Overnight, IDF helicopters rocket a residential area of Khan Yunis, killing 4 Palestinians, wounding 21, destroying 2 Force 17 buildings. This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. The Israeli inner cabinet agrees to "rapidly deploy" the IDF for "massive and continuous" operations "in cities in the West Bank and Gaza Strip." On the eve of the new U.S. mission to the region, the IDF assassinates senior Izzeddine al-Qassam Brigades head Mahmud Abu Hanud, firing a missile at his car nr. Nablus; 2 other Hamas mbrs. are also killed. In the West Bank, 2 Palestinians are killed in an explosion; the PA says they were hit by a tank shell, the IDF claims they were preparing a bomb. The IDF also fires on a civilian car nr. the Rafah crossing, killing 1 Palestinian, wounding another; opens fire on stone throwers in Gaza, killing a 7th Palestinian. Palestinians fire a mortar at Neve Dekalim, causing damage but no injuries. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. The State Dept. reiterates the U.S.'s strong opposition to Israel's assassination policy. The IDF also maintains closures on most West Bank, Gaza areas; surrounds, seals Bayt Umar; conducts arrest raids in Dayr Istya; begins building a bridge to link the Gaza settlements of Gush Katif, Kissufim, confiscating 150 dunams of Palestinian land; hands eviction orders to 250 tradesmen at a market area nr. Tulkarm; conducts arrest raids in Bayt Surik, Dayr Istya. Nr. Ramallah, armed Jewish settlers bar Palestinians farmers fr. reaching their olive groves, firing on them, beating them, burning cars. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." The U.S. says it has more evidence linking Bin Laden to the 9/11 attacks. Laying the groundwork for a military response, Bush labels the attacks "acts of war," begins to rally "an international coalition to combat terrorism." The U.S. presses Pakistan in particular to cooperate with any U.S. military action against neighboring Afghanistan, Bin Laden's base of operations. Congress adopts (100-0 in the Senate, 408-0 in the House) a joint resolution that the admin. says frees the White House from having to seek a formal declaration of war to carry out military action. Israel sends 22 tanks into Jinin and nearby Arraba and Tamun. Tanks shell targets while F-15s, F-16s drop bombs, killing 8 Palestinians, wounding 50, leveling the PSF headquarters and 2 Force 17 office in Jinin, 2 PSF offices in Arraba and Tamun. Among the dead are 3 suspected Islamic Jihad mbrs. who barricade themselves in a building in Arraba during an IDF arrest sweep, are killed when the IDF shells the building. IDF soldiers also open fire on 2 taxis nr. Gaza's al-Mahatin Junction, killing 2 Palestinians, injuring 8; arrest Palestinian Council (PC) mbr. An Israeli Arab suicide bomber detonates a device at a train station in the n. Israeli town of Nahariya, killing 3 Israeli Jews, injuring 63, most lightly. Israel blames the PA, saying the bomber crossed into Jinin to get explosives fr. Hamas, and the PA ignored requests to arrest him. In retaliation, the IDF attacks 5 PA security and political offices in al-Bireh, Jericho, Jinin, Nablus, and Ramallah, injuring 5 Palestinians. In the Jordan Valley, Islamic Jihad mbrs. ambush a Jewish settler minibus, killing 2 Jewish settlers. Another Palestinian suicide bomber detonates a car bomb next to a bus in Bayt Lid, killing only himself, injuring 3 Israelis. 1 Palestinian is killed in clashes with the IDF in Gaza. Israel also arrests PA Jerusalem affairs adviser Ziad Abu Ziad; expels him fr. the city, claiming he had entered without a permit. This evening, Sharon meets with his security cabinet, which votes to step up attacks on Palestinian targets. U.S. Pres. George W. Bush phones Israeli PM Ariel Sharon to offer his condolences for recent Israeli casualties, to stress the importance of avoiding further escalations. Sharon says he is trying to ease the economic blockade on the Palestinians (see 8/14, 8/15), but adds that Israel will continue to protect its citizens, including via assassinations, which he terms "preventive actions." Meanwhile, the Israel Defense Force (IDF) tightens the closures on Nablus, Qalqilya, Ramallah; bulldozes Palestinian agricultural land around Itamar settlement. Jewish settlers stone a Palestinian taxi passing Shilo settlement nr. Nablus, causing the car to crash, killing the driver, injuring 6 passengers. Elsewhere, settlers take over small West Bank settlement of Sanur, abandoned by residents when the al-Aqsa intifada began, converts an old mosque into a synagogue; fire on Palestinian farmers nr Itamar, injuring 5. In an apparent assassination attempt, Palestinian Ibrahim al-Habisha is critically injured when his cell phone explodes, 5 bystanders are lightly injured. IDF soldiers fatally shoot 1 Palestinian at a roadblock nr. Ramallah. (Soldiers say the man was "moving suspiciously," they fired at his legs but "somehow struck" him in the heart.) IDF sends troops into PA-controlled al-Qarara; flies low-level F-16 sorties over Jinin, breaking the sound barrier; bulldozes 3 Palestinian homes in Gaza City, nr. Netzarim settlement; tightens the closures on Ramallah, Tulkarm (digging more trenches across roads leading to the city). The PSF arrests 2 Palestinians in the shooting death of a Greek monk on 6/12. Inside Israel, a pipe bomb hidden in a trash can explodes in a bus station in Hadera, causing no injuries. A Palestinian sniper kills a Jewish settler nr. Nablus. In response, Jewish settlers enter a nearby Palestinian village, damage buildings, set fire to an olive grove. Settlers also raze an olive grove nr. After further talks with his security cabinet, Sharon decides not to abandon the Tenet plan but says Arafat has "done nothing" to stop violence, warns that plans for a major military strike are ready but will be held in abeyance for now. Arafat accuses Israel of focusing on isolated incidents while ignoring PA successes in controlling violence; notes that the IDF has not stopped using tanks, machine guns against Palestinians or prevented Jewish settlers fr. harassing, attacking Palestinians. At the weekly trilateral security comm. mtg., Israel presents a timetable for the IDF to completely lift its blockades in the West Bank, Gaza and to redeploy to 9/28/00 positions, but says it will not implement it until all violence ceases. Several District Coordination Offices (DCOs) have reopened in the West Bank as required in stage 2 of the cease-fire, which ends today. Israel has also reopened 5 mi. of sea off to Gaza fishermen; allowed 1,000s of Palestinian workers to return to an industrial park on the Gaza border; left 2 of 9 Palestinian homes in Rafah that the IDF occupied as security outposts. In retaliation for the injury to a settler baby on 6/5, 100s of armed Jewish settlers torch several Palestinian homes in Luban al-Sharqiyya and al-Sawiya nr. Nablus. When Palestinians confront the settlers, IDF troops fire on them with rubber-coated steel bullets, seriously wounding several. 1,000s of settlers rally in Zion Square in Jerusalem to denounce Sharon, to demand he declare war on the Palestinians. Settlers also attack Palestinians, foreign journalists in Hebron; place 5 caravans on Khillat al-`Ayn hill nr. al-Khadir to establish a new settlement. The IDF confiscates 200 dunams of Palestinian land nr. Ramallah, bulldozes 1,000 olive trees in preparation for a new settler bypass road. Israeli-Palestinian clashes intensify, leaving 1 Palestinian dead. After Palestinians fire 4 homemade mortars at Dugit, Aley Sinai settlements in Gaza overnight, the IDF seals the Strip, blocks roads across Gaza to divide the Strip in half, punitively destroys 2 PA Preventive Security Force (PSF) outposts. Later in Gaza, 2 large roadside bombs explode on roads used by IDF convoys, lightly injuring 1 soldier. The IDF shells Palestinian residential areas in Bayt Lahia (destroying 1 PSF outpost, severely damaging a 2d), al-Bireh, Jinin; bulldozes Palestinian land nr. Bayt Lahia, Nablus, Netzarim Junction; conducts arrest sweeps in Surif. Israel says it plans to ease the closure on the West Bank, Gaza further (see 2/20) by allowing food and medicine in, letting agricultural goods out, facilitating the transportation of patients for medical care in Israel.
