IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Firmly in control of Gaza, Hamas declares amnesty for Fatah leaders, except National Security Advisor (NSA) Dahlan, with the aim of quelling violence, releasing several of the 10 senior Fatah political security officials captured earlier in the day; orders all mbrs. of the PA security forces in Gaza to continue to report for duty to provide law and order, albeit under Hamas cmdrs. Hamas also calls for the immediate release of kidnapped BBC correspondent Johnston. With fighting suspended, Palestinian crowds loot abandoned Fatah buildings, targeting in particular Dahlan’s home and Abbas’s presidential compound; Hamas mbrs. surround and prevent looting at Abbas’s Gaza residence. Some violence persists, with a Fatah mbr. thrown to his death from a high building by the family of a man he killed earlier; a Fatah security official commits suicide after learning that he was on a Hamas wanted list. Meanwhile, Egypt reinforces its forces on the border with Gaza with riot police, APCs, and water cannons, fearing that Palestinians will attempt to flee Gaza for Egypt en masse at the first opportunity. Israel temporarily opens the Erez crossing to allow Fatah officials to escape Gaza for Ramallah. In the West Bank, Abbas names Finance M Salam al-Fayyad as his new PM, charging him with forming a government; issues a presidential decree suspending articles of the Basic Law (the interim Palestinian constitution) requiring the new government to receive a vote of confidence from the PC (currently controlled by the Hamas-affiliated Change and Reform party). Fatah-Hamas tensions remain high in the West Bank, where heavily armed Fatah mbrs. patrol in Ramallah in a show of force; Fatah mbrs. ransack Change and Reform offices, Hamas-run charity organizations in several cities; kidnap at least 9 Hamas mbrs. AMB mbrs. fatally shoot a Hamas mbr. in Nablus. Inside Israel, the Israel Prisons Service separates Fatah, Hamas detainees to prevent rioting. Meanwhile, the IDF conducts arrest raids, house searches, patrols in villages around Jenin, firing on residential areas, causing no injuries. In Gaza, the IDF conducts arrest raids, house searches in Dayr al-Balah; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 2. A day after completing disengagement fr. 25 Jewish settlements, Israel confirms plans to seize some 1,588 d. of West Bank Palestinian land to complete 10 mi. of separation wall around the southern part of Ma’ale Adumim settlement, to add 3,500 housing units there (more than twice the number of units removed under disengagement), to build a police headquarters in the E-1 area btwn. Ma’ale Adumim and Jerusalem. In Gaza, the IDF raids, searches, occupies 2 Palestinian homes in Khan Yunis as observation posts; raids, occupies a Palestinian home in Dayr al-Balah. In the West Bank, IDF undercover units raid Tulkarm r.c, fatally shooting ‘Adil Abu Khalil al-Ghawi (Islamic Jihad),Mahmud Ahadib (AMB), and Majdi Attiya (AMB), also killing 2 bystanders and wounding 3; local Hamas military cmdr. Ribhi Amara, also possibly a target, escapes unharmed. The IDF conducts arrest raids, house searches in and around Hebron, nr. Jenin, and in Nablus, Qalqilya. At midnight local time, the grace period runs out for Jewish settlers in Gaza to withdraw voluntarily in compliance with Israeli PM Ariel Sharon’s disengagement plan; at least 50% of the estimated 8,500 settlers have already left, including all settlers fr. Dugit (est. 1990, pop. 70, size 245 dunams [d.; 4 d. = 1 acre].), Nisanit (est. 1980, pop. 1,100, size 1,610 d.), Pe’at Sadeh (est. 1989, pop. 110, size 935 d.), Rafiah Yam (est. 1984, pop. 130, size 574 d.), Shalev (est. 2001, pop. 50). Gaza and the n. West Bank remain closed military zones to Israelis for the duration of disengagement (see 6/30, 8/15). Israel Defense Forces (IDF) soldiers prepare to forcibly remove the settlers who remain and the estimated 5,000 disengagement protesters (mostly West Bank settler youth) who snuck into the Strip. Meanwhile in Gaza, the IDF searches Palestinian homes nr. Bayt Lahiya, in Wadi al-Silqa; occupies a Palestinian home in Dayr al-Balah as an observation post. Jewish settlers fr. Gaza’s Gush Katif bloc, burn animal food storage bins in al-Mawasi. In Khan Yunis, 1,000s of Hamas supporters rally to celebrate the pending disengagement. In the West Bank, the IDF detains, beats a 16-yr.-old Palestinian who throws stones at troops outside Tulkarm; conducts arrest raids, house searches in villages around Hebron and in Qabatya nr. Jenin; demolishes an animal farm outside Hebron for construction of the separation wall; occupies 1 Palestinian home nr. Hebron, 1 nr. Tulkarm as observation posts. Jewish settlers fr. the West Bank settlement of Homesh (to be evacuated under disengagement) occupy, vandalize 2 Palestinian homes nearby; the IDF removes them. Late this evening, in response to assassinations in recent days, the AMB, Hamas, the PRCs stage a joint attack on the Qarni crossing, killing 4 Israeli civilian workers at the crossing and 2 Israeli Palestinian truck drivers waiting to cross, wounding 10 people (4 of them Israelis, others not identified)—in the attack, 3 armed men, 1 fr. each group, detonate a truck bomb on the Palestinian side of the crossing, blowing open a gate to the Israeli side, then open fire with automatic weapons and toss grenades, while other mbrs. at a distance reportedly fire mortars and automatic weapons at the crossing; the 3 Palestinians initiating the attack are shot dead by the IDF. In response, IDF helicopter gunships fire rockets at Dayr al-Balah, the suspected home of the bombers, destroying a medical center run by a charity with links to Hamas and Islamic Jihad, wounding 1 Palestinian; IDF tanks also fire on targets in s. Gaza. During the day, the IDF makes a major raid into Bureij r.c., conducts arrest raids and house searches, bulldozes 41 d. of land, fires on residential areas (killing a 10-yr.-old Palestinian boy), fires on stone-throwing youths who confront the troops (wounding 2), sparking clashes with Palestinian militants (killing a wanted PRC mbr.). The IDF also fatally shoots a 2d Palestinian driving his pregnant neighbor to the Bayt Lahiya hospital when the car inadvertently enters an area where IDF arrest raids are under way, also injuring the woman’s husband; fires on residential areas of Tarqumiyya, Yatta; conducts arrest raids, house searches in Hebron (arresting local Islamic Jihad leader Khalil Mahsin), Ithna, Qalqilya, Taqu‘a, Tarqumiyya, Tulkarm, Yatta; issues military orders confiscating 363 d. of agricultural land in 5 villages northwest of Jerusalem, begins bulldozing 400 d. in Ithna w. of Hebron for construction of the separation wall. A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. In the evening, IDF undercover units raid Nablus, assassinate Nablus AMB leader Majdi Mari (whom it attempted to assassinate on 9/15/04), AMB mbrs. Jihad Abu Salah and Fadi al-Sarwan, injure a 4th AMB mbr., 4 bystanders. During the day, the IDF closes the Qalandia checkpoint, declaring the area a closed military zone (see 10/16); fatally shoots 2 Palestinians allegedly attempting to infiltrate Kefar Darom; fires on a group of stone-throwing Palestinian children in Askar r.c., killing a 12-yr.-old Palestinian boy; stops, argues with, shoots and wounds 2 Palestinian teenagers walking nr. the separation wall nr. The IDF drops a half-ton bomb on the Gaza City home of Hamas spokesman Mahmud Zahar in an attempt to assassinate him; Zahar is wounded, his son,a body guard, a 3d Palestinian are killed, 26 Palestinians (including Zahar’s wife, daughter) are injured, his house and an adjacent building are destroyed. The IDF also tightens restrictions on Palestinian movement around Tulkarm; opens fire on stone-throwing Palestinians in Balata r.c., killing 2 Palestinians, wounding 1; opens fire on Palestinian youths attempting to cross the separation wall nr.
