U.S. Sen. Lindsey Graham (R-SC) meets with Israeli PM Netanyahu in Jerusalem and says that Congress plans to place restrictions on UN funding if the UNSC passes a res. setting a timetable for ending the Israeli occupation. (TOI 12/27)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages each nr. Hebron and Salfit; patrols in 2 villages each nr. Jericho and Ramallah, in Tulkarm and 1 nearby village, and in 1 village each nr. Hebron and Salfit. On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. When he arrives, he meets with Arab League secy.-gen. Nabil al-‘Arabi and gives a speech at Cooper Union college, in which he calls on U.S. youth to “rethink Palestine.” (See Doc. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24. The British and French govts. condemn the 8/31 Israeli announcement to expropriate 988 acres of land in the Gush Etzion settlement bloc. UN Secy.-Gen. Ban also criticizes the expropriation, saying the “seizure of such a large swathe of land risks paving the way for further settlement activity.” (REU, UN 9/1)

An anonymous Palestinian officials tells the media that Israel seized 200 m. Israeli shekels (around $55 m.) from monthly tax revenues it collects on behalf of the PA, to cover unpaid debts (such as those of the Palestinian electricity company). (MNA 9/1)

In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. Israeli PM Netanyahu says that OPE will continue until its goals are reached, in comments to the press ahead of a special cabinet meeting at the Israeli Defense Ministry. Also, the Israeli govt. calls up 10,000 additional reserve troops. (AP, HA 8/24; AFP, HA 8/25)

After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. The IDF responds with 8 air strikes in the Gaza Strip, targeting military training sites belonging to Hamas’s Izzeddin al-Qassam Brigades, Islamic Jihad’s al-Quds Brigades, and the Popular Resistance Comms. (PRC) in the c. Gaza Strip, Rafah, and Khan Yunis. Damage is sustained, and 2 civilians are wounded when they are hit by shrapnel in separate attacks. Off the coast nr. Israeli PM Netanyahu announces that the Israeli govt. holds the PA responsible for the fate of the 3 missing Israeli teenagers, since “the terrorists originated from Palestinian territory.” Anonymous PA officials tell the media that Abbas has instructed his security services to help in the manhunt. Meanwhile, the IDF continues intensive sweeps of the s. West Bank, and wideranging arrest raids, which pick up 80 Palestinians, including 4 mbrs. of the Palestinian Legislative Council (PLC). In the Gaza Strip, a Palestinian fisherman shot by Israeli naval forces off the coast on 5/26 dies of his wounds. In the West Bank, the IDF conducts house searches and arrest raids in Tulkarm and 1 nearby village, and al-‘Arub r.c. nr. Hebron at night; patrols in 1 village each nr. Al-Sisi is sworn into office after his victory in Egypt’s presidential elections. During his speech at the inauguration ceremony, the head of the Egyptian military says that “there will be reconciliation between the sons of our nation except those who had committed crimes against them or adopted violence.” Abbas attends the ceremony and holds separate meetings with Secy.-Gen. of the Arab League Nabil al-‘Arabi, Egyptian FM Nabil Fahmi, and Moroccan FM Salaheddine Mezouar. The IAEA announces in a quarterly report that Iran has cut its stockpile of higher-enriched uranium by around 80%, in compliance with earlier agreements. The report also says Iran is meeting its other obligations. (AP, REU 5/23)

Israeli FM Avigdor Lieberman says that PA Pres. Mahmud Abbas is not a partner for peace, and also that the U.S. administration is “wrong about the settlements,” in comments to Israeli television reporters. Lieberman frames the latter dispute as a fallout between “good friends,” but says that the Israeli govt. must present an “alternative” to the current framework for talks. (HA, ToI 5/17)

Senior Hamas official Musa Abu Marzuq announces that Hamas and Fatah have reached an agreement on the ministers who will make up the PA’s new unity govt. Abu Marzuq says that Fatah official Azzam al-Ahmad is expected to return to the Gaza Strip within days for further discussions. Separately, Hamas spokesperson Fawzi Barhoum urges Abbas not to give in to Israeli pressure with regard to the unity govt. (JP 5/17)

U.S. Secy. of State Kerry tells reporters on a trip to Ethiopia that he intends to “pause” and “take a hard look” at the Israeli-Palestinian negotiations, given the current impasse. He says he is “convinced that, as each [side] sort of works through the reasons that things began to become more difficult in the final hours, there may be quiet ways within which to begin to work on next steps.” He also claims that genuine “progress” was made during the previous 9 mos. Israeli PM Netanyahu says he intends to seek a new Basic Law anchoring Israel’s status as “the nation-state of the Jewish people.” Livni, leader of the Hatnua party and Israeli chief negotiator, criticizes the move, but the Jewish Home party, another coalition-mbr., welcomes it. (HA, REU 5/1)

In the Gaza Strip, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Hanun, wounding 1. In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998.
