In the West Bank, Israeli settlers throw stones and tear-gas canisters at cars traveling near Bizarya, causing injuries and damage. Israeli settlers also demolish a Palestinian-owned home, a water well, and agricultural structures and raze farmland in Shaghab Farsa in the Masafer Yatta area. Israeli forces shoot and kill a Palestinian man in Battir. Israeli forces also seize a vehicle in Jenin. Elsewhere, Israeli forces arrest 3 Palestinians in Jericho. In East Jerusalem, Israeli forces shoot and injure a Palestinian child in the Old City, claiming he tried to stab soldiers. The child succumbs to his injuries on 2/12. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Dayr al-Balah, killing at least 112 people, including at least 25 people in an airstrike on a home in Rafah. Israeli forces block the delivery of oxygen cylinders to al-Amal Hospital, resulting in the deaths of 3 patients. Al Jazeera reports that around 100 bodies are retrieved from Tel al-Hawa and Rimal in Gaza City after Israeli forces withdraw, most are killed with live ammunition. 2 Israeli soldiers are killed in combat. In Lebanon, Israeli forces bomb Marwahin, Ramyeh, Yaroun, Houla and Kfarkela, killing a member of the Lebanese Internal Security Forces in Houla. More than 28,176 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,784 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 387 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 99 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 227 Israeli soldiers have been killed and 1,314 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 45 trucks carrying aid enter Gaza. U.S. president Joe Biden speaks to Israeli prime minister Benjamin Netanyahu, discussing Israel’s planned invasion of Rafah. According to the U.S. readout of the conversation, Biden said Israel should not proceed without “a credible and executable plan to ensure the safety of and support for more than one million people sheltering there.” Biden also stress the need to capitalize on the ceasefire negotiations. Netanyahu tells the Israeli cabinet that Israel will remain in control of security in all the lands between the Jordan river and the Mediterranean. Axios reports that Biden pressed Netanyahu to agree to release more Palestinian prisoners than in the previous exchange to meet some of Hamas’s demands. In the West Bank, 1 Palestinian man, described as a bystander, was killed during an exchange of fire between Palestinian militants and PA forces in Tulkarm. Palestinian militants threw an explosive device at Israeli soldiers who were escorting Israeli settlers to Joseph’s Tomb in Nablus, injuring 4. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. In East Jerusalem, an Israeli settler shot and killed 1 Palestinian minor in Bab a-Zahara, claiming he had stabbed 1 Israeli soldier. Israeli forces prevented the minor from receiving first aid; in a video the minor appeared unarmed before he was executed. Israeli settlers also toured the Haram al-Sharif compound. Israel denied the director of the Bisan Center for Research and Development, Ubai Aboudi, exit to Jordan via the Allenby crossing, summoning him for questioning. UNRWA made an appeal for $15.5 million to rebuild infrastructure, provide new schooling locations, and give cash assistance to Palestinian refugees who were displaced due to the fighting in Ain al-Hilweh refugee camp in Lebanon earlier this month. (AP 8/30)

Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. A report commissioned by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People found that the Israeli occupation of the West Bank is unlawful, calling on Israel to immediately and unconditionally withdraw, including evacuating Israeli settlers. (MEE 8/30)

In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Dheisheh refugee camp. 11 Palestinians were arrested during late-night raids in Ramallah, Bayt Rima, Beit Ula, Fawwar refugee camp, Idhna, Jenin, Jericho, and Fari‘ah refugee camp. In East Jerusalem, 4 Palestinians were arrested during raids in Silwan and Shu‘fat refugee camp. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. The man is currently hospitalized for complications related to his hunger strike, which he ended on 6/21. The man resumed his hunger strike on 7/2 (WAFA 6/23; WAFA 7/5)

Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

24 Democratic senators, led by Chris Van Hollen (D-MD), wrote a letter to the Biden administration, calling on it to “ensure that a comprehensive, impartial, and open investigation” into the killing of Al Jazeera journalist Shireen Abu Akleh is conducted. President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In East Jerusalem, 4 Palestinians were arrested in the Old City and Shu‘fat. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli police officer approached the Palestinian man who was working at the construction site without a permit before he lightly wounded the officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. The question is not ‘what is the identity of the state?’ That’s how the state was born, and so it will remain.” Leader of the Joint List coalition Ayman Odeh criticized Abbas’s remarks, saying that “the state’s identity should interest every citizen.” PA president Mahmoud Abbas also criticized Mansour Abbas for his comments, saying that he has abandoned his own people to side with the “Zionist colonial project.” (JP, TOI 12/21; ALM, WAFA, WAFA 12/22; HA, MEMO 12/23; HA 12/25)

U.S. national security advisor Jake Sullivan met with Israeli president Isaac Herzog. President Herzog had said before the meeting he would raise with Security Advisor Sullivan his desire to have the yeshiva in the evacuated settlement outpost Homesh remain. 1 Israeli settler was killed at the Homesh outpost on 12/16. AP reported that former head of the Israeli military intelligence directorate Tamir Heyman acknowledged that Israel took part in the U.S. assassination of Iranian general Qassim Soleimani on 1/2/2020. (ABC, HILL, MEMO 12/21)

The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, Israeli forces demolished 10 structures in a Bedouin community north of Jericho. 10 Palestinians were arrested during raids in and around Ramallah, Birzeit, Jalazun refugee camp, al-Khadir, Bayt Fajjar, and al-‘Arub refugee camp; during the raid in al-Khadir, 2 minors who were arrested were injured by rubber-coated bullets. A settler leader moved his office to the Evyatar settlement outpost near Beita after Israel told the settlers they would have to leave the outpost within 8 days. 42 Israeli settler families have moved to the outpost since 5/3. 1 member of the Knesset from Shas, Moshe Arbel, also brought construction materials to the settlement outpost. Israel’s attorney general Avichai Mendelblit said he would not intervene in the eviction case against Palestinian families in Shaykh Jarrah. PeaceNow called Attorney General Mendelblit’s decision “a cynical attempt to evade responsibility,” and said the evictions are based on “laws that [discriminate] between Israelis and Palestinians.” (AJ, HA 6/7)

The Knesset passed a bill that would allow the Shin Bet to place citizens of Israel in West Bank prisons, in the 1st of 3 votes. The Association for Civil Rights in Israel criticized the bill for being unconstitutional and for the Knesset to pass legislation about the West Bank. Joint List lawmakers warned that the bill only would apply to Palestinian citizens of Israel. (HA 6/10)

Israel’s ambassador to the U.S. and UN, Gilad Erdan, visited the Associated Press headquarters in New York, meeting with AP’s president and CEO Gary Pruitt “to restore the relations between Israel and the Associated Press” in the wake of Israel’s air strike demolishing AP’s offices in Gaza on 5/15. Ambassador Erdan justified the air strike that demolished the high-rise by alleging that Hamas was using an office in the 14-story building to jam the Iron Dome missile defense system. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. Fatah and Hamas leaders said they have agreed to the 1st Palestinian elections since 2006. Fatah official Jibril Rajoub said that “[w]e have agreed to first hold legislative elections, then presidential elections of the Palestinian Authority, and finally the central council of the Palestine Liberation Organization.” A member of the Fatah Central Committee also said that “[w]ithout Jerusalem, there will be no elections.” It is unclear how national elections will include East Jerusalem as Israel refuses to let Palestinian East Jerusalemites participate in Palestinian elections. In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse?
