Later, Israeli soldiers shoot and injure 1 Palestinian youth in Nablus and 1 more in a village nearby. Israeli soldiers assault and arrest a Palestinian in Tulkarm. Meanwhile, the IDF conducts raids in 1 village and Qalandia r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes in each with stone-throwing Palestinian youths; at least 3 Palestinians are injured. IDF troops violently disperse Palestinians protesting and throwing stones in 1 village each nr. Ramallah and Nablus, and along Gaza’s border nr. al-Bureij r.c.; 5 Palestinians are injured and 1 is arrested. Israeli forces deliver stop-work orders to 5 residential structures under construction nr. Hebron. The IDF cracks down on Palestinian refugee camps in the West Bank, and several Palestinians are injured and 2 others are killed during the ensuing clashes. First, the IDF clashes with stone-throwers during a late-night raid in Qalandia r.c. nr. Ramallah, and 2 Palestinian drivers are killed after they allegedly attempt to ram Israeli forces amid the chaos; 4 Palestinians are injured, and 3 Israeli soldiers are lightly injured. Further clashes break out during IDF raids in Dahaysha r.c. nr. Bethlehem, injuring 10 Palestinians. Meanwhile, IDF troops conduct raids and house searches in Jenin r.c. and 1 village nearby, ‘Askar r.c. and 3 villages nr. In East Jerusalem, Israeli forces arrest a Palestinian in the Old City when she is found with a screwdriver; arrest 5 Palestinians on raids and patrols in Ras al-Amud, the Old City, and Jabal Mukabir. In Israel, a Palestinian armed with a hammer attacks his Jewish Israeli boss and a fellow Palestinian employee at a construction site in Modi’in, injuring both. Following 3 days of clashes in East Jerusalem, Israeli PM Netanyahu announces that “a modification of the rules of engagement will be examined as well as the establishment of a minimum penalty for those who throw stones”. In East Jerusalem, Israeli police assault 2 Islamic Waqf guards and a number of Palestinian women at Haram al-Sharif after they attempt to confront several right-wing Jewish activists in the sanctuary. They also arrest 3 Palestinians in the Old City. In Gaza, unknown assailants fire a rocket toward Israel, and it falls short of the border nr. Dayr al-Balah. Meanwhile, the Israeli authorities permit 500 Palestinian farmers to access their land (3,500 to 4,000 dunams, or 863 to 988 acres) along the border with Israel, from which they have been barred for 15 years. In the West Bank, IDF troops conduct late-night raids and house searches in and around Hebron, arresting 6 Palestinians and issuing arrest summons to 1; patrol nr. Hebron and Ramallah during the day. Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. In Gaza, a group claiming affiliation with ISIS launches a single rocket toward s. Israel, but it lands inside Gaza. The group will claim responsibility on 6/12, citing Israel’s treatment of Palestinian prisoners and the 6/10 killing of a Palestinian in Jenin r.c. as motivation. Off the coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. In the West Bank, Israeli forces level at least 17 dunams (around 4 acres) of agricultural land nr. Bethlehem to make room for settlement expansion; order 30 Palestinian families to leave their homes in the n. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. White House Chief of Staff Denis McDonough clarifies the Obama admin.’s response to Israeli PM Netanyahu’s campaign rhetoric and subsequent attempts to defend himself from international criticism in a speech at the annual J Street conference. “After the election,” McDonough says, “the PM said that he had not changed his position, but for many in Israel and in the international community, such contradictory comments call into question his commitment to a 2-state solution, as did his suggestion that the construction of settlements has a strategic purpose of dividing Palestinian communities and his claim that conditions in the larger Middle East must be more stable before a Palestinian state can be established.” (YA 3/23; HA, TOI 3/24)

A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11.
