In the West Bank, a Palestinian man succumbed to injuries sustained during the airstrikes on Tulkarm refugee camp on 11/17. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound from Wadi al-Juz, causing injuries from beatings and tear gas. Israeli forces also raided the homes of 3 Palestinian prisoners in Jabel Mukaber and Bayt Hanina, warning their families not to celebrate their release. In Gaza, before the ceasefire took effect (see below), Israeli forces raided the Indonesian Hospital, killing a wounded woman and injuring 3 others after shelling and destroying the first floor of the hospital. Israeli forces also bombed Nuseirat refugee camp, killing at least 27 people. After the ceasefire took effect, Israeli forces shot and killed 2 Palestinians and wounded 15 others who were trying to return to northern Gaza from the south. Israel said it would not allow Palestinians to return to the north. Israel also said it had completed its operation at al-Shifa Hospital, claiming it had destroyed tunnels. It was also reported that Israeli forces destroyed oxygen pipes and generators at the hospital. Rockets were fired at Israel prior to the ceasefire; no injuries were reported. In Lebanon, Israel shot down a surface-to-air missile fired at an Israeli drone. The Gaza Media Office did not update the casualty numbers, leaving the comprehensive death toll as of 11/23 at around 14,800 Palestinians, including 6,000 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 222 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 54 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 2 ambulances, 4 trucks carrying diesel, 4 trucks carrying cooking oil, and 137 trucks carrying aid entered Gaza via the Rafah crossing. The UN delivered flour to 2 UNRWA facilities in the north of Gaza, the first delivery of aid the north in more than 1 month. 40 people were evacuated from al-Ahli Baptist Hospital in Gaza City to a hospital in Khan Yunis. Al-Ahli started to admit new patients despite a lack of electricity and essential hospital supplies. Fewer than 400 people fled the northern part of Gaza to the south. 44 wounded Palestinians and their companions were evacuated to Egypt. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. U.S. president Joe Biden welcomed the release of the 24 captives from Gaza, saying that there was a chance that the temporary ceasefire could facilitate a longer ceasefire. (NYT 11/24)

European Commission president Ursula von der Leyen said at a press conference with Canadian prime minister Justin Trudeau that there should be no forced displacement from occupied Palestine and that a reformed PA should govern Gaza and the West Bank. Von der Leyen also said settler violence had to stop. (HA 11/24)

An Israeli-owned cargo ship was attacked by a drone in the northern part of the Indian Ocean before the ceasefire agreement was implemented. The attack, which caused minor damage, was attributed to Iran by several media outlets. (AJ, AJ, HA, HA, REU 11/25)

In the West Bank, Israeli settlers raided Huwwara, injuring 1 Palestinian and causing damage. 2 Israeli soldiers were later shot and injured in Huwwara; the PFLP’s Abu Ali Mustapha Brigades claimed responsibility. Israel subsequently setup flying checkpoints on all roads in the area, causing traffic jams for several days. Israeli settlers also threw stones at Palestinian vehicles near Deir Sharaf and al-Maleh, causing damage. Elsewhere, Israeli settlers attacked Palestinian shepherds near Humsa al-Foqa, causing injuries to 1 Palestinian man and killing 1 sheep. Armed Israeli settlers also marched through Hebron shouting racist slogans. Israeli forces violently dispersed Palestinian protesters in al-Khader, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The UAE pardoned a Palestinian citizen of Israel who had been sentenced to death and later had her sentence commuted to life in prison for possession of more than 1 pound of cocaine. Israel said UAE president Sheikh Mohammed bin Zayed Al Nahyan had agreed to the pardon upon request from Israeli president Isaac Herzog. (REU 3/25; AP, HA 3/26)

In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israeli forces also seized 2 caravans, demolished 1 agricultural structure, and razed land in Atara. 14 Palestinians were arrested, including 12 during late-night raids in al-Mughayyir, Bayt Rima, Qaddura refugee camp, ‘Anata, Arab ar-Rashayida, Beit Umar, Dura, Khirbet Qilqis, Azzun, and Huwwara. 2 were arrested at a flying checkpoint near the Halamish settlement. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman west of al-Sudaniyya. In Gaza, Israeli forces fired tear gas at agricultural lands east of Gaza City and Khan Yunis; no injuries were reported. In Israel, 3 Palestinians from Hebron were kidnapped in Yarka by Druze citizens of Israel seeking revenge for the kidnapping on 11/22 (see above). Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

In the West Bank, an Israeli settlement security vehicle was reportedly hit by 3 bullets near Deir Sharaf; no injuries were reported. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Beit Umar. Israeli forces also violently dispersed a sit-in demonstration near Tulkarm, where Palestinians protested Israeli settler attacks in the area; tear-gas related injuries were reported. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 18 with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Seida. 3 Palestinians were arrested, including 2 during late-night raids in Nablus and al-Far‘a refugee camp and 1 at a flying checkpoint near ‘Azzun. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Jenin on the Jenin-Nablus road. Israeli settlers with military escort also attacked Palestinian herders east of Yatta, leading to a confrontation between Israeli forces and Palestinian herders; tear-gas related injuries were reported. Elsewhere, Israeli settlers with military escort attacked Palestinians in al-Lubban al-Sharqiya, leading to a confrontation between Palestinians and Israeli forces; tear-gas related injuries were reported. Israeli forces shot and killed 2 Palestinians and injured 1 other during a raid in Jenin refugee camp; 1 of the victims was described as unarmed and the other a member of Islamic Jihad, who resisted the Israeli raid; 1 Palestinian was arrested during the raid. 4 other Palestinians were arrested, including 3 during late-night raids in Beit Umar and Hebron, 1 was arrested at a flying checkpoint in Jannatah; Israeli forces violently dispersed Palestinians protesting the raid in Beit Umar, causing tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating al-Israa wa al-Miraj in the Old City, injuring 36, including 1 11-year-old girl who was hit in the head with a stun grenade, fracturing her jaw; there were several videos circulating showing Israeli forces assaulting Palestinian minors; 20 were arrested. The Israeli high court of justice denied a petition by Palestinians in Hebron to end Israeli forces’ use of a building on Palestinian-owned land in Hebron, saying that returning the land to its Palestinian owners would be a security risk. Israel has expressed its desire to expand Israeli settlements in Hebron on parts of the Palestinian-owned land that the Israeli forces use. (HA 3/2)

The Israeli Jerusalem district planning and construction committee rejected a petition by the committee of Muslim cemeteries and Palestinian landowners to block plans to construct a promenade at al-Yusufiya cemetery at the Old City walls in East Jerusalem. The Israel nature and park authority said that Israel does not intend to “expropriate the area in question.” (HA 3/1)

In the West Bank, Israeli settlers uprooted olive trees in Jaba‘. Israeli forces violently dispersed Palestinian protesters near the Evyatar settlement outpost near Beita, killing 1 Palestinian and injuring 21 others with live ammunition and rubber-coated bullets; others suffered tear-gas related injuries. The killing of the Palestinian man, who was said to have been drinking water when he was shot in the chest, was the 40th by Israeli forces in the West Bank since May. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets and others with tear gas. 1 Palestinian was arrested at a flying checkpoint near Beit Fajjar. In East Jerusalem, 1 Palestinian family started demolishing their own homes in Bayt Hanina, displacing 46 people. In Gaza, incendiary balloons sent from Gaza caused fires in Israel, and Israel struck targets in Jabalia refugee camp, causing damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Jabalia refugee camp on 2 separate occasions; no injuries were reported. In the Golan Heights, 19 rockets were fired at the Israeli-occupied Golan Heights from Lebanon, with 3 falling within Lebanon and the rest in the Golan Heights; no damage was reported. Israel subsequently fired at Lebanon; no damage was reported. Hezbollah took responsibility for the rockets fired from Lebanon and the Lebanese army said it had arrested 4 suspects. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. Sources told Haaretz that Hamas was pressured to accept the demand by Palestinian banks, which would be exposed to sanctions if the stipends reached members of Hamas or other militants. (HA 8/6)

In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. The Israeli government would still need a final approval for the increase. (MEMO, TOI 7/28)

PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. Envoy Koopmans also met with PA foreign minister Riyad Maliki and head of the civil affairs authority Hussein al-Sheikh. (WAFA 7/28; MEMO 7/29)

PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers leveled Palestinian-owned land near Kisan. Israeli forces detained and severely beat 3 Palestinians at a flying checkpoint near Bayt Fajjar; all 3 were later taken to a hospital in Bayt Jala. Israeli forces also violently dispersed Palestinian protesters in Kafr Malik during an anti-settlement demonstration, injuring 1 Palestinian with a tear-gas canister; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hit with a rubber-coated bullet to his face. Israeli forces also seized construction materials in al-Walaja. 8 Palestinians were arrested, including 1 paramedic during the protest in Kafr Malik, 1 during a raid in Hebron, and 6 at checkpoints near Nablus, Qalandia, and Bethlehem. The U.S. department of justice said that the Israeli spy Jonathan Pollard finished his parole and is now free to move to Israel. It had been uncertain if Pollard would have his parole extended since U.S. national security officials have objected to allowing Pollard’s parole to expire. Pollard was arrested in 1985 for spying on the U.S. on behalf of Israel and was handed a life sentence. He was released in 2015 but with limitations on his movement and he was banned from making public statements as part of his parole. Pollard was given Israeli citizenship in 1995 and Israeli prime ministers have long sought to have him released to Israel, where he is perceived as a hero. In the West Bank, Israeli forces seized a Palestinian-owned car during a late-night raid in Salfit. Israeli forces and Palestinians clashed at the entrance to al-‘Arub refugee camp, leading to tear-gas related injuries. 2 Palestinians were arrested during the confrontation. Another 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron and 1 at a flying checkpoint near Jenin. In East Jerusalem, Israeli forces seized a Palestinian-owned vehicle in Silwan. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. In Israel, Israeli prime minister Benjamin Netanyahu was rushed offstage during a speech in Ashqelon after a rocket was fired from Gaza; the rocket was intercepted by the Iron Dome missile defense system. In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

In the West Bank, several Palestinians suffered tear-gas related injuries during clashes with Israeli forces at a checkpoint in al-Bireh near Ramallah. 2 Palestinians were arrested at a flying checkpoint south of Bethlehem. In East Jerusalem, Israeli forces violently dispersed a protest in front of the Hadassah Hospital in solidarity with a Palestinian prisoner who had been tortured by Israeli interrogators. 2 protesters were arrested and there were reports of beatings. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the shore of Bayt Lahiya. In Israel, 1 Palestinian citizen of Israel was killed and 2 others injured in Maj al-Krum. Elsewhere, in Kafr Kana, around 2,000 Palestinians marched to mark the anniversary of 13 Palestinians killed by Israeli forces in 2000. In the West Bank, students from Birzeit University protested Israel’s rejection of visa renewals for 7 Birzeit University professors. 1 professor at Birzeit University was released from Israeli custody after being detained for 16 days. Israeli forces critically injured 1 Palestinian child in al-Mazra‘a near Ramallah. In Abu Dis, 1 Palestinian was shot in the leg and admitted to a hospital in Ramallah. In Tubas, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. In ‘Ayn Bus near Nablus, Israeli settlers threw stones at Palestinian-owned homes and tried to set vehicles on fire; Israeli forces subsequently injured 2 Palestinians using rubber-coated bullets as they attempted to fend off the Israeli settlers. 1 Palestinian was arrested at a flying checkpoint near Nablus. The EU issued a statement condemning the Israeli government’s approval of a new settlement in the Jordan Valley, reiterating that it considers all settlements in East Jerusalem and the West Bank illegal under international law. (EU 9/17; WAFA 9/18)

In the Netherlands, a court in The Hague held a hearing to consider the admissibility of a lawsuit filed by a Dutch-Palestinian against former IDF chief of staff Benny Gantz and former Israeli Air Force commander Amir Eichel for their responsibility in the death of 6 of his family members during the 2014 Gaza bombings. In the West Bank a 15-year-old Palestinian boy was pepper-sprayed and assaulted by Israeli forces at a flying checkpoint near Jenin. In East Jerusalem, thousands of Muslim worshippers attended prayers on the Haram al-Sharif compound for the 3d Ramadan Friday prayers. Males between the age of 13 and 40 were not allowed to enter East Jerusalem from the West Bank. Israeli forces fired tear gas canisters at a group of Palestinians seeking to reach East Jerusalem, causing tear-gas suffocation. (QUDS, WAFA, WAFA 5/24)

In the Gaza Strip, IDF troops conduct 2 separate limited incursions to level land close to the border fence nr. Bayt Hanun and Khan Yunis. In the West Bank, IDF troops kill 1 armed Palestinian after he sought refuge in a cave nr. Bayt Liqya village, a man wanted for his alleged role in an attack on an Israeli bus during “Operation Pillar of Defense” in 11/2012. In addition, a Palestinian run over by a settler car in Qalqilya on 10/15 dies in hospital from his injuries. The IDF conducts house searches and arrest raids in 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in 1 village nr. Tulkarm in the morning, and in Hebron and 3 nearby villages at night. In Qabatya nr. Jenin, IDF troops set up a flying checkpoint at the entrance to the village where around 20 soldiers check IDs and inspect vehicles. Residents throw stones and soldiers fire tear gas, causing no reported injuries. Also in the West Bank, IDF troops temporarily displace 17 families in the n. Jordan Valley on the basis of conducting military drills. Jewish settlers nr. Bethlehem uproot 80 olive seedlings, and other settlers nr. Bethlehem pump sewage water on agricultural lands, while in a further separate incident nr. Bethlehem, settlers throw stones at Palestinian vehicles, causing minor damage. Settlers nr. Qalqilya uproot more than 50 olive trees, while separately, settlers from Yitzhar assault a Palestinian farmer from Burin village nr. Nablus. (MNA 10/22; PCHR 10/24)

PA Pres. Abbas warns that the Palestinians will not accept Israeli control over a border with Jordan and that it could be a deal breaker. Speaking on a visit to Lithuania, Abbas also praises EU demands that Israel stops settlement construction. (AFP 10/23)

Reps. of 11 countries from the “Friends of Syria” group meet in London to encourage the Syrian opposition to join talks under the proposed “Geneva 2” framework. However, SNC head Ahmed Jarba tells a news conference following the meeting that their conditions included the impossibility of Asad being allowed to remain in power. The SNC says it will continue internal discussions about whether or not to attend the proposed peace conference. (REU 10/22)
