Israel says its military has killed more than 50 Palestinians in and around al-Shifa Hospital in the past 24 hours. Euro-Med Human Rights Monitor says Israel has killed over 200 Palestinians at the hospital since 3/18, including many that have been executed after being arrested. 13 patients have died at the hospital since 3/18. U.S. secretary of state Antony Blinken meets Egyptian, Saudi, Qatari, and Jordanian foreign ministers Sameh Shoukry, Faisal bin Farhan Al Saud, Mohammed bin Abdulrahman bin Jassim Al Thani, and Ayman Safadi and PLO secretary-general Hussein al-Sheikh in Cairo. Blinken says the group discussed “post-conflict Gaza” and the need for “a state for Palestinians and security guarantees for Israelis.” Before the meeting, the PA says Blinken’s diplomatic efforts are not yielding any results and that they are just buying Israel time. Blinken also meets with Egyptian president Abdel Fattah el-Sisi. CNN reports that on 3/6 Blinken told Qatar to threaten Hamas officials with expulsion to pressure the group into agreeing to the U.S.-Israeli ceasefire proposal. UK foreign secretary David Cameron says in a letter to a British MP that aid is not getting into Gaza because of “arbitrary denials” of aid trucks by Israel and “lengthy clearance procedures.” Cameron also denies that the UN requested that the Karem Abu Salem (Kerem Shalom) crossing be closed during Sabbath, saying it is Israel that made that decision. The Norwegian wealth fund’s ethics council says it is examining which firms are selling weapons to Israel that are used in Gaza and that the wealth fund could divest from those companies if it finds that the weapons are used for “serious and systematic violations” of international law. In response to reports that Israel is trying set up a government in Gaza and is looking for Palestinians to work with on aid deliveries, Hamas warns that it will not tolerate people collaborating with Israel. Hamas political leader Ismail Haniyeh says in a speech that Israel is responsible for a ceasefire agreement not being reached. Haniyeh also says that unity is needed for the Palestinian people and that it will be achieved by the rebuilding of the PLO, the establishment of a temporary national consensus government, and an agreement of an overall political program that is based on the end of the occupation of the West Bank and Gaza, the establishment of a Palestinian state with Jerusalem as the capital, and the right of return for refugees. Israeli prime minister Benjamin Netanyahu’s office releases a statement saying he has instructed his defense, national security, and finance ministers to open up space for thousands of new Palestinian prisoners. Israel’s Army Radio says Israel will deploy 15,000 extra soldiers in the West Bank and East Jerusalem. In an interview with the German media company Axel Springer, Netanyahu says that Israel has killed at least 13,000 militants in Gaza and that the military will invade Rafah. The PA calls for sanctions on Israel in response to the Flour Massacre. Russian foreign minister Sergey Lavrov says Hamas has agreed, in writing, to respect the PLO platform after meetings of Palestinian parties in Moscow. Al-Awda Hospital acting director Mohammed Salha says 142 out of 176 wounded in the Flour Massacre on 2/29 arriving at the hospital in Jabalia were injured by gunshots. Spokesperson for the UN secretary-general, Stephane Dujarric, says a UN team sent to al-Shifa Hospital confirmed that “a large number of gunshot wounds” were found on people injured at the massacre. U.S. president Joe Biden says U.S. airdrops of aid will start in the “coming days.” Oxfam says the airdrop plans “mostly serve to relieve the guilty consciences of senior US officials whose policies are contributing to the ongoing atrocities and risk of famine in Gaza,” saying airdrops only provide a symbolic amount of aid. National Security Council spokesperson John Kirby says the U.S. is working to establish a maritime corridor for aid to enter Gaza and that the U.S. continues to push Israel to allow more aid trucks to enter and open more crossings. Kirby also says that the U.S. cannot verify Israel’s claim that Palestinians died in a stampede during the Flour Massacre. Hamas issues a report titled “Our Narrative” explaining Operation Al-Aqsa Flood, calling it a “natural response” to the Israeli attempts to kill the Palestinian cause. Among the reasons given for the attack are the Israeli settlement campaign, the Judaization of the West Bank and Jerusalem, and the killing of thousands of Palestinian civilians since 2000. Hamas rejects claims that it deliberately targeted civilians, pointing to reports in Israeli media that Israeli forces targeted cars and homes in Israel on 10/7, but acknowledges that some civilians may have been killed by Hamas militants by accident during its confrontation with Israeli forces. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. The Fatah Central Committee convenes in Ramallah to discuss the prospect of forming a new PA government and the situation in Gaza. They are reportedly working to form a new government comprising representatives of the major PLO factions and several independent figures, but not any representative of Hamas. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions. In the evening, PA president Abbas gives a speech calling for the PNC to adopt the initiative he presented at the UNSC in 2/2018, and reiterates his commitment to ending the division with Hamas. Reports surface in the Israeli media attributing Israeli DM Ya’alon with remarks describing U.S. Secy. of State Kerry as “obsessive” and “messianic.” The comments, made to associates in private, are condemned by the U.S. State Dept. Following a meeting with Netanyahu, Ya’alon issues an apologetic statement. A referendum is held in Egypt on a new constitution, with the Muslim Brotherhood boycotting the vote and holding protests. Some 160,000 soldiers and 200,000 police officers are deployed to secure polling stations. Two small bombs explode, 1 in Cairo and 1 in Mahalla, causing no injuries. Clashes between supporters of former pres. Morsi and security forces leave 11 dead in Cairo, Giza, Bani Suef, and Sohag. (AFP, AP, REU 1/14)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. In the West Bank, PA police violently disperse (using tear gas, batons, warning shots) 100s of Palestinians attending anti-Annapolis protests sponsored by Hamas and the AMB in Ramallah (causing no serious injuries) and by Hizb al-Tahrir (a small, unarmed pan-Islamic group) in Hebron (killing 1 Hizb al-Tahrir supporter, wounding 3 other Palestinians). The Popular Resistance Committees (PRCs; a Gaza-based umbrella group comprising mbrs. fr. all factions acting independently) send a bulletin to media outlets, vowing to increase rocket attacks on Israel to protest the summit.
