Fuel imports to Gaza resume for the 1st time since 8/15 after the EU receives assurances that Hamas will not benefit fr. electricity sales. The IDF bulldozes Palestinian land along the Gaza border e. of Jabaliya r.c. to improve lines of sight. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, damaging 10 boats, arresting 8 fishermen, forcing others to return to shore. In the West Bank, the IDF demolishes a Palestinian home nr. Salfit; patrols in Jenin town and r.c.; conducts arrest raids, house searches in and around Hebron, in ‘Ayn Bayt al-Ma’a r.c. In Gaza, the IDF sends tanks, bulldozers into al-Bureij r.c. to level land, sparking an exchange of gunfire that leaves 1 Palestinian bystander wounded. Israel authorizes the Nahal Oz fuel pipeline to reopen, but the European Union (EU), which underwrites PA fuel imports, suspends payments for fuel supplies until it receives assurances that the Hamas government in Gaza will not receive tax revenues fr. the sale of electricity produced with the fuel imports. In the West Bank, the IDF conducts arrest raids, house searches nr. Jenin and in Bethlehem, Qalqilya, Tulkarm; patrols in al-Yamun nr. Jenin. The U.S. and EU end their boycott on aid to and diplomatic contacts with Abbas’s PA, pledging to work with and support the emergency government. In Gaza, Hamas mbrs. on the Gaza side of the Erez crossing exchange fire with IDF soldiers on the Israeli side, trapping in the crossfire some 400 Palestinians hoping to leave Gaza, killing 1 Palestinian, wounding 11. Israel has allowed around 200 Fatah mbrs. to flee Gaza for the West Bank via Erez. Egypt reports that 344 Fatah security mbrs. have fled Gaza for Egypt; all will be repatriated to the West Bank. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin; demolishes a Palestinian home in East Jerusalem. Clashes at Nahr al-Barid r.c. btwn. the Lebanese army, FI continue, with the army resuming shelling of the camp; at least 3 soldiers are reported killed. In ‘Ayn al-Hilwa r.c., 2 Jund al-Sham mbrs. are killed, 3 are injured when explosives they are handling detonate prematurely. (DS 6/19 in WNC 6/20; NYT, WP, WT 6/19)

In Gaza, Fatah-Hamas fighting that erupted in Rafah on 6/9 escalates sharply, spreading across the Strip (Dayr al-Balah, Gaza City, Jabaliya r.c., Rafah), with 100s of gunmen exchanging RPG and machine gun fire, and sides kidnapping rival mbrs. and setting up security checkpoints, leaving at least 4 Palestinians dead, 36 wounded (mostly civilians). Incidents include a PA presidential guard mbr. being shot and thrown off an 18-story Gaza City building, the retaliatory abduction and killing of a Hamas cleric, and the murder of an ESF officer by throwing him off a high-rise building. Late in the evening, Fatah, Hamas officials call on their fighters to leave the streets and observe a cease-fire. Meanwhile, in response to the 6/9 Islamic Jihad–AMB attack, the IDF makes 3 predawn air strikes on Gaza City, destroying a study center and charitable association run by Islamic Jihad and an alleged AMB weapons depot, wounding 7 bystanders. The IDF ends operations in Shuka, releasing all but 6 Palestinians detained at the start of the incursion on 6/8. Citing intraPalestinian fighting, Israel forces the closure of Rafah crossing, barring EU monitors fr. reaching the site. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron. Jewish settlers burn 200 d. of Palestinian agricultural land nr. Tulkarm. Israel allows the Rafah crossing to Egypt to open for departures for the 1st time since 3/6, sparking a surge by 100s of Palestinians seeking to exit that leaves a 61-yr.-old Palestinian dead; PA presidential guardsmen controlling the exit use clubs, fire at the ground to push back travelers seeking to exit, wounding 7 and prompting the European Union (EU) observers to close the crossing. The IDF also sends bulldozers into Gaza e. of Bureij r.c. to level land. Palestinians shut the Sufa crossing to protest the attack today on the Palestinian director of the crossing by unknown gunmen (no injuries reported). In the West Bank, the IDF storms a mosque, several houses in Hebron nr. the settler-only bypass road Route 60, threatening to demolish the mosque if there were any more stone-throwing from the area (the IDF cmdr. involved is later suspended for his actions); fires on stone-throwing Palestinians in Tubas nr. Jenin, wounding 3 Palestinian teenagers and a 60-yr.-old bystander; shoots, wounds an unarmed Palestinian attempting to cross the separation wall nr. Abu Dis; conduct arrest raids, house searches in Tulkarm and nr. Bethlehem, Jenin, Ramallah (firing on stone-throwing youths who confront the troops, wounding 2 with live ammunition). PA security force mbrs. demonstrate in Gaza City and Bureij r.c. to protest the PA’s nonpayment of salaries, local banks’ automatic deduction of debts owed from the partial salary payments that are automatically deposited. The IDF allows departures through Rafah crossing for the 1st time since 1/8, causing a near riot among the 10,000–12,000 Palestinians gathered in the exit area, forcing the EU monitors to close the crossing late in the morning. Palestinians later fire on Rafah crossing in an attempt to force it to reopen, wounding 1 Palestinian bystander. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in ‘Azun, clashing with stone-throwing Palestinians who confront the troops; conduct arrest raids, house searches in and around Nablus, nr. Qalqilya, and in Hebron, Tulkarm town and r.c. Israeli authorities begin excavation work 50 yds. fr. the Haram al-Sharif/Temple Mount with the stated purpose of replacing a centuries-old walkway damaged in a snowstorm in 2004, denies archeological digging is underway though it admits that, by law, any artifacts must be salvaged before work can begin; Waqf officials protest the work; Hamas organizes peaceful demonstrations in Dayr al-Balah, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah against the construction. In Gaza City, Dahlan’s bodyguards kill 1 ESF mbr., wound 3 in a drive-by shooting. In Khan Yunis, ESF mbrs. release Dahlan’s nephew, kidnapped on 2/3, after severely beating him. ESF, Fatah mbrs. exchange fire in Khan Yunis, wounding 1 bystander. ESF mbrs. break into a Force 17 base in Bayt Hanun, temporarily detain 4 Force 17 mbrs. The IDF conducts arrest raids, house searches in Jericho and neighboring ‘Aqabat Jabir r.c., Qalqilya, Tamun and nr. Hebron. The Israeli navy fire 7 shells at Palestinian fishing boats nr. Rafah, forcing the boats back to shore, causing no injuries; later in the day arrests 6 Palestinian fishermen off the Rafah coast, confiscating 2 boats. Inside Israel, the Israel Lands Authority issues demolition orders for a Palestinian playground in the unrecognized village of Dahamesh nr. Ramla, stating it was built illegally on state land and “represents an incursion into farmland beyond the boundaries of the unrecognized settlement”; children in Dahamesh had no safe place to play before the playground was built with EU donor funds. In Gaza City, DFLP, PFLP, Islamic Jihad mbrs. hold a sit-in to protest ongoing Fatah-Hamas violence. Meanwhile, ESF, Fatah mbrs. exchange fire in Bayt Lahiya, wounding 1 ESF mbr. A Force 17 mbr. injured in clashes with Fatah in Gaza City on 1/9 dies. In the West Bank, suspected Fatah mbrs. vandalize, set fire to offices of the Jinata municipality (controlled by Hamas) nr. The IDF makes its largest daylight arrest raid in the West Bank in more than 2 yrs., sending troops, armored vehicles, bulldozers into Ramallah, with helicopter support, arresting 4 and sparking an exchange of gunfire that leaves 4 Palestinians dead (including at least 3 bystanders), more than 20 wounded (including a journalist); the main target, local AMB leader Rabi‘a Hamad, is wounded but escapes. In reaction Abbas issues a statement saying that the raid proves that “Israeli calls for peace and security are fake.” Haniyeh again cuts short his regional tour to return to Gaza to deal with factional violence. In accordance with new security arrangements agreed by Abbas, Israel, the U.S., and European Union (EU) on 1/3, Haniyeh is forced to undergo a stringent security check before being allowed back into Gaza. In addition, the IDF sends undercover units into al-Duha nr. Bethlehem in a vehicle with Palestinian license plates, where they shoot, wound, arrest a wanted Palestinian; conducts arrest raids, house searches in al-Khadir nr. Bethlehem. Meanwhile, IDF troops on the Gaza border fire on Palestinian farmers working their land nr. the border fence n. of Bayt Lahiya, wounding 4. Suspected Fatah mbrs. ambush an ESF convoy in Bayt Lahiya, killing 1 ESF mbr., wounding 2. Later in the evening, ESF mbrs. surround the Bayt Lahiya home of PSF Col. Muhammad Gharib, who was allegedly involved in the ambush, sparking an exchange of gunfire and RPGs that leaves Gharib, 4 of his guards dead, at least 36 Palestinians wounded (including 8 children). In al-Maghazi and Dayr al-Balah, 5 Palestinians are wounded in clashes btwn. Fatah, Hamas supporters. Hamas releases Fatah mbrs. kidnapped in Bayt Lahiya on 1/3 in a deal brokered by smaller factions. In Gaza City, a Hamas mbr. dies of injuries he received on 1/3 when a bomb he was handling exploded prematurely. In Jenin, unidentified assailants set fire to car of the PA Prison Affairs M.
