and Jenin. More than 80 Palestinian nonprofit organizations from the West Bank, Jerusalem, and the Gaza Strip issued a statement calling on Fatah and Hamas to take practical steps toward ending their rift. The Knesset passes the Foreign Govt. NGO Funding Transparency Law tightening requirements on groups that accept foreign funding, widely seen as an effort to undermine left-wing Israeli organizations. (MNA 2/23; WJW 2/24)

After a week of violent clashes, the Libyan govt. has lost control of most of the eastern part of the country to armed antigovernment protesters. Qaddafi responds with overwhelming force, dispatching warplanes, helicopters, special forces, and heavily armed mercenaries (paid and flown in to Tripoli by the planeload in recent days to shore up the regime) to hunt down demonstrators. Fighting has also reached Tripoli, where there are reports of strafing fr. the air, combat in the streets, burning buildings, and looters ransacking police stations. Dozens of senior Libyan officials and diplomats resign in outrage, and widespread defections by the military nationwide are reported. (WP, WT 2/21; NYT, WP, WT 2/22)

To demonstrate some accountability in light of the Palestine Papers and to give Abbas the chance to strengthen his base in advance of elections, his cabinet resigns. Abbas immediately reappoints Fayyad as PM to form a new government. (NYT, WP 2/15)

Israel’s Jerusalem municipal authority approves 120 new housing units in Ramot settlement in East Jerusalem. Israeli authorities also bulldoze 1 d. of Palestinian fruit trees in Shaykh Jarrah neighborhood in East Jerusalem. Timed with the swearing-in ceremony of Israel’s new IDF chief of staff Benny Gantz, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel; coming after several days of relative calm on the Gaza border, Israel says it interprets the strike as a message fr. the Gaza factions that they will not “make life easy” for Gantz in his new position. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. OCHA reports that Gaza hospitals have received 2 shipments of medical supplies fr. the PA Health Min. in Ramallah in recent days (see 1/18), reducing the number of supplies at zero stock fr. 183 to 150 (out of 480 essential items tracked). In the West Bank, the IDF patrols in 2 villages nr. Tulkarm, 2 nr. Ramallah, and 1 nr. Jericho, firing rubber-coated steel bullets, tear gas, and percussion grenades at stone-throwing youths who confront them in 1 incident, causing no serious injuries; conducts late-night arrest raids, house searches nr. In the West Bank, Palestinian gunmen open fire on an IDF border police vehicle nr. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. Tubas, Jenin town and r.c. and 2 nearby villages; additional late-night arrest raids, house searches are carried out nr. Salfit, Tubas. Obama receives PA PM Mahmud Abbas in Washington for talks on bilateral relations and how best to proceed with peace talks in light of the flotilla incident. Obama, who has been in regular contact with Netanyahu since the flotilla attack, for the first time publicly proposes that Israel switch fr. a blanket ban on imports to Gaza with a list of exempted items permitted entry and instead allow all imports minus a list of banned items. The PA says it has given Mitchell its baseline positions for direct talks with Israel and is prepared to begin direct negotiations once Israel does the same. Israel, however, says it will not lay out its negotiating position until direct talks begin “because that would be asking us to negotiate against ourselves.” (NYT 6/10)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem. In Israel, the IDF censor reports that several wks. ago authorities arrested Israeli Palestinians Ameer Makhoul and Omar Said, mbrs. of Israel’s Balad party, on charges of spying and making contact with Hizballah. Lawyers for the men say Israel’s espionage laws are overly broad and the government construes e-mail conversations with anyone in Lebanon as being contact with Hizballah. The Arab League ends 2 days of talks in Libya to debate whether to re-endorse proximity talks without reaching an agreement, though members renew support for the 2002 Arab League initiative offering full normalization for full peace. (WP 3/29; WJW 4/1)

The IDF makes a brief incursion into s. Gaza e. of Abasan to level land along the border fence to clear lines of sight. In the West Bank, 10s of Palestinians, Christian clerics, and international activists take part in a nonviolent march from Bethlehem to the main IDF checkpoint to Jerusalem to protest Israeli restrictions on Christians entering Jerusalem today, Palm Sunday; IDF troops beat marchers, arrest 12 Palestinians (including Fatah Central Comm. mbr. Abbas Zaki; all are released on 4/1) and 4 internationals (releasing them later in the day), and seal the Gilo crossing to Jerusalem (including to medical cases and tourists) through 3/31. In the West Bank, the IDF conducts synchronized late-night house searches in 4 villages south and west of Jenin, arresting only 1 Palestinian; conducts other late-night arrest raids, house searches nr. Bethlehem, Qalqilya. Palestinians in Yasuf receive Israel’s chief rabbi Yona Metzger, who requested permission to make an official visit to condemn the 12/11 arson and vandalism attack on the village mosque by Jewish settlers. In Gaza, 10,000s of Palestinians rally to mark Hamas’s 22d anniversary. In the West Bank, the PA security forces (PASF) begin rounding up Hamas mbrs. to prevent anniversary rallies there. Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. New Israeli-Palestinian clashes erupt in East Jerusalem after Israel’s Islamic Movement and extremist Jewish groups call on their followers to rally in defense of the al-Aqsa Mosque and Temple Mount respectively. Israeli security forces deploy across the city to contain and prevent clashes, entering the al-Aqsa Mosque compound twice during the day with the stated aim of removing Palestinian demonstrators hiding among the approximately 200 worshippers at the site (temporarily locking worshippers inside the Dome of the Rock and the Southern Mosque), beating many Palestinians, firing tear gas and sound bombs, and arresting 10s of Palestinians (including PLC mbr. ‘Abd al-Qadir, who is ordered on 10/26 to stay out of Jerusalem for 21 days; see 10/4); as many as 25 Palestinians (including around 4 children, 7 women) and 5 journalists are injured. In a possibly related incident, Israeli security forces at Qalandia checkpoint arrest a Palestinian woman for allegedly attempting to stab an Israeli soldier; the IDF later raids her family’s house in Saffa nr. An Israeli military court sentences 2 IDF soldiers to 20 days in a military prison, expels them fr. their unit, and prohibits them fr. serving as combat soldiers for having demonstrated in support of West Bank settlements during their swearing-in ceremony. (WJW 10/29)

The IDF shoots, seriously wounds a Palestinian at a checkpoint in Hebron after he allegedly attempts to attack a soldier with a knife; conducts late-night raids, house searches in Qalqilya and nr. Jenin, Bethlehem, Jericho, Hebron, Salfit, and Ramallah, arresting 15 Palestinians. Following a latenight explosion nr. the Bayt Ijza gate into Jerusalem, Israeli border police close all 3 gates in the separation wall controlling access to Palestinian agricultural land in the Jerusalem governorate, preventing Palestinian farmers fr. reaching their grape crops. On the sidelines of meetings with British PM Gordon Brown in London, Netanyahu meets with U.S. special envoy George Mitchell to discuss peace issues; the two report having “made good progress” (no elaboration) and say they will meet again in the coming weeks. In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. (OCHA 8/25; NYT 8/26; PCHR 8/27; OCHA Humanitarian Report 8/09; JPI 9/4)

In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

In the West Bank, the IDF opens a major road fr. Hebron to Bayt ‘Awwa that passes by Kiryat Arba settlement to Palestinian traffic for the 1st time in 8 yrs. after the High Court rules that closing the road is not necessary to protect the safety of local Jewish settlers; however, 2 road blocks at either end of the road are replaced with permanently staffed IDF checkpoints, and Palestinians wishing to use the road must apply for special IDF permits (as of 8/31 only 22 vehicles and 44 drivers were on the list). The IDF also conducts late-night arrest raids, house searches nr. Bethlehem and in ‘Askar r.c., Balata r.c., and Bil‘in. Israeli police carry out a predawn eviction of 2 Palestinian families (52 people, including 20 children) fr. the Ghawi and Hanun residences in Shaykh Jarrah (see 7/28), where they have lived for more than 50 yrs., after the High Court rules that the Jewish settlers who claim ownership can move in even while the authenticity of their deeds remains disputed; Jewish settlers move in immediately; Britain, the U.S. State Dept., and UN special coordinator for the Middle East Robert Serry issue statements denouncing the action, which in Serry’s words, “heighten[s] tensions and undermine[s] international efforts to create conditions for . . . achiev[ing] peace.” Jewish settlers fr. Harsina settlement nr. Hebron set fire to 10 d. of Palestinian agricultural land nearby in an effort to create territorial linkage btwn. the settlement and a 200 d. plot of land nearby fenced off by the IDF as a closed military zone. In the West Bank, the IDF forces a Palestinian family to demolish an addition to their home in Bayt Hanina on the outskirts of Jerusalem, threatening them with a $4,500 fine if the IDF were forced to carry out the order; conducts separate synchronized late-night arrest raids, house searches in villages nr. Jenin and Tulkarm; conducts similar late-night arrest raids, house searches in Bil‘in, nr. Bethlehem. Jewish settlers accompanied by IDF troops level 5 d. of Palestinian agricultural land s. of Hebron, install 3 mobile homes and an electricity generator to expand the unauthorized settlement outpost of Avigal. In London, Mitchell, Barak meet briefly to exchange details on a possible settlement freeze, steps toward Arab normalization, and Palestinian efforts to improve security. (NYT, WP 7/7; WT 7/8; WJW 7/9; see also NYT 7/4)

No Israeli-Palestinian violence is reported. To mark the 3d anniversary of Shalit’s capture, Israeli protesters block the crossings into Gaza, and Israel’s transportation union urges haulers to observe a 1-day boycott on the import of goods to Gaza. Israel agrees to limit military incursions into 4 major Palestinian cities (Bethlehem, Jericho, Qalqilya, and Ramallah), allowing the PASF to operate there 24 hrs./day, instead of requiring them to remain in barracks fr. midnight to 5:00 a.m. as it had done before. Israel also agrees to remove some West Bank roadblocks and barriers to travel (there are currently more than 600), but no immediate steps are taken on this. (NYT, WJW, WP, WT 6/26; OCHA, PCHR 7/2)

Israeli PM Benjamin Netanyahu begins a 2-day visit to Washington to discuss the peace process, Iran, bilateral relations, and Middle East regional affairs, holding his 1st mtg. with U.S. pres. Barack Obama at the White House. Obama privately presses for a total Israeli settlement freeze and endorsement of a 2-state solution, with Netanyahu demurring. The leaders emerge showing no signs of tensions, instead stressing shared goals of preventing Iran fr. developing nuclear weapons and achieving peace btwn. Israel and the Palestinians. In the West Bank, an unidentified assailant with an ax kills a 13-yr.-old Jewish settler boy and wounds a 7-yr.-old inside Bet Ayn settlement in the Gush Etzion bloc nr. Bethlehem; several Palestinian groups (including the al-Aqsa Martyrs Brigades, Imad Mughniyah Group [see 3/15], and Islamic Jihad) take responsibility; the IDF undertakes a manhunt (imposing a curfew on neighboring Khirbat Safa, searching homes, interrogating 10s of Palestinians), believing the attacker, suspected to be a Palestinian who worked in the settlement, may have acted alone; Jewish settlers blame the Israeli government for easing restrictions on Palestinian movement. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. The bomber, whom the PA confirms was a Bethlehem PSF officer fr. Aida r.c., leaves 2 suicide notes claiming the attack in the name of the AMB, Hamas; the AMB initially claims responsibility, Hamas does so after the 2d letter is released; the groups do not claim joint responsibility, as they have done in the past, raising questions as to who really staged the attack. In Gaza City, PA workers begin whitewashing graffiti praising Palestinian militants as part of the road map’s requirements to halt incitement. The PA announces that as of 7/7 it will ban the firing of guns at wedding celebrations, confiscating guns of violators; will begin inspecting cars for licenses and ownership, reportedly in an effort to confiscate and return vehicles stolen fr. Israel. Israel approves the entry to Israel of 1,500 Palestinian workers, 1,500 Palestinian merchants fr. the Bethlehem area. The Israeli cabinet votes (13-9, with 1 abstention) to release some 300 Palestinian prisoners in the coming days; most will be administrative detainees who are children under age 18 or women over 60; none will be mbrs. of Hamas, Islamic Jihad; each prisoner’s case will be reviewed by a monitoring comm. The PA says that the release would be too small to generate support for Abbas. Mofaz holds what he describes as “very positive” talks with Dahlan regarding further transfers of cities to PA control. Dahlan warns that if Israel blanketly excludes all prisoners fr. Palestinian opposition groups fr. release, it would undermine Abbas.
