In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. In Gaza, Israeli forces made incursions to level agricultural lands east of al-Bureij. Israeli forces also opened fire on Palestinians near the Erez crossing; no injuries were reported. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi in Cairo. According to WAFA, President al-Sisi confirmed Egypt’s support of a Palestinian state with East Jerusalem as its capital. (WAFA 11/30; WAFA 12/1)

A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. They arrest 18 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, Nablus, and Bethlehem; and patrol near Nablus, Jenin, Qalqilya, and Salfit. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. In Gaza, Israeli troops arrest a Palestinian at the Erez border crossing. Meanwhile, thousands of Palestinians gather in Gaza City and Khan Yunis to protest the Egyptian court’s 2/28 designation of Hamas as a terrorist organization. In the West Bank, IDF troops clash with stone-throwing residents in Dahaysha r.c. nr. Bethlehem during a raid; 2 Palestinians are injured with live ammunition and 2 are arrested. The IDF conducts a house search nr. Ramallah, arresting 1 Palestinian; patrols in 2 villages and al-‘Arub r.c. nr. Hebron, and 2 villages nr. Ramallah, as well as ‘Ayn al-Sultan r.c. and Fasayil r.c. nr. Jericho. Israeli troops detain 2 Palestinian shepherds and 2 international activists nr. Hebron. The IDF conducts a large-scale drill nr. Hebron, mobilizing around 13,000 reserves to prepare for a possible eruption of unrest in the West Bank. In East Jerusalem, Israeli authorities order a Palestinian family to evacuate their home in Shaykh Jarrah, pursuant to legal proceedings that began in 2011. A delegation representing Islamic Jihad arrives in Cairo for negotiations with Egyptian officials on the Rafah border crossing. They will negotiate until 3/7. Meanwhile, Hamas officials lobby Saudi leadership to apply pressure on the Egyptian govt. to reverse the 2/28 designation of the group as a terrorist organization. (HA 3/4)

The annual American Israel Public Affairs Comm. (AIPAC) conference begins today, with a record-breaking 16,000 in attendance. The organization’s lobbyists will be on Capitol Hill on 3/3 to lobby for the passage of the Iran Nuclear Agreement Review Act and the Nuclear Weapon Free Iran Act. (HA, TOI 3/1, 3/2)

In the Gaza Strip, IDF troops violently disperse 2 separate groups of Palestinian protesters, injuring 3 with live ammunition nr. the Erez border crossing and 4 nr. Shuja‘iya. Separately, Israeli soldiers fire live ammunition at Palestinian farmers approaching the border fence nr. Khan Yunis, causing no injuries. Meanwhile, the Gaza power plant shuts down, having exhausted its fuel reserves. Scheduled power outages increase from 12 to 18 hours a day, on average, with all electricity consumed having been purchased from Israel and Egypt. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. In the West Bank, an 8-year-old Palestinian from Nabi Salih is moderately injured when a leftover Israeli sound bomb explodes in his hand. IDF troops raid a school in a village s. of Bethlehem. Later, Israeli forces raze agricultural land in a village s. of Nablus, then set up earth mounds in the area in preparation for military exercises. The IDF also conducts house searches and arrest raids nr. Nablus, Jenin, and Ramallah, as well as Askar r.c. and Jenin r.c.; patrols nr. Tulkarm, Hebron, Jenin, and Jericho. An Israeli settler hits a 7-year-old Palestinian boy with his car, moderately injuring him, before fleeing the area s. of Hebron. Israel reopens the Kerem Shalom and Erez crossings on the border with the Gaza Strip that were closed on 3/21 because of Palestinian rocket fire. Israeli navy vessels open fire on Palestinian fishermen off the Gaza coast nr. Bayt Lahiya, causing no injuries or damage. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, in al-‘Arub r.c. nr. Hebron and in Tulkarm in the afternoon, and in 2 villages nr. Jenin, and 1 village each nr. Bethlehem, Jericho, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in Hebron in the morning. Israeli media report that the IDF has arrested around 50 Palestinians during the last two months for suspected involvement in a Fatah-affiliated resistance cell in Bayt Fajjar, a West Bank village nr. Fatah official Yahya Rabah says that Egypt will host initial consultations with Fatah and Hamas in order to relaunch national reconciliation talks, and attempt to move beyond discussions and on to implementation. (MNA 3/28)

Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). A major protest planned for East Jerusalem does not materialize. Inside Israel, some 2,000 Israeli Palestinians demonstrate in the Galilee, with no violence reported. (NYT, WP 3/31; OCHA, PCHR 4/5)

Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

Jenin (firing stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. IDF troops on the n. Gaza border fire 2 artillery shells at open areas nr. al-Nada housing project, causing no damage or injuries. Later, IDF troops on the n. Gaza border nr. Bayt Lahiya fire 4 flechette rounds at armed Palestinians operating 700 m fr. the border, killing 1 armed Palestinian, wounding 1. IDF troops at the Erez crossing fire into Gaza at Palestinians demonstrating against Israel’s imposition of a 300-m no-go zone along the length of the Gaza border, causing no injuries. Hamas authorities in Gaza extend for 15 days the detention of British journalist Paul Martin, detained (2/14) on suspicion of security offenses based on his testimony in a trial in Gaza on behalf of a Palestinian accused of collaboration with Israel. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Jericho. PA Pres. Mahmud Abbas holds his weekly cabinet session in Hebron instead of Ramallah to protest Israel’s decision to include the Tomb of the Patriarchs/ al-Ibrahimi Mosque (located in Hebron) and Rachel’s Tomb in Bethlehem as Israeli national heritage sites, calling the move contrary to international law. In Gaza, 1 AMB mbr., 1 PRC mbr. are fatally shot when they jointly attack the IDF post at the Erez crossing with gunfire and grenades, causing no injuries; the IDF shuts the Erez crossing in response. The IDF also fatally shoots a Palestinian laying a roadside bomb nr. the n. Gaza border fence; conducts arrest raids, house searches nr. Bethlehem, in Nablus, in and around Hebron. In Gaza City, unidentified Palestinian gunmen ambush, kidnap Egyptian military attache Hussam al-Musali ´ ; no group claims responsibility or issues demands; Hamas denounces the action. The PA releases 39 Islamic Jihad prisoners, 7 AMB mbrs. held in its Jericho jail since arrest sweeps following the 12/5/05 Islamic Jihad suicide bombing in Netanya. A 3d Palestinian dies of injuries received earlier. 2 Egyptians are wounded by Israeli gunfire at the Rafah border. The convoy of UNHRC Robinson is fired on as she tours Hebron's Jewish enclave, damaging 1 vehicle. IDF tank fire, shelling are reported in and around Bayt Jala, Bayt Sahur, Bethlehem, Jericho, al-Khadir, Ramallah; the Jericho casino is severely damaged. The Clinton-Barak mtg. in Washington is delayed several hrs. when a Russian plane is hijacked to Israel in an incident unrelated to the Middle East crisis. When the pair finally meet, they make no progress toward halting the violence. Barak reportedly tells Clinton that Israel will not "sit idly on its hands" in the face of Palestinian actions, complains that the PA is trying to internationalize the conflict by getting the UN involved.
