Israeli forces also demolished water pipes in al-Minya. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound, beating and injuring 2. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Bureij refugee camp, killing dozens of people, including 76 from the same family in an airstrike in Gaza City and 40 in airstrikes on 8 buildings in Jabalia refugee camp. Israeli forces also bombed the only water desalination plant in northern Gaza. 5 Israeli soldiers were killed in combat. In Lebanon, rockets were fired toward Israel, killing an Israeli soldier. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 8,000 children and 6,200 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,800 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 140 Israeli soldiers have been killed and 771 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 69 trucks carrying aid entered Gaza through the Rafah crossing, while 23 trucks entered via the Karem Abu Salem (Kerem Shalom) crossing. The UN Security Council passed a resolution calling on the parties to “create the conditions for a sustainable cessation of hostilities . . . facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale,” and demanding parties “facilitate the use of all available routes to and throughout the entire Gaza Strip” for aid deliveries. It also requested a UN chief of aid disbursement and a UN official for accelerating aid, demanded the release of the captives, and demanded that enough fuel is allowed into Gaza to meet the humanitarian needs. 13 members voted in favor while the U.S. and Russia abstained. Previous versions called for an end to the fighting and later a suspension, but the U.S. rejected these two suggestions. After the vote, PA ambassador to the UN Riyad Mansour called the resolution a step in the right direction and said that Palestine, the Arab Group, and the OIC had 3 objectives: an immediate ceasefire, humanitarian assistance at scale, and no forced displacement. Hamas called the resolution insufficient. Israeli foreign minister Eli Cohen said Israel would continue its war on Gaza until all captives were released and Hamas was eliminated and said Israel would continue to screen all aid going to Gaza. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Haris, causing damage. Israeli residents at Meirav village near Jalbun prevented Palestinians from harvesting olives, during 1 of the 2 times a year they are allowed to harvest on the Israeli side of the separation wall on their privately-owned land; Israeli forces refused to remove the protesters leaving the Palestinians without access. Israeli forces shot and killed a Palestinian man during a raid in Yatma. Israeli forces also shot and injured 2 people during a raid in Dahariya. Elsewhere, Israeli forces violently dispersed Palestinians awaiting the prisoner exchange at Ofer Prison, injuring 2, including a child, with live ammunition and a journalist with a baton round; others suffered tear-gas related injuries. In East Jerusalem, Israeli forces raided Palestinian homes in Sur Baher, Silwan, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. In Gaza, Israeli forces shot and killed a Palestinian farmer and wounded another in Maghazi refugee camp. 39 Palestinian prisoners, all boys, were released during the third prisoner exchange. 17 Hamas-held captives were released to Israel via the Rafah crossing, including 14 Israelis and 3 Thai nationals. 1 of the released captives holds U.S. citizenship, while another holds Russian citizenship. Israel said 1 of the released captives, an 84-year-old woman, was hospitalized in serious condition. She was later said to be improving. A relative of 3 children released from captivity said they were treated “more or less okay.” Hamas said it was seeking to extend the temporary ceasefire and called on U.S. president Joe Biden to end the Israeli war on Gaza. Biden said that the U.S. sought to extend the ceasefire, adding that the war ends when Hamas “no longer [is] in control of any portion of Gaza.” National Security Advisor Jake Sullivan said Red Cross visitations for the remaining captives held in Gaza was part of the ceasefire agreement and that the U.S. expects visitations to start on 11/27. German president Frank-Walter Steinmeier met with Israeli president Isaac Herzog in Jerusalem, saying “[w]e stand in solidarity with Israel. It is not only with Israel as a victim of terror. Our solidarity is also with the Israel that defends itself, that fights against an existential threat.” Steinmeier later said that Germany will donate $7.5 million to rebuild an art gallery destroyed on 10/7 in Kibbutz Be’eri. Israeli war cabinet member Benny Gantz of the National Unity party said that if the government votes to distribute coalition funds instead of adding to the war effort his party will vote against the budget and consider its next steps. (HA 11/26)

Jordanian foreign minister Ayman Safadi said that he hopes an upcoming meeting of officials from Mediterranean countries scheduled for next week will convince European nations that a permanent ceasefire is needed, not only pauses. (AJ, HA 11/26)

U.S. senator Chuck Schumer (D-NY) said U.S. lawmakers would vote on a $14 billion military aid package to Israel next week. Senators Bernie Sanders (D-VT), Peter Welch (D-VT), and Chris Murphy (D-CT) had all suggested that U.S. military aid to Israel could be conditional on Israel following international law. National Security Advisor Jake Sullivan also said the Biden administration was considering conditioning the U.S. aid. Sullivan later said it was not something the White House would do. Human Rights Watch said that the explosion that killed and injured upwards of 500 Palestinians at al-Ahli Hospital resulted from “a rocket-propelled munition, such as those commonly used by Palestinian armed groups” but added further investigation was needed to determine the perpetrator. Other investigations have pointed to Israel as the likely perpetrator. Human Rights Watch also said it could not corroborate the death toll, saying it appeared “out of proportion with the damage visible at the site.” (HA 11/26)

In the West Bank, Israeli settlers uprooted 12 olive trees in Salfit and vandalized Palestinian property in al-Twana in the Masafer Yatta area. Israeli forces shot and killed 3 Palestinians, including a 12-year-old during raids in Balata refugee camp, Beita, and Burqa. Israeli forces also shot and injured 5 people during raids in Balata refugee camp, Habla, and Burqa. Israeli forces also issued stop work orders for 8 homes in al-Khader. 76 Palestinians were arrested during late-night raids in and around ‘Azzun, al-Arroub refugee camp, Nablus, Balata refugee camp, Jenin, Tubas, Bethlehem, Aroura, and Abu Dis. 3,130 Palestinians have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces shot, injured, and arrested a Palestinian child in Jabel Mukaber. In Gaza, Israeli airstrikes killed around 270 Palestinians, including 30 in an airstrike on an UNRWA school in Jabalia refugee camp, 15 in Khan Yunis, 14 in Rafah, 10 in the Sheikh Radwan neighborhood of Gaza City, and 5 in Nuseirat refugee camp. Israel also bombed the Zeitoun neighborhood, Bani Suhaila, al-Daraj, and al-Tufah. Israel said it had assassinated Hamas naval commander Omar Abu Jallah. Israeli forces also attacked the Indonesian Hospital’s main gate, power generators, and administrative office. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. The Israeli High Court of Justice rejected 2 petitions against the prisoner exchange, saying the court did not have justification to intervene in the ceasefire deal. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Israeli defense minister Yoav Gallant said he expected the Israeli attacks on Gaza to continue for 2 months after the ceasefire period is over. Spanish foreign minister Jose Manuel Albares said before a meeting in Israel between Prime Minister Sanchez and Israeli president Isaac Herzog and prime minister Benjamin Netanyahu that Spain wants to recognize a Palestinian state in the “very short term,” adding the existence of a Palestinian state is the “best guarantee for peace in the Middle East.” During the meeting with Netanyahu, Sanchez proposed an international conference to settle the overall conflict. In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. Israeli settlers also opened fire at homes in al-Lubban ash-Sharqiya, causing damage. Israeli forces shot, injured, and arrested a Palestinian in Beit Ur al-Tahta. Israeli forces also shot and injured 2 Palestinians during a raid in Fahma. Elsewhere, Israeli forces demolished a Palestinian home in Shuqba. 52 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. Hamas said the U.S. was “wholly responsible” for the Israeli attack on al-Shifa Hospital because it parroted Israel’s “false claim that the resistance is using al-Shifa medical complex for military ends.” Jordan condemned Israel’s storming of the hospital. Turkish president Recep Tayyip Erdoğan called Israel a “terror state” and called on Israeli prime minister Benjamin Netanyahu to declare whether Israel has nuclear weapons or not. 24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Israeli forces shot and killed 9 Palestinians during raids in Jenin refugee camp, Budrus, Qalandia refugee camp, Hebron, and Fawwar refugee camp, including 1 child and 2 others in a drone strike on Jenin refugee camp. In East Jerusalem, Israeli forces used tear gas and water cannons to prevent Palestinians from entering the Haram al-Sharif compound. In Gaza, at least 196 Palestinians were killed and 605 injured in Israeli airstrikes. Israeli forces attacked an ambulance outside of al-Shifa Hospital, killing at least 15 and injuring 60 others. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings.
