Israeli settlers also seize 20 residential structures from Palestinians who were displaced in November 2023 in al-Ma’ajat near Jericho. Israeli forces shoot and kill a Palestinian man near Beit Fajjar, claiming he shot and injured 2 Israeli soldiers. Israeli forces arrest 4 Palestinians in and around ‘Azzun, Kafr Thulth, and Hebron. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. An Israeli soldier is killed in combat. In Lebanon, Hezbollah forces fire missiles at Israeli forces in al-Tayhat Hill and al-Malikiyah, injuring 2. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. In the West Bank, Israeli settlers raid Jalbun and Huwwara, opening fire at homes; no injuries are reported. Israeli forces demolish 7 agricultural structures in Barta’a and 2 agricultural structures in Qabalan. Israeli forces also deliver a stop-work notice for a Swiss-funded sports field in Qalandia and seize a vehicle and equipment. Elsewhere, Israeli forces set up 2 iron gates on roads leading to Huwwara. Israeli forces also arrest 20 Palestinians during late-night raids in and around Hebron, Jericho, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. Former State Department office of public and congressional affairs director Josh Paul, who resigned on 10/18 in protest over the Biden administration’s policy toward Israel’s attacks on Gaza, told CNN that Israel had raided the offices of Defense for Children International – Palestine (DCI – Palestine) in 2021 after the State Department had shared credible evidence of a Palestinian child being raped at al-Mascobiyya Interrogation Center in Jerusalem with Israel. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu and attended a meeting of the Israeli war cabinet. Blinken also reportedly expressed support for Israel’s continued war but warned that the longer it takes the more pressure there would be on Israel and the U.S. Blinken also met PA president Mahmoud Abbas in Ramallah, saying the 2 discussed the need for reforms in the PA to combat corruption, aid to Gaza, and settler violence. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The New York Times reported that Israeli military and intelligence officers knew of Hamas’ plans for Operation Al-Aqsa Flood but dismissed the attack as aspirational. The Israeli military obtained a 40-page document it called “Jericho Wall” outlining the plans for the operation, which the Times said was followed “with shocking precision.” The document showed that Hamas had intricate knowledge of Israeli military bases, prompting questions of whether it had informants in the Israeli military. Hamas said it had agreed to the terms of the first prisoner exchange and temporary ceasefire. Islamic Jihad said it was coordinating with Hamas on the prisoner exchange deal. The Israeli war, security, and government cabinets convened in separate meetings in the evening to discuss the deal. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. Pentagon deputy press secretary Sabrina Singh said the U.S. continued to supply Israel with “155 mm rounds, precision-guided munitions, and air defense systems.” Politico reported that the U.S. had sent Israel the coordinates for humanitarian sites, including hospitals, and gave Israel information about the movement of aid groups to avoid Israeli attacks on protected groups. Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. PA president Mahmoud Abbas met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi, receiving his credentials. Ambassador al-Sudairi also met with PA foreign minister Riyad al-Maliki, saying at a press conference that “the Arab Peace Initiative is the main point in any upcoming agreement” to normalize relations with Israel. Palestinian Americans and Arab American civil rights organizations filed a lawsuit against the U.S. government, stating that the government is endorsing discrimination against Palestinian Americans by admitting Israel into its Visa Waiver Program. American-Arab Anti-Discrimination Committee national executive director Abed Ayoub said the organization will hold the government “accountable for any actions that create separate classes of U.S. citizens.” The other plaintiffs were 3 Palestinian Americans and the organization Democracy for the Arab World Now. The plaintiffs argued that the U.S.-Israeli memorandum, which was kept secret, for the creation of the trial period “differentiate treatment to U.S. citizens who are ‘residents’ of the occupied West Bank, no including East Jerusalem; U.S. citizens who are residents of the occupied Gaza Strip; U.S. citizens who are registered on the [Palestinian Population Registry] but not residents in either the West Bank or Gaza Strip; and U.S. citizens who are not of Palestinian nationality.” Israeli foreign minister Eli Cohen announced that Israel had been admitted to the program on 9/25 2 days before the U.S. made an official announcement on 9/27. The Israeli Justice Ministry’s police misconduct unit indicted an Israeli soldier for shooting a 16-year-old Palestinian girl in the back with a baton round while she was in her yard in Sheikh Jarrah in 2021. Fatah Central Committee member Azzam al-Ahmad said the Islamist groups that Fatah have been fighting with since the end of July in Ain al-Hilweh refugee camp have until the end of the month to hand over the accused killers of Fatah general Mohammad al-Armoushi. Al-Ahmad also said that Fatah is not opposed to the Lebanese army entering the camp and accused Hamas of fighting Fatah “in some areas of fighting.” Hamas denied that it was involved. 18 people have been killed and 140 injured in the camp since 9/7. The UN World Heritage Committee under the UNESCO voted to list Tell es-Sultan near Jericho as a World Heritage Site in Palestine during a session in Saudi Arabia. Israel criticized the decision. Last week MKs Yuli Edelstein, Limor Son Har-Melech, and Simcha Rothman wrote letters to members of the World Heritage Convention urging them not to list Jericho as a World Heritage Site in Palestine, saying Jericho is mentioned 53 times in the Bible giving Israel primacy in the city. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership.
