In the Gaza Strip, Israeli forces shoot and kill 1 Palestinian mbr. of Hamas’s military wing and injure 2 others in a cross-border firefight nr. Khan Yunis. The Palestinian fighters shoot and severely injure an Israeli soldier during the exchange. In the West Bank, a Palestinian man is found dead in Jericho with several stab wounds. Clashes break out between stonethrowing Palestinian youth and Israeli soldiers at a checkpoint nr. Hebron; dozens of Palestinians suffer from tear gas inhalation. More clashes break out nr. Hebron and Nablus, where 2 Palestinians are moderately injured. Israeli forces demolish 400 m of stone walls in a village nr. Nablus and 2 agricultural buildings nr. Hebron. IDF troops arrest 4 Palestinians at a checkpoint nr. Jenin; conduct house searches and arrest raids in and around Nablus and Hebron, as well as nr. Ramallah. Israeli settlers enter Salfit to perform religious rites, and settlers separately open fire on PA police officers nearby. Israeli settlers attack a Palestinian construction worker in Hebron, lightly injuring him. PA security forces conduct raids across the West Bank and detain 14 mbrs. of Hamas. In East Jerusalem, Israeli authorities return the bodies of the 2 Palestinians who were killed after attacking a synagogue in West Jerusalem on 11/18. Israel punitively held the bodies for over a mo. Israeli security forces clash with stone-throwing Palestinians in Issawiyya, and 1 Palestinian child is injured with a rubber-coated metal bullet. Israeli forces conduct arrest raids in Issawiyya, Sur al-Bahir, and al-Tur, where they also demolish 2 residential structures and a barn. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 8 locations nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Qalandia checkpoint, outside Ofer prison, Jalazun r.c., and 2 other villages), and 1 village nr. Qalqilya (Kafr Qaddum). Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In Egypt, Egyptian security officials shoot and kill a Palestinian security officer as he drives into an ambush meant for another nr. Shaykh Zuwayd in the n. Sinai. (AP, MNA 11/28)

In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. There are further clashes in Abu Dis, and 37 Palestinians are injured. In Sur al-Bahir, Silwan, and al-Tur, undercover Israeli military officers raid multiple homes, sparking more clashes; approximately 35 Palestinians suffer effects of tear gas inhalation and 12 are injured with rubber-coated metal bullets. Israeli security forces also conduct arrest raids on several homes in the Old City. Israel’s FM announces that it will return its amb. to Sweden on 11/29, after Amb. Isaac Bachman was recalled in the wake of Sweden’s recognition of Palestine as a state on 10/30. (JP, YA 11/20)

After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and 1 nearby village and 1 village nr. Hebron; patrols in 3 villages nr. Hebron, 2 villages nr. Jericho, and 1 village nr. Ramallah. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Nabi Salih, where 1 person is struck by a tear gas canister. PM Hamdallah and other ministers from the Palestinian unity govt. head from Gaza to Cairo ahead of the Gaza reconstruction conference on 10/12. Separately, the PA releases its plan for the recovery and reconstruction of the Gaza Strip. It estimates that the whole process will cost $4 b., along with an additional $500 m. for the PA to administer the efforts. (MNA 10/10) (See Doc. B4 in JPS 174 for more on the plan.)

Off the coast of the Gaza Strip nr. Shati’ r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. IDF troops stationed along the border fence nr. c. Gaza detain a Palestinian man who is armed with a knife and trying to enter Israel. Meanwhile, the Israeli authorities deny the PA education minister entry into Gaza, where she was going to officially inaugurate the new school year. In the West Bank, IDF troops fire rubber-coated metal bullets and tear gas to disperse Palestinian protesters in Aida r.c. in Bethlehem, causing no serious injuries. The IDF conducts house searches and arrest raids in 1 village nr. Hebron and Aida r.c.; patrols in 3 villages and al-‘Arub r.c. nr. In the West Bank, IDF troops shoot and injure 3 Palestinians with rubber-coated metal bullets in Bayt Umar nr. Hebron, during clashes with residents. The IDF conducts house searches and arrest raids in 1 village nr. Ramallah and in Hebron; patrols in 2 villages each nr. Hebron and Salfit and 1 village nr. Jericho. In East Jerusalem, a Palestinian baby dies after inhaling tear gas fired by Israeli forces at her family’s home on 8/26. (MNA 8/28; PCHR 9/4)

In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. Israeli PM Netanyahu says that OPE will continue until its goals are reached, in comments to the press ahead of a special cabinet meeting at the Israeli Defense Ministry. Also, the Israeli govt. calls up 10,000 additional reserve troops. (AP, HA 8/24; AFP, HA 8/25)

After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. Also present are head of the Palestinian delegation in Cairo Azzam al-Ahmad, PLO chief negotiator Saeb Erakat, and PA intelligence chief Majid Faraj. (AA, HA 8/21; MEMO, MNA 8/22)

In the Gaza Strip, Palestinians fire 11 projectiles into s. Israel, causing no damage and lightly injuring 1 soldier with mortar shell shrapnel. Iron Dome batteries intercept 4 of the rockets. In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

In the West Bank, IDF troops demolish 7 buildings, including 5 residential rooms nr. Nablus, displacing 4 families (27 people). The IDF conducts house searches and arrest raids in Nur Shams r.c. and 1 village nr. Tulkarm, and in Nablus and 1 village each nr. Bethlehem, Jenin, and Ramallah at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages each nr. Hebron and Jericho, and 1 village each nr. Bethlehem, Jenin, Ramallah, and Tulkarm at night. PA Pres. Abbas meets a Hamas delegation in Ramallah, including ‘Aziz Dwayk, the speaker of the Palestinian Legislative Council. This is the 1st meeting between Abbas and Hamas leaders in 2 years. Palestinian sources tell the media that a unity govt. will be announced before the end of 5/2014, and that it will consist of 15–16 ministers. (JP, MEMO 5/12) 

At an Israeli Independence Day celebration organized by the Israeli Embassy in Washington, U.S. National Security Adviser Rice says that Iran must agree to “verifiable action” to satisfy concerns about its nuclear program, as part of a final deal. Meanwhile, representatives of the IAEA and Iran hold a meeting to review progress on implementing transparency measures. No details are released. (AP, REU 5/12)

In the Gaza Strip, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Hanun, wounding 1. In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Senior Palestinian official Shaath says that the Palestinian leadership will look to take action at the international level, in light of the breakdown in negotiations he says were foiled by Israel. (WAFA 4/30)

Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. Speaking to mourners by telephone, Hamas leader Khalid Mish‘al affirms that the organization’s “path is resistance and the rifle,” and that Palestinians were in need of a joint, unified strategy to secure the “liberation of our lands and holy sites.” (AFP, JP, MEMO, MNA, REU 4/30)

Dayr al-Balah, causing no injuries, and separately, open fire on lands nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops fire tear gas and rubber-coated metal bullets at Palestinians in Bayt Furik nr. Nablus, wounding 1, as residents try to repel Jewish settlers. The IDF patrols in 1 village nr. Hebron at night. In East Jerusalem, Israeli forces raid the Abu Dis campus of al-Quds University, firing tear gas and rubber-coated metal bullets after students clash with a group of soldiers checking IDs at the entrance. The opposing sides of Syria’s civil war meet in Montreux, Switzerland, as a long-awaited UN peace conference gets underway. The 1st day’s agenda is occupied by formal speeches; Syrian FM Muallem and opposition leader Jarba both issue strident denunciations of their opponents. U.S. Secy. of State Kerry calls the rough start to the talks “a tough and complicated process.” Meanwhile, a shell fired from inside Syria strikes a home in n. Lebanon, wounding 1.
