IDF troops assault and arrest a Palestinian during an overnight raid in Jericho; he succumbs to injuries sustained in the confrontation later in the day. The IDF contends that he suffered fatal seizures after being exposed to large amounts of tear gas during the raid. (An autopsy performed on 2/23 will find that he suffered a fatal gunshot to his abdomen.) Meanwhile, Israeli settlers build a fence around a plot of land near Nablus, reportedly with the intention of building a new illegal settlement outpost. IDF troops arrest 5 Palestinians during late-night raids near Bethlehem and Salfit, and patrol near Hebron, Jenin, Salfit, Qalqilya, and Tulkarm. Along Gaza’s border, IDF troops open fire on Palestinian farmland near Khan Yunis and on a group of Palestinian minors protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital near al-Bureij refugee camp, injuring 1. The Gaza Electricity Distribution Company (GEDCO) announces that it will be forced to shut down Gaza’s sole power plant soon due to a lack of diesel fuel. A GEDCO spokesperson says that “the premature closure of the Rafah border crossing on 5/21 restricted essential fuel shipments.” (HA, TOI 2/22)

IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. The IDF tears down the activists’ tents and confiscates their generator and sound system; there are no serious injuries. IDF troops also violently disperse Palestinians nr. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. Elsewhere in the West Bank, IDF troops shoot stun grenades and tear gas at Palestinian students in al-Khadir nr. Bethlehem, seriously injuring 1. They also arrest 5 Palestinians during late-night raids nr. Bethlehem and Nablus, and patrol nr. Hebron and Nablus. Israeli settlers attempt to cut the power supply to Burin village nr. Nablus, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-Thawri. Israel’s security cabinet approves a package of measures designed to facilitate economic growth in Area C of the West Bank. The package is explicitly meant as a confidence-building gesture of good faith ahead of U.S. pres. Trump’s visit to Israel and the occupied Palestinian territories (oPt) on 5/22–23. Israel’s security cabinet creates a comm. to address unregulated settlement outposts and the implementation of the so-called regulations law that the Knesset passed in 12/2016 (see JPS 46 [3]). The comm. is set to work on the issue for 3 years, with PM Benjamin Netanyahu and DM Avigdor Lieberman receiving updates every 3 mos. (JP 5/21)

An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. Israeli forces also raid and search a newspaper company’s offices. In the West Bank, IDF troops shoot tear gas canisters at a school nr. Hebron, causing minor injuries; conduct raids and house searches nr. Bethlehem, Ramallah, Qalqilya, and in and around Hebron, arresting 10 Palestinians, issuing arrest summons to 4, and confiscating some property; patrol nr. Ramallah and Jericho. Along Gaza’s border, Egyptian forces flood and partially destroy a smuggling tunnel leading into the n. Sinai Peninsula. A military court in Gaza sentences 5 Palestinians to death on charges related to collaborating with Israel. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

An unidentified assailant allegedly attempts to stab an Israeli soldier in Tel Aviv. He then flees the area. In the West Bank, IDF troops arrest a Palestinian youth at a checkpoint nr. Nablus on suspicion that she was planning to carry out an attack, and fire tear gas canisters at Palestinian students in a village nr. Bethlehem, causing a number of injuries. Late at night, they conduct a raid on an alleged weapons manufacturing workshop in a village nr. Bethlehem, arresting 3 Palestinians and confiscating a number of weapons. They conduct further raids nr. Tulkarm, Hebron, and Nablus, arresting 3 Palestinians and issuing arrest summons to 2; patrol in 5 villages nr. Hebron. Israeli forces demolish a motorcycle repair shop outside Qalandia r.c. Meanwhile, a Palestinian succumbs to injuries sustained in clashes with the IDF on 2/29. In East Jerusalem, Israeli forces demolish 4 stores in Bayt Hanina. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Israeli nongovernmental organization Peace Now reports that the Israeli govt. has reinstated its policy of confiscating large swaths of Palestinian land, specifying that the Israeli govt. declared 2,342 dunams (580 acres) nr. Jericho “state land” on 3/10. After the report, both the UN secy.-gen. and the U.S. State Dept. criticize the Israeli govt.’s settlement expansion policy. After Israeli forces bar a group of rightwing Jewish activists from entering a school in Haram al-Sharif, a leader of the activists writes a letter to the Israeli authorities calling for the school to be officially recognized as a synagogue under the Protection of Holy Places Law and for Jews to be allowed to worship there. Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. Hebron. Israeli forces deliver demolition notices to 7 Palestinian-owned agricultural structures and water wells in a village nr. Nablus and to 7 residential structures in a village nr. Hebron. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. The project will be funded by international donors, primarily Arab League mbrs., and will grant families between NIS 1,000 and 1,500 per mo. ($250 to $378). (MNA, WAFA 3/30)

In the West Bank, IDF troops briefly detain the gov. of Ramallah and threaten her with “direct targeting” if she continues her participation in the weekly nonviolent protests in Nabi Salih. They also arrest a senior PA official at a demonstration in Nabi Salih nr. Ramallah commemorating Land Day (upcoming on 3/30). (He will be released on 3/29.) The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. Abbas says that Israel has not yet released the tax revenues that PM Netanyahu’s office said would be unfrozen on 3/27 and that the PA is still set to “to reevaluate our economic, political and security relationship with Israel.” (MNA 3/27; AFP, AP, HA, MNA, TOI, WAFA 3/28; JP, JTA 3/29)

The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. William Schabas resigns after 5 mos. as head of the 3-mbr. UNHRC’s commission investigating possible war crimes committed during OPE. In his resignation letter, Schabas cites Israeli allegations of bias and says he does not want to detract from the report’s findings. Following Iranian officials’ separate meetings with the U.S. and Russian delegations in Geneva, Iran’s Dep. FM Abbas Araghchi says, “We remain hopeful and I think that if the other side has the necessary goodwill and determination, it will be possible to reach a deal,” reflecting the optimistic atmosphere surrounding the upcoming round of negotiations. In the Gaza Strip, IDF troops e. of Khan Yunis detain 3 Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces conduct house searches and arrest raids nr. Ramallah and Jenin; patrol nr. Hebron and Salfit; demolish 30 dunams (around 7.4 acres) of wheat fields nr. Bethlehem; and deliver eviction orders to several Palestinian bedouin families in a village nr. Jericho. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC. In East Jerusalem, Israeli authorities return the bodies of the 2 Palestinians who were killed after attacking a synagogue in West Jerusalem on 11/18. Israel punitively held the bodies for over a mo. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations against both the Israeli occupation as well as in solidarity with Palestinian prisoners. Demonstrations are held in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Ni‘lin, Abud), al-Haraiek nr. Hebron, 1 village nr. Qalqilya (Kafr Qaddum), 2 villages nr. The IDF fires artillery into Syria after shots were fired at Israeli troops in the occupied Golan Heights causing no damage or injuries. According to the Israeli military, the return fire scored a ‘‘direct hit.’’ (REU 4/12)

Israeli PM Benjamin Netanyahu finalizes a deal to form a new coalition government comprising of his joint Likud-Yisrael Beiteinu list, Yesh Atid (19 seats), Bayit Yehudi (12 seats), and Hatnua (6 seats), giving the Likud leader control of 68 Knesset seats (out of 120). A Palestinian man dies from heart problems brought on by inhaling tear gas fired by the IDF during clashes 3 weeks ago. After his funeral in al-Ram nr. Jerusalem, Palestinians clash with IDF forces (no serious injuries reported). In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Hebron, al-Fawar r.c. and al-‘Arub r.c. nr. Hebron in the afternoon; and 1 in village nr. Jericho and 1 village nr. Tulkam at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 2 villages nr. Hebron at night. The regular weekly nonviolent demonstrations by Palestinians, Israelis, and internationals against the Israeli occupation this week also express solidarity with Palestinian prisoners held by Israel. The demonstrations are also more widespread that usual (cf. 3/8), occurring in 5 villages nr. Ramallah (Abud, Bayt Liqia, Bil`in, Budrus, Ni’lin), 2 villages nr. Bethlehem (al-Khader, al-Ma’sara), Shuhada Street in Hebron, and 1 village nr. Qalqilya (Kafr Qaddum). The IDF violently disperses the demonstrations, but no serious injuries are reported.
