In response to reported stone-throwing incidents in the area, the IDF reopens a checkpoint nr. Nablus that they had closed on 7/9. Elsewhere in the West Bank, IDF troops shoot and injure 3 Palestinians and arrest 4 others during clashes sparked by a raid in Dahaysha r.c. nr. Bethlehem. They conduct further raids and house searches nr. Nablus, arresting 2 Palestinians, and patrol nr. Hebron throughout the day. In Israel, the Israeli police announce that they have arrested 10 Palestinians working in Israel without proper permits and demolished their camp nr. Tamra. It is unclear when the raid took place. The PA Foreign Ministry releases a statement, in Arabic only, “relieving” the international community from “issuing useless condemnations against Israeli settlement” activities. The statement follows a week of Israeli settlement growth announcements and rote condemnations from the U.S., EU, and UN. (MO, PAMFA 7/29)

In East Jerusalem, around 60 Jewish settlers tour Haram al-Sharif. Israeli forces arrest 1 Palestinian and confiscate a number of computers during a raid nr. Shu‘fat r.c. In the West Bank, IDF troops raid Nur Shams r.c. nr. Tulkarm late at night, arresting 1 Palestinian and sparking clashes with stone-throwing Palestinian youths (3 are injured, 1 seriously). They arrest 7 more Palestinians during raids nr. Bethlehem and Nablus. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. The EU Foreign Affairs Council endorses the French peace initiative at its monthly meeting in Brussels. The Council also requests the EU’s External Action Service to devise a set of economic and security incentives to cajole the Israelis and Palestinians into an agreement. Commemorating Jerusalem Day, thousands of Israelis march through the Old City; there are no major altercations with Palestinian residents of the Muslim Quarter (as there were in previous years). Earlier, around 208 Jewish settlers tour Haram alSharif and thousands more gather at the Western Wall; 4 of the settlers (3 for breaking the rule barring non-Muslim prayer, 1 for allegedly assaulting an Israeli police officer) and 2 Palestinian women are detained at the sanctuary around the same time for disturbing the peace, according to an Israeli police spokesperson. In the Old City overnight, Israeli settlers attempt to set fire to a Palestinian store; the proprietors quell the blaze in time, preventing any serious damage. Elsewhere in East Jerusalem, Israeli forces arrest 4 Palestinians during raids in Biddu, Jaba‘, and the Old City. Meanwhile, Egyptian authorities open the Rafah border crossing for the 2d of 2 planned days. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries. In the West Bank, Israeli forces disassemble and confiscate 7 EU-funded residential structures in a bedouin village nr. Jerusalem, and issue stop-work orders to 2 homes under construction nr. Hebron. IDF troops arrest 8 Palestinians during late-night raids and house searches in and around Hebron, Bethlehem, and Qalqilya; and patrol nr. Hebron and Jenin throughout the day. For a 3d day in a row, IDF troops stationed along Gaza’s border open fire on Palestinian farmers nr. Gaza City, causing no injuries. In the West Bank, IDF troops conduct a raid in Tubas, arresting 1 Palestinian and sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. In c. Hebron, around 80 Israeli settlers break into 2 empty homes, claiming that they were legally purchased from Palestinians (the Israeli govt. is caught unaware of their actions). The break-in sparks clashes with stone-throwing Palestinians in the area, which the IDF violently disperses; there are no serious injuries. Elsewhere, the IDF conducts raids and house searches in Balata r.c. nr. Nablus, Jenin, and 1 village nr. Tulkarm, arresting 5 Palestinians; patrols in 7 villages nr. Hebron and 1 nr. Ramallah. Israeli forces raze a small swath of land nr. Tulkarm, a greenhouse and water well in a village nr. Hebron, and 2 EU-funded structures in the E1 area nr. Jerusalem. An Israeli settler rams his car into 2 Palestinians nr. Salfit, killing 1 and injuring the other. Then, Israeli settlers shoot and critically injure a Palestinian in the Tekoa settlement nr. Bethlehem after he allegedly stabs and injures a pregnant Israeli settler. After the attack, the IDF raids the suspect’s home in a village nr. Bethlehem, arresting his son; orders the removal of all Palestinian workers from the Gush Etzion settlement bloc where Tekoa is located. Meanwhile, the IDF conducts further late-night raids and house searches in 2 villages nr. Bethlehem, 1 nr. Jenin, ‘Askar r.c. and ‘Aqabat Jabir r.c., and in and around Hebron and Nablus, arresting 17 Palestinians; patrols in the Hebron and Ramallah areas. Israeli settlers throw stones at Palestinian vehicles nr. Nablus, damaging 2. In East Jerusalem, Israeli forces arrest a Palestinian in Shu‘fat when he is found with a knife on his person. In Israel, suspected rightwing Jewish activists vandalize and set fire to a carwash in Petah Tikva because the owner hired Palestinian employees. The IDF announces that, starting on 1/19, Palestinian laborers will be banned from working at Israeli settlements, citing the incident in Tekoa to justify the ban. The ban will last for 2 days. (HA, TOI 1/18; MNA 1/19)

The EU Foreign Affairs Council adopts a series of “conclusions on the Middle East peace process,” with provisions on Israel’s settlements, restarting peace negotiations, and reaffirming the 11/11/2015 guidelines on labeling products imported from Israel’s settlements. Due to Israeli lobbying over the past week, the final language does not codify a “distinction” between Israel and its settlements. (EUPO, HA, REU, TOI, WAFA 1/18)

In the West Bank, IDF troops shoot and kill a Palestinian at a checkpoint nr. Nablus after he allegedly throws a knife at them. Israeli forces seal off with cement blocks the main road leading to Nabi Salih nr. Ramallah, after the previous day’s protests in the village. The IDF conducts late-night raids and house searches in Dahaysha r.c. nr. Bethlehem and Hebron, arresting 1 Palestinian and issuing arrest summons to 3; patrols in 7 villages nr. Ramallah, 2 nr. Hebron, Tulkarm and 2 villages nearby, and 1 village nr. Jenin. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis and later nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Dayr al-Balah, causing no injuries or damage. The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia.
