Israeli forces also raid Ya’bad, assaulting 2 Palestinians and seizing 2 vehicles. In East Jerusalem, 2 Israeli settlers spit at a Christian abbot from Germany, the 2 are later placed under house arrest. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, and Gaza City, killing at least 107 people. The Israeli bombs hit a fuel tank at the European Hospital, causing damage to the hospital. The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, Israeli settlers raid Mughayyir al-Ubeid in the Masafer Yatta area, assaulting an elderly woman and stealing 3 of her sheep. Israeli settlers also assault a Palestinian grazing sheep in Shaab al-Butum. Elsewhere, Israeli settlers assault a Palestinian child in ‘Ayn Bus. Israeli forces kill 5 Palestinians in an airstrike on a car in Balata refugee camp and raid the camp, raiding 400 homes, vandalizing 50 business, and damaging 18 vehicles. Israeli forces also raid Tulkarm, killing 6 Palestinians, including 4 in an airstrike, 2 of them children, and 2 with live ammunition; 7 Palestinians are injured, including 2 medics, and an Israeli soldier is also injured, 5 medics are arrested, while Israeli bulldozers uproot pavement. MK Ofer Cassif is indicted on charges of assaulting an Israeli police officer in 2022 while on his way to a protest in the Masafer Yatta area. Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. Later he tells Channel 13 that there is no other way to restore security in the State of Israel than occupying all of Palestine, saying “[v]oluntary immigration of the residents of Gaza should be encouraged.” (AJ 1/17; AJ 1/18; HA 1/19)

U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. National Security Council spokesperson John Kirby says the U.S. will reconsider the terrorist designation if the Houthis end their attacks in the Red Sea. NBC reports that Prime Minister Netanyahu rejected a U.S. plan that links Israeli-Saudi normalization with the rebuilding of Gaza and steps toward the creation of a Palestinian state, telling Secretary Blinken in a meeting last week that he is not prepared to allow the creation of a Palestinian state. In the West Bank, armed Israeli settlers harass and intimidate Palestinians in Hebron. Israeli settlers also bring livestock to graze on Palestinian crops in the Masafer Yatta area. Elsewhere, Israeli settlers set up mobile homes near Tuqu’. Israeli forces shoot and injure 11 Palestinians during raids in Qatanna, Sabastia, Anabta, Zeita, and Tulkarm. Israeli forces also seize printing equipment and a vehicle from a printing shop in Nablus. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Beit Lahiya, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Dayr al-Balah, killing more than 150 people, including 70 in a residential building in Jabalia refugee camp, 43 in 2 homes in Khan Yunis, 27 in 2 homes in Dayr al-Balah, and 4 in an UNRWA school sheltering internally displaced people. Israeli snipers also shoot a Palestinian outside of al-Amal Hospital in Khan Yunis. Doctors Without Borders says it will evacuate staff and patients from al-Aqsa Hospital in Dayr al-Balah after Israel orders the evacuation of the area in which the hospital is located, noting that Israel has attacked the area around the hospital for several days. Israel claims it forces have assassinated the commander of the al-Qassam Brigades Nuseirat battalion Ismail Sirah and his deputy Ahmed Wahba. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. It was unclear if the soldier was taken captive on 10/7 or during the ongoing ground invasion. (AJ, HA, REU 12/30)

Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces earlier this week during the 60-hour raid on Jenin. Israeli settlers threw stones at Palestinian homes and set fire to agricultural structures in Arab al-Malihat. Israeli forces killed 5 Palestinians during a raid in Nur Shams refugee camp, including at least 2 in a drone strike. Israeli forces also opened fire at a vehicle in Dura, injuring the driver and his infant. Elsewhere, Israeli forces assaulted a Palestinian in Huwwara. An Israeli soldier was stabbed and injured near the Rantis checkpoint; a Palestinian was later arrested. In Gaza, communications were partially restored in southern Gaza after a telecommunications blackout since 12/14. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The PA health ministry said that about 30% of Gaza’s population is vaccinated against the COVID-19 virus. Almost 2 million doses of COVID-19 vaccines have been delivered to Gaza since the start of the pandemic in early 2020. (HA 1/27)

The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. The Palestinian Central Elections Commission also warned that its website could have been hacked and asked Palestinians to verify their data and report anything unusual. (PCHR 2/18; HA 2/21)

Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur.
