In the West Bank, Israeli settlers tried to steal sheep in Qarawat Bani Hassan before being chased away by Palestinians. Israeli forces delivered stop-work notices for 1 house, 1 water well, and 1 outhouse in al-Twana. 6 Palestinians, including 2 11-year-old boys, were arrested during late-night raids in Hebron, Husan, and al-Zawiya. In East Jerusalem, 1 Palestinian minor was arrested during a late-night raid in Silwan. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. Israel’s Knesset passed a bill to connect homes built without a permit before 2018 to the electricity grid inside of Israel. The bill, pushed by the United Arab List, will provide electricity to many Palestinian Israelis living in the Negev desert. (HA 10/24)

Israeli Labor leader Merav Michaeli and Meretz leader Nitzan Horowitz, both part of the Israeli government coalition, demanded in a cabinet meeting that prime minister Naftali Bennett put a hold on the 10/22 labeling of 6 Palestinian rights organizations as terrorist organizations and further settlement expansion. In the West Bank, Israeli settlers attacked 1 Palestinian working on rehabilitating a road east of Yatta and damaged the excavator he was using. Israeli forces delivered demolition notices for 20 residential structures in Rujeib, a house under construction, and an agricultural shack in Battir. Israeli forces also seized a mobile home in Khallet al-Nahleh, south of Bethlehem. Elsewhere, Israeli forces shot and injured 1 Palestinian who tried to enter Israel through a hole in the separation wall near ‘Anin before arresting him. 13 Palestinians were arrested during late-night raids in and around Jenin, Jenin refugee camp, Rummana, Tulkarm, and Qarawat Bani Hassan. In East Jerusalem, 44 Israeli settlers toured the Haram al-Sharif compound. Israeli settlers led by Israeli MKs from HaTzionut HaDatit (The Religious Zionist) party Bezalel Smotrich and Orit Strock harassed Palestinian residents under eviction threat in Shaykh Jarrah. 1 Palestinian family demolished their own home in Issawiyya. 5 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and al-Sudaniyya; no injuries were reported. After meeting in a Hamas office, various political and military factions in Gaza issued a warning to Israel to ease the blockade. The factions said that if Israel does not comply, they would allow the launching of incendiary balloons and protests by the Gaza fence. (AJ, MEMO 6/23)

Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. The U.S. seized the domain name for the news site Palestine Today and more than 30 Iranian and Iranian-linked websites, including state-run news agencies. (HA, MEE, REU 6/22; AJ 6/23)

The EU provided the PA and Palestinian banks with a loan of $425 million to help keep the Palestinian economy going as it is facing an economic crisis due to the Israeli occupation and the COVID-19 pandemic. (HA 6/22)

In the West Bank, Israeli settlers set up sheds in Dayr Istya. Israeli settlers with military escort vandalized property in Burqin and Israeli forces attacked Palestinians when they tried to fend off the settlers, injuring 2 with rubber-coated bullets. Israeli forces also shot and killed 1 Palestinian child and wounded dozens of others during a protest at a checkpoint in Bil‘in; Israel said that 2 Israeli soldiers were lightly injured. Elsewhere, Israeli forces shot and killed 1 Palestinian in Hebron, saying he was going to attack the soldiers. Israeli forces also violently dispersed Palestinian protesters in Ramallah, killing 2 and injuring 64. Separately, Israeli forces violently dispersed Palestinian protesters in Qalqilya, injuring 12 with live ammunition and 20 with rubber-coated bullets; others suffered tear-gas related injuries. In Gaza, 3 Palestinians were killed, including 1 child, and many were injured, raising the comprehensive death toll since 5/10 from 216 to 219, including 63 children and 2 pregnant women. The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. France called for the UN security council to agree on a resolution calling for a ceasefire. Prime minister Emmanuel Macron made the call after a meeting with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II. (AJ, REU 5/18; AP, HA 5/19)

The EU foreign ministers met to discuss how to help facilitate a ceasefire between Israel and Hamas. Hungary was said to have prevented consensus on a meaningful engagement. Separately, Germany said it would donate $48.9 million in humanitarian aid to Gaza. (AJ, AJ, AP, HA, HA, HA 5/18; ALM 5/19)

In the West Bank, Israeli settlers raided Palestinian lands near Bethlehem before being fended off by Palestinians. Israeli forces shot and killed 1 Palestinian teen, claiming he tried to stab 2 Israeli soldiers with a knife at a checkpoint near Nablus; none of the Israeli soldiers were injured. When Israeli forces raided the deceased Palestinian’s family home in Qarawat Bani Hassan, clashes erupted. Israeli forces also seized 1 agricultural structure in al-Burj and razed Palestinian-owned farmland in Luban al-Sharqiyya. Elsewhere, Israeli forces raided Tubas, leading to clashes; tear-gas related injuries were reported. Israeli forces also assaulted 1 Palestinian near Husan who was later taken to a hospital for his injuries. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Hizma. 10 Palestinians were arrested during raids in Bayt Fajjar, Tulkarm, Jenin refugee camp, Nablus, and Qalqilya; during the raids in Jenin refugee camp, clashes erupted and 1 Palestinian was shot with live ammunition, others suffered tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki criticized Israel for not providing vaccines for Palestinians in the West Bank and Gaza, saying that Israel is evading its responsibility to do so. (TOI 1/26)

Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Also at the UN security council, Russian foreign minister Sergey Lavrov backed PA president Mahmoud Abbas’s call for an international conference to promote peace between Palestine and Israel. Foreign Minister Lavrov said the conference should be held in the spring or summer and that it should include participants from Israel, Palestine, Russia, the UN, the U.S., the EU, Bahrain, Egypt, Jordan, the UAE, and Saudi Arabia.
