In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Hamas said it had destroyed 135 military vehicles in the past 72 hours. 2 Israeli soldiers were killed, including the son of Israeli war cabinet member Gadi Eizenkot. In Lebanon, an Israeli airstrike on Majdal Zoun injured several people. Islamic Jihad said 2 of its members were killed by Israel near the Blue Line. 1 Israeli was killed and 2 Israeli soldiers were lightly injured by an anti-tank missile in Matat and near Shtula. Israel said it attacked Syria after 2 missiles were launched toward Israel. More than 17,177 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 46,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 258 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 67 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 93 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Jordanian military air dropped medical supplies at its field hospital in Gaza. 69 trucks carrying aid, including 13 gallons of fuel, entered Gaza. Rafah remained the only place where aid was delivered to, except for the delivery of medical supplies to 2 hospitals in Khan Yunis. 121 wounded Palestinians and 491 foreign nationals were evacuated to Egypt. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. Shtayyeh said Hamas could become a partner under the PLO umbrella if it accepts the PLO’s political platform. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. U.S. president Joe Biden spoke with Prime Minister Netanyahu. According to the White House, Biden told Netanyahu that more aid is required to enter Gaza, Israel needed to do more to protect civilians, and expressed concern over settler violence in the West Bank. Biden also spoke with Jordanian king Abdullah II, who demanded he call for an immediate ceasefire. In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli settlers vandalized around 1,000 olive, almond, and grape trees in al-Khader. Israeli forces shot and injured 2 Palestinians during a raid in Ya’bad. Israeli forces demolished 2 homes and razed land, uprooting 120 olive trees and water pipes in Birin. 56 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Kafr Ni’ma, Jaba’, Nablus, and Bethlehem. In East Jerusalem, Israel forced a Palestinian family to demolish their apartment building in Jabel Mukaber. Israeli forces raided Palestinian homes in Sheikh Jarrah, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. Israel and Hamas agreed to extend the ceasefire agreement until the morning of 11/30. 33 Palestinians were released from Israeli prisons as part of the fourth prisoner exchange, including 3 women and 30 boys. 17 Hamas-held captives were released, including 3 French citizens, 2 Germans, 6 Argentinians, and 6 Thai nationals. Hamas said it was willing to negotiate the exchange of Israeli soldiers held in Gaza and that they had located more captives. U.S. national security council spokesperson John Kirby said that the U.S. hopes to see the ceasefire extended further. Qatari prime minister Mohammed bin Abdulrahman Al Thani said Hamas needs to locate more than 40 women and children held captive by different factions to be able to extend the ceasefire further. Prominent Palestinian activist Ahed Tamimi was one of the names added to the list of Palestinian prisoners Israel is willing to release in exchange for Hamas-held captives. The PA finance ministry said public servants will only be paid 50% of their salaries due to Israel withholding a large part of the PA tax revenue, leading to the PA refusing to accept the heavily reduced funds. (WAFA 11/27)

An Israeli court charged Palestinian journalist Marwat al-Azza with sympathizing with a terror organization, incitement to terrorism, and obstruction of justice for a social media post. Al-Azza was arrested on 11/24. (HA 11/28)

X, Tesla, and SpaceX owner Elon Musk met with Israeli prime minister Benjamin Netanyahu, touring the Israeli villages attacked during Operation Al-Aqsa Flood. Hamas later invited Musk to see the devastation in Gaza to which Musk responded that it “[s]eems a bit dangerous there right now.” Israel said Musk had promised not to activate the Starlink internet satellites over Gaza without Israel’s permission. Israeli defense minister Yoav Gallant told Israeli soldiers that after the ceasefire ends the Israeli attacks “will be bigger and take place throughout the Gaza Strip.” (AJ, HA 11/27)

At a meeting hosted by the Union for the Mediterranean in Barcelona, Jordanian foreign minister Ayman Safadi said Israeli attacks on Gaza are within the realm of the legal definition of genocide. PA foreign minister Riyad al-Maliki said the attendees had to find a way to pressure Israel to stop its attacks. 43 countries, mostly represented by foreign ministers, attended the meeting that was chaired by EU high commissioner for foreign policy Josep Borell. In the West Bank, Israeli settlers with a military escort attacked Palestinians harvesting olives in Burin, stealing crops. Israeli settlers posing as soldiers also attacked 2 Palestinians in Qawawis in the Masafer Yatta area, stealing their property. Israeli forces killed 5 Palestinians in a drone strike on Fatah’s headquarters in Balata refugee camp, injuring 2 others. Israeli forces later raided the camp, demolishing a home and uprooting streets. Israeli forces also shot and killed a Palestinian and injured 3 others during a raid in Tubas. Elsewhere, Israeli forces shot and injured a Palestinian during a raid in Idhna. Israeli forces also assaulted Palestinians harvesting olives in al-Zawiya, Kisan, and Nahalin. 38 Palestinians were arrested during late-night raids in and around Hebron, Jaba’, Tubas, Jericho, Fasayil, and Birzeit. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. Israeli attacks on Beit Lahiya, Beit Hanun, and Gaza City also killed dozens, including at Tal al-Zaatar, an UNRWA-run school, and the Kamal Adwan Hospital. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Israeli forces ordered the evacuation of al-Shifa Hospital, forcing at least 2,500 people to flee. 25 medical workers and 291 patients remained at the end of the day. The WHO said it would help evacuate those remaining at the hospital in the next 2-3 days. A Doctors Without Borders convoy evacuating patients from al-Shifa was attacked, killing 1 and injuring another. 3 Israeli soldiers were killed in fighting with militants. The Israeli police said it did not believe that Hamas had prior knowledge of the Nova music festival held near Kibbutz Re’im but spontaneously targeted it after entering Israel on 10/7. Israeli police said 364 people were killed at the music festival. Police sources said that Israeli combat helicopters may have hit festivalgoers while attacking militants. Israeli foreign minister Eli Cohen “there will be Israeli security control from the Jordan [river] to the [Mediterranean] sea at all times,” saying the PA should not govern Gaza. U.S. president Joe Biden published an op-ed in the Washington Post, saying that the U.S. may start issuing visa bans to extremist settlers to discourage settler violence. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In the West Bank, Israeli settlers attacked Palestinian vehicles traveling near Sinjil. Israeli forces violently dispersed a protest in Kafr Qaddum, causing tear-gas related injuries. PA forces arrested a number of attendants at a party held in the Nabi Musa mosque near Jericho; it was later revealed that the PA had approved the party as part of a promotional video intended to increase tourism. However, several attendees, including famous Palestinian DJ Sama Abdulhadi, were still detained days later. 1 Palestinian was arrested at a checkpoint near Tubas. In East Jerusalem, Israeli settlers clashed with Israeli police and attacked Palestinian passersby during a demonstration against the police because of the death of an Israeli settler during a police pursuit on 12/21; chants of “Death to Arabs” were filmed during the protest. In Gaza, 3 Palestinians, including a minor, were wounded by Israeli forces during air attacks in Gaza City and substantial damage was reported in al-Bureij refugee camp and Dayr al-Balah, including to a mosque, a children’s hospital, a sports club, and a warehouse; Israel said it had intercepted 1 missile from Gaza prior to its attack. Israeli forces also opened fire at agricultural lands east of Dayr al-Balah and al-Bureij refugee camp; no injuries were reported. In the West Bank, Israeli forces raided Sabastiyya to clear the area in preparation for a settler tour; tear-gas related injuries were reported. Israeli forces also raided Jaba‘, leading to confrontations with Palestinians; 6 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. 18 Palestinians were arrested during raids in and around Tulkarm, Jalazun refugee camp, Ramallah, Tuqu‘, Bethlehem, Nablus, and Salfit. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The lawyer representing the Palestinian family said that “[t]he army is sending a clear message that soldiers who kill or injure Palestinians will not be punished.” (HA 12/9; AJ, IN, WP 12/10)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Hanun. They also open fire on 2 Palestinian children approaching the border fence near Gaza City and Palestinian farmlands near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces dismantle a Palestinian elementary school in Khirbat al-Simia near Hebron. The school was put together recently and comprised a number of mobile, makeshift classrooms. IDF troops shoot and injure 3 Palestinians during clashes sparked by a raid in Jenin refugee camp; arrest 11 Palestinians and issue 1 arrest summons during additional raids near Bethlehem, Hebron, Ramallah, and Jenin; and patrol near Nablus, Jenin, and Hebron. An Israeli settler driver runs over a Palestinian outside the Efrat settlement near Bethlehem, causing minor injuries. It’s unclear if the collision was an intentional ramming attack. IDF troops shoot and injure 2 Palestinian minors on their way home from school in al-Jaba‘. In East Jerusalem, 152 right-wing Jewish activists tour Haram al-Sharif. PA foreign minister Riyad al-Maliki submits a formal complaint to the ICC calling for chief prosecutor Fatou Bensouda to expedite her preliminary examination into alleged war crimes committed in the occupied Palestinian territories. Bensouda initiated her examination shortly after the Palestinians acceded to the Rome Statue on 1/2/15.
