Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Also at the UN security council, Russian foreign minister Sergey Lavrov backed PA president Mahmoud Abbas’s call for an international conference to promote peace between Palestine and Israel. The Israeli higher planning committee gave the final approval for 365 new settler units and preliminary approval for 415 other settler units in the West Bank as promised by Israeli prime minister Benjamin Netanyahu on 1/11. The UN Security Council approved appointing UN Middle East envoy Nickolay Mladenov to be its new envoy to Libya and approved Norwegian national Tor Wennesland as the UN envoy to the Middle East. A top Iranian nuclear scientist, Mohsen Fakhrizadeh, was assassinated while driving his car in Absard some 40 miles east of Tehran. Iran said that there were “serious indications of Israeli responsibility.” An anonymous Israeli official confirmed to the NYT that Israel was behind the assassination. The NYT also had 3 other intelligence sources confirm Israel’s involvement. According to Iran’s Fars News Agency, Fakhrizadeh was killed by a remote-controlled machine gun attached to a deserted car. The NYT reported a different story of the events in which 12 assassins caught up to Fakhrizadeh’s car and shot him before leaving the scene unharmed. Israel has previously claimed that Fakhrizadeh was the scientist behind Iran’s nuclear program and Israeli prime minister Benjamin Netanyahu said in 2018 during a press conference that people should remember Fakhrizadeh’s name. Former CIA director John Brennan condemned the assassination, calling it “flagrant violation of international law.” The EU, UN, UAE, and Jordan also condemned the assassination. Israel assassinated at least 4 Iranian scientists between 2010 and 2012. Several Israeli public officials denied knowing who assassinated Fakhrizadeh. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. The EU told Serbia and Kosovo that if the countries still desire to become member states of the EU, they will have to follow EU policy, including not moving their Israeli embassies to Jerusalem as this would undermine EU policy and international law. PA prime minister Mohammad Shtayyeh called on Israel to close all crossings to the West Bank to curb the spread of COVID-19. In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Of illegal Israeli settlement, Greenblatt said, “I don’t even like the word settlement. I think it’s a pejorative term. I use the term neighborhoods and cities.” (PBS 7/17; HA 7/18)

In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop.
