More than 29,782 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,043 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 400 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,575 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 238 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 138 trucks carrying aid enter Gaza. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Bruqin. Armed Israeli settlers also threatened Palestinian shepherds in the Jordan Valley. Israeli forces attempted to assassinate 3 Palestinians traveling in a vehicle near Balata refugee camp, firing a missile at their car; no injuries were reported. Israeli forces also shot and injured 4 Palestinians, including 2 children, during raids in Tuqu’, al-‘Ayn, and Shuweika. Elsewhere, Israeli forces assaulted a Palestinian in Hebron. Israeli forces also punitively demolished the family homes of 2 Palestinians prisoners in ‘Urif. In East Jerusalem, Israeli forces severely assaulted a journalist, hospitalizing him in Wadi al-Juz. Israeli forces also violently dispersed Palestinians heading to the Haram al-Sharif compound. In Gaza, telecommunications remained cut off for the second day in a row, obfuscating reporting on the number of casualties. Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 100 Palestinians, including Al Jazeera journalist Samer Abudaqa and Palestinian New Press journalist Ramy Budair and 3 civil defense workers during an airstrike that also wounded Al Jazeera Gaza bureau chief Wael al-Dahdouh in Khan Yunis. Abudaqa was reportedly left to bleed out for 5 and half hours while rescue teams tried to secure safe passage during Israeli shelling of the area. Several members of al-Dahdouh’s immediate family were killed in an Israeli air strike on 10/25. The UN Office for the Coordination of Humanitarian Affairs released a report, saying 476 Palestinians, including 112 children, have been killed by Israeli forces and settlers in 2023. The Israeli security cabinet approved the reopening of the Karem Abu Salem (Kerem Shalom) crossing for humanitarian aid after U.S. pressure. Haaretz reported that the Israeli military, with approval from Religious Zionism leader Bezalel Smotrich and Otzma Yehudit leader  Itamar Ben-Gvir, had allowed 10,000 Palestinians from the West Bank to work in Israeli settlements upon request from settlement leaders. The Foreign Press Association and Al Jazeera condemned the Israeli killing of Al Jazeera journalist Samer Abudaqa. Al Jazeera said it would refer the killing of Abudaqa to the ICC. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

IDF troops under helicopter escort make a predawn incursion into Wadi alSilqa in c. Gaza to level Palestinian land to clear lines of sight. During the 12-hr. operation, Israeli helicopters repeatedly fire on surrounding areas to keep Palestinians away, wounding 1 Palestinian and starting a brush fire that destroys 15 d. of wheat. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israeli helicopters respond by firing 2 missiles at a Palestinian workshop in Rafah, injuring 5 Palestinian civilians (1 seriously) and damaging 7 nearby houses. IDF troops stationed on the Israeli side of the Erez crossing fire on open areas along the border inside Gaza, causing no reported injuries. Meanwhile, Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast 3 separate times and off the s. Gaza coast once, forcing the boats to return to shore. In the West Bank, the IDF conducts 2 sets of synchronized morning patrols in 3 villages nr. Jenin and 3 nr. Ramallah. Other IDF patrols are conducted in 1 village nr. Ramallah in the morning; in Tulkarm and 2 villages nr. Qalqilya in the evening; and in Jenin and 1 village each nr. Jericho and Tulkarm late at night. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job. Gaza, targeting a poultry farm and damaging a nearby greenhouse; no injuries are reported. Late at night, an Israeli warplane makes an air strike on a group of Izzeddin al-Qassam Brigades (IQB) mbrs. operating nr. the border n. of Bayt Lahiya, wounding 2 IQB mbrs. and damaging a nearby home. Also late at night, Israeli naval vessels halt and seize 3 Palestinian fishing boats off the s. Gaza coast, detaining 3 fishermen (released 6/6). In the West Bank, the IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; in 2 villages each nr. Jericho and Ramallah and 1 each nr. Jenin and Tulkarm in the afternoon; and in Jericho and 1 village nr. Ramallah at night. The IDF also bulldozes 5 residential tents in Wadi al-Malih village in the Jordan Valley nr. Tubas (an area designated as an IDF firing zone), and informs another 28 families in the same community that they must relocate or face demolition; conducts late-night arrest raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., in and around Jenin, and in Nur Shams r.c. nr. Tulkarm. Dozens of Palestinians demonstrate outside Israel’s Ofer military prison nr. Ramallah in solidarity with Palestinian prisoners held in Israeli jails; IDF troops fire live ammunition, rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, wounding 2. Meanwhile, 10s of Palestinians gather nr. the Qalandia r.c. nr. Ramallah to mark the 45th anniversary of Israel’s 1967 occupation; the IDF fires live ammunition and rubber-coated steel bullets to disperse the crowd, causing no serious injuries. Jewish settlers fr. the Hebron area burn 20 d. of Palestinian crop land in al-Zahiriyya village. Jewish settlers fr. Itamar settlement nr. Nablus beat a Palestinian shepherd grazing animals nearby; other Palestinians race to the scene, prompting 1 settler to fire in the air; IDF troops nearby intervene, arresting the shepherd and 3 other Palestinians. Israel allows 636 Palestinians to transit through the Rafah crossing (618 going into Egypt, 18 returning to Gaza). Israeli naval vessels halt and confiscate 2 Palestinian fishing boats operating 600 m off the Rafah coast, taking the fishermen to Ashdod port and returning them to Gaza after interrogation. IDF troops make a brief incursion into Gaza nr. Qarni crossing to level at least 60 d. of crops obscuring soldiers’ lines of sight into the Strip. In the West Bank, the IDF imposes a curfew on Kafr Haris nr. Salfit, patrols streets for several hrs. before escorting 10s of Jewish settlers into the village to visit historic tombs; they all depart late in the evening. The IDF also conducts late-night arrest raids, house searches nr. Nablus. In East Jerusalem, the IDF forces a Palestinian family to demolish their home in the Wadi al-Juz neighborhood, threatening to levy a $2,500 fine if the IDF were to carry out the demolition. As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). Overnight, the IDF makes an air strike on a suspected rocket-launching site in n. Gaza, killing 1 Palestinian. During the day, the IDF makes a 2d air strike, killing another Palestinian; briefly sends 25 armored vehicles into Wadi al-Silqa in c. Gaza to surround the home of senior Islamic Jihad mbr. Yusuf Samiri, who flees and is killed in an exchange of fire with troops; troops also fire on Samiri’s home, killing a Palestinian infant, wounding 4 Palestinians (including a woman and child). The IDF also sends tanks and bulldozers into s. Gaza to level land nr. the Rafah airport site, firing on surrounding areas, causing no reported injuries. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing damage but no injuries. In the West Bank, the IDF searches PA Education Min. offices in Nablus; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Qalqilya, nr. Hebron. As the quarter opened, Israeli and Palestinian Authority (PA) negotiating teams created at the 11/07 Annapolis summit were holding regular meetings to discuss final status. Israel, meanwhile, maintained an extremely tight seal on Gaza following Hamas’s 1/23– 2/3 breach of the Gaza-Egypt border (see Quarterly Update in JPS 147); no exports were permitted and only very limited humanitarian imports were allowed. During the day, the Israel Defense Forces (IDF) makes a ground incursion into Rafah, clashing with local gunmen, killing 1 Hamas mbr., wounding 7 Palestinians (including 1 bystander). In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn al-Sultan refugee camp (r.c.) nr. Jericho, nr. Nablus. A Palestinian resistance mbr. wounded during a 2/11 IDF raid on Wadi al-Silqa dies. An Islamic Jihad mbr. dies of injuries sustained on 2/15 when a mortar he was preparing exploded prematurely. The IDF makes an incursion into Wadi al-Silqa in central Gaza, searching homes, clashing with local gunmen, wounding 2 armed Palestinians, bulldozing 20 d. of land; makes an air strike targeting a carload of Hamas mbrs. in Rafah, causing no injuries but damaging 10 nearby homes; conducts arrest raids in al-Shuka; shoots, wounds a mentally handicapped Palestinian who strays nr. the border fence e. of Dayr alBalah. In the West Bank, the IDF and Shin Bet raid 14 money exchanges in Hebron, Jenin, Nablus, Ramallah, Tulkarm that have allegedly funneled money to “terror operations,” arresting 5 owners, seizing millions of dollars, computers, documents. The IDF also demolishes a Palestinian home in Wadi al-Juz in East Jerusalem; conducts arrest raids, house searches in and around Nablus and Tulkarm, in Qabatya.
