After mtg. with Palestinian notables in Rafah, Arafat stays the execution of PA police officer sentenced 3/10, orders a further investigation, releases all Palestinians detained during recent demonstrations. Arafat then leaves for a tour of the Gulf, Europe to continue consultations on Palestinian statehood with leaders of Saudi Arabia, Oman, Bahrain, UAE, Finland, Norway, Spain.
