Israeli-Palestinian clashes continue to escalate, leaving 1 Palestinian dead. 5 Palestinian mortars fr. Gaza land nr. the town of Sederot inside Israel, only 4 mi. fr. Sharon's farm, causing no damage. Although Hamas claims responsibility, Israel says the PA is "undoubtedly" behind the manufacture of homemade mortars, which Palestinians have increasingly used since late 1/01. After a mtg. of Sharon's inner cabinet, the IDF carries out 4 hrs. of land, sea, air strikes against PA security posts across the Gaza Strip, hitting Gaza City's main police headquarters, at least 7 Force 17 posts in Dayr al-Balah, Gaza City, Rafah; 1 PSF officer is killed, 36 Palestinians are injured. IDF officials say they are preparing for a "rolling episode." The IDF sets up roadblocks dividing the Strip into 3 parts; closes the border with Egypt; bulldozes Palestinian land nr. Bayt Hanun (217 dunams destroying 11 Palestinian homes), Rafah; directs shells, heavy machine gun fire at residential areas of Bayt Jala, Bayt Sahur, al-Khadir; occupies 2 Palestinian homes nr. At Israeli FM Peres's urging, Jordanian FM Khatib comes to Tel Aviv as planned (see 4/15). He presents Sharon, Peres with a formal, written version of the Jordanian-Egyptian nonpaper. Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. The IDF also eases open-fire regulations; shells residential areas of Aida camp, Bayt Jala, Nablus; demolishes 1 Palestinian home in al-Khadir, 1 in al-Tur. The Popular Front for the Liberation of Palestine (PFLP) detonates a car bomb nr. an IDF patrol outside Qeddumim settlement, causing no injuries. In Hebron, Jewish settlers blow up 4 Palestinian shops; afterward, the IDF bulldozes the buildings, surrounding area to create a buffer around the Abraham Avino settlement. Palestinians fire homemade mortars at the Qarni industrial zone. In Jerusalem, a Palestinian attacks, injures an IDF soldier, steals her M-16. In Washington, Mubarak briefs Bush on the Jordanian-Egyptian "nonpaper" (see 4/1), urges him to support the proposal and to become more involved in the peace process. Bush says the nonpaper ideas should be discussed; the U.S. can "facilitate" talks btwn. Israel, the PA, but it "can't force a peace." Bush also urges Egypt to return its amb. to Israel. The State Dept. certifies PLO compliance with the Oslo agmts. for the period 6/16/00+n12/15/00, saying PA security coordination with Israel was very high prior to 9/28/00, it is uncertain to what degree PLO or PA officials were actively involved in starting or encouraging violence after 9/28. Israeli-Palestinian clashes intensify, but no fatalities are reported. IDF helicopter gunships fire missiles at Palestinian gunmen during a 3-hr. battle nr. Rachel's Tomb in Bethlehem, which leaves 14 Palestinians injured, 2 Palestinian homes destroyed. In Gaza, the IDF forcibly removes 100 Jewish settlers blocking a road that the army had reopened to Palestinian use. Settlers also stone Palestinian cars, burn a stand of olive trees nr. Nablus. The IDF shells residential areas of Aida, al-Amal, Bayt Jala, Khan Yunis; bulldozes 10s of dunams of Palestinian farm land in Gaza to create a 2d bypass road fr. Qarni crossing to Netzarim settlement; levels land nr. Rafah. Palestinian gunmen fire on an IDF vehicle nr. Jinin, and soldiers return fire; no one is injured. To mark Ramadan, Israel partially reopens Rafah crossing, says it will transfer some of the money owed the PA. In Gaza, 2 roadside bombs explode nr. IDF patrols, causing no injuries; after 1 explosion, IDF soldiers open fire on nearby Palestinians, injuring 15. The IDF shells residential areas of Aida, Bayt Jala, Hebron, Khan Yunis, and Rafah, injuring 30 Palestinians; bulldozes around 150 dunams of Palestinian agricultural land nr. Gush Katif settlement, Khan Yunis, Kissufim crossing, and Qarni crossing in Gaza, leveling a total of 8 homes, an irrigation network. Jewish settlers set fire to Palestinian crop land nr. The Knesset convenes to vote on 5 no-confidence motions. Expecting to lose the votes given the expiration of Shas's safety net, Barak opens by announcing his willingness to hold new elections as early as spring 2001. MKs overwhelmingly approve the 1st readings of the motions. Israeli-Palestinian clashes intensify, leaving 8 Palestinians, 1 German doctor dead, over 110 Palestinians injured. (1 Palestinian dies en route to the hospital when his ambulance is blocked by Jewish settlers for over an hr.) A 9th Palestinian dies of injuries received earlier. The IDF shells Fatah headquarters in Hebron, Salfit, Tulkarm and an armory in Jericho. The IDF also shells residential areas of Bayt Jala, Bethlehem, Dayr al-Balah, Nablus, Tulkarm and bulldozes Palestinian agricultural lands in Rafah. IDF shelling in Bayt Jala damages a school and a cultural center, destroys an unfinished apartment complex. On the anniversary of the PLO's 1988 declaration of independence in Algiers, the PA does not unilaterally declare a Palestinian state or reaffirm the Algiers declaration as Israel, the U.S. had feared. Due to the ongoing closure, the PLOCC is unable to meet as planned. (AP 11/15) (see 9/10)

First Lady Hillary Clinton (the senator-elect fr. NY), U.S. special envoy Ross, Russian FM Ivanov are among those who attend the funeral of PM Yitzhak Rabin's widow, Leah Rabin, who died on 11/12. Barak sends top security aide Yossi Ginnosaur to Gaza to discuss security coordination with PSF head Dahlan. The IDF shells areas around Bayt Jala, Hebron, Jericho, Rafah, and Tulkarm, severely damaging more than 6 Palestinian homes, killing 1 man, wounding at least 8. The IDF uproots Palestinian olive groves nr. Netzarim Junction. IDF tanks in Psagot settlement fire into al-Bireh camp outside Ramallah in response to sniping. Pres. Clinton phones Arafat to urge him to halt Palestinian demonstrations, arrange a time to come to Washington to discuss resuming peace talks. Arafat gives no assurances. The White House says Clinton also phoned Barak, to urge Israeli restraint and invite him to a separate mtg. in Washington, but the leaders were "unable to speak." In a coordinated event, groups of West Bank Palestinians, 10,000s of Jordanians fr. across the kingdom march toward Jerusalem in a nonviolent demonstration of support for the right of return. While Palestinians are stopped at IDF checkpoints, the Jordanians are halted nr. Allenby Bridge by Jordanian riot police and security forces, with helicopter support. The Jordanian authorities beat back marchers with batons, water cannons, and tear gas, injuring 100s.
