In the West Bank, Israeli forces demolished 1 house under construction in Kafr ad-Dik and 1 agricultural structure in Birin. Israeli forces also demolished 2 homes near Hebron, displacing 12, demolished a nursery in al-Jib, and delivered a demolition notice against 1 school in Khashem al-Karm in the Masafer Yatta area. 3 Israeli soldiers also threw an explosive device at a house in Bethlehem; the 3, who are Druze citizens of Israel, were later arrested by Israel. 19 Palestinians were arrested during late-night raids in Tuqu’, Hizma, Qatanna, al-Bireh, Qalqilya, Nil’in, Deir Sharaf, Tulkarm, and Tammun. Off the coast of Gaza, Israeli naval forces arrested 6 Palestinian fishermen and seized their boat northwest of Rafah. The Israeli military reported a rise in Israeli settler attacks on Palestinians from 426 recorded incidents in 2021 to 838 in 2022. It also released data claiming that Palestinian attacks on Israeli forces and settlers had risen from 91 incidents in 2021 to 281 in 2022. The Wall and Settlement Resistance Commission said the number of attacks carried out by Israeli settlers and soldiers was 833 for the month of November. (HA 11/28; MEMO 11/29; MEMO 12/2)

Israeli prime minister Yair Lapid wrote a letter to more than 50 heads of state, urging them to pressure the PA not to move forward with a UNGA resolution calling for the International Court of Justice to provide a legal opinion on the Israeli occupation. The draft resolution was adopted by the UN special political and decolonization committee with 98 votes in favor on 11/11. In the letter, Prime Minister Lapid also asked the countries to vote against the resolution should it be brought to the assembly. (HA, MEMO, REU 11/29)

In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. In East Jerusalem, 2 Palestinians were arrested. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and Maghazi; no injuries were reported. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. The Israeli military attorney told Adalah that it would not hand over the alleged evidence against the 6 rights organizations deemed terrorists by Israel, saying that the evidence is classified. (Adalah, WAFA 1/6)

Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli settlers brought their sheep to graze on Palestinian-owned agricultural lands in Tuba. 1 Israeli settler also opened fire at Palestinians near al-Arroub refugee camp, claiming that Palestinians had thrown stones at his car. Israeli forces detained and interrogated 24 Palestinians at a school in Surif. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly stabbed an Israeli settler in East Jerusalem near the Damascus Gate plaza. The soldiers shot the Palestinian man in what looked like an execution as he was lying on the ground several feet away from the Israeli forces. PA president Mahmoud Abbas called the killing a war crime. Ofer Cassif of Joint List called the killing a “summary execution,” as did UN OHCHR. Israeli forces subsequently dispersed Palestinian protesters using stun grenades. 1 Palestinian family started demolishing their own home in Bayt Hanina, displacing 7. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 5 nautical miles northwest of Rafah, causing damage to 1 boat. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khuza‘a; no injuries were reported. In the West Bank, Israeli settlers opened fire at Palestinians near Salfit; no injuries were reported. Israeli settlers also planted crops on Palestinian-owned land in Taqqua. Israel approved the seizure of 147 dunams (36 acres) of land in Nahalin and Husan. Israeli forces handed temporary eviction orders for Palestinian residents of Khirbet Ibziq, saying they had to leave their homes for 4 days due to a military exercise. 4 Palestinians were arrested, including 3 during raids in and around Ramallah and Hebron; 1 was arrested at a checkpoint in Bayt Jala. In East Jerusalem, a mob of several hundred Israeli settlers and right-wing Israelis attacked Palestinians in several parts of East Jerusalem, injuring at least 105 Palestinians, 22 of whom were hospitalized; Israeli police said that 50 people were arrested, including Palestinians and Israelis; 1 Israeli settler was reported injured by Palestinians. The mob was summoned by the Israeli organization Lehava and was chanting “death to Arabs” as they were ravaging the city. 1 Israeli settler was arrested at the Haram al-Sharif compound for planning to stab Palestinians. In Gaza, Israeli forces made incursions and leveled land east of Rafah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. PA prime minister Mohammed Shtayyeh urged UK cabinet office minister Michael Gove to pressure Israel in allowing Palestinians in East Jerusalem to partake in the upcoming Palestinian elections, during a meeting in Ramallah. (WAFA 4/22)

Syria fired anti-aircraft missiles at Israeli fighter jets, which missed and landed near Dimona in the southern part of Israel. Israel subsequently attacked a location near Damascus, wounding at least 4 and causing damage. (AJ, AP, HA, JP, REU 4/22)

21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. IDF Maj. Gen. Mordechai confirms international press reports that the Israeli authorities are withholding the corpses of 2 Palestinians killed along Gaza’s border fence on 3/30. He says that they have no intention of returning the corpses until Hamas returns the remains of the 2 IDF soldiers and the 2 Israeli civilians allegedly being held in Gaza. (JP, TOI, YA 4/1)

Israeli DM Avigdor Lieberman rejects calls from the UN and EU for an independent and transparent investigation into in the Israeli killings of peaceful protesters in Gaza on 3/30. Instead, he says that “our troops deserve a commendation.” (JP, MNA 4/1; HA 4/2)

For the first time since U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, there are no major Palestinian demonstrations in the oPt. In the West Bank, the IDF shoots and injures 2 Palestinians, arrests 14, and issues arrest summons to 1 during late-night raids in and around Bethlehem, Tulkarm, Qalqilya, Jenin, Nablus, and Ramallah; and patrols near Hebron and Nablus. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Anata refugee camp, Issawiyya, and Silwan. The UNSC votes on a resolution that Egyptian diplomats circulated on 12/16. The resolution states that any decisions about Jerusalem’s status have no legitimacy under international law. Every member votes in favor, except the U.S., which exercises its veto. U.S. ambassador to the UN Nikki Haley calls the resolution an “insult” that won’t be forgotten. Jordan Valley, as well as a house and a barn nr. Hebron. Sparked by an IDF raid in c. Bayt Umar nr. Hebron, Palestinian residents clash with the Israeli troops, lightly injuring 1 soldier. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. The Israel Electric Corporation announces that it will begin intermittently cutting power to the West Bank at the end of the mo. due to the PA’s outstanding debts, which total around NIS 1.8 m. (around $458 m.). (MEMO, YA 1/29)
