In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. IDF troops shoot and kill a Palestinian driver outside Tuqu‘ village nr. Bethlehem after he allegedly rams his vehicle into a group of Israeli soldiers, injuring 1. An IDF spokesperson says that the troops opened fire when the driver exited his vehicle brandishing a knife. Elsewhere in the West Bank, Israeli settlers visit a holy site outside Kafr Haris nr. Salfit, sparking clashes between their IDF escort and Palestinian youths in the village; there are no serious injuries. IDF troops arrest 3 Palestinians and confiscate NIS 2,000 (approx. $600) during raids nr. Nablus and Ramallah, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces escort Israeli settlers on their way to take over a Palestinian-owned building in Silwan. When Palestinians in the area confront the group, Israeli forces violently disperse them; there are no serious injuries. U.S. rep. Greenblatt returns to Israel for more talks with Israeli and Palestinian officials on restarting peace negotiations. The White House said, on 7/9, that he is also set to meet with U.S. amb. to Israel David Friedman, “now that the amb. is on the ground and fully installed in his position.” (HA, WAFA 7/10)

The Hamas-run energy authority in Gaza announces the resumption of fuel deliveries from Egypt as of today, allowing Gaza’s sole power plant to begin operating a 2d turbine. The transfers were suspended on 7/6 after the PA began blocking Hamas’s payments for fuel to Egypt. (EI, MNA 7/10)

At the inauguration of a new electricity substation nr. Jenin, the Israel Electric Corporation and the PA sign an agreement setting new parameters for Israel’s power supply to the West Bank that builds upon their previous agreement, made on 9/3/16 (see JPS 46 [2]). (MNA, REU, TOI 7/10; WAFA 7/11)

In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Palestinians, Israelis, and international activists hold protests across the West Bank in solidarity with the 1,500-plus Palestinian prisoners who have been on hunger strike since 4/17. IDF troops violently disperse them in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, 2 villages nr. Nablus (Beita and ‘Azmout), and Bayt Umar nr. Hebron; at least 9 Palestinians are injured and 1 is arrested. The IDF also patrols in al-Mughayyir nr. Ramallah, sparking minor clashes (there are no serious injuries); arrests 2 Palestinians during raids nr. Ramallah and in Nablus; and patrols nr. Hebron and Salfit. Elsewhere in the West Bank, IDF troops clash with stone-throwing Palestinians outside Tuqu‘ village nr. Bethlehem; 1 Palestinian is injured. IDF troops issue 2 Palestinians arrest summons during late-night raids nr. Hebron and patrol nr. Hebron. In Israel, thousands of Palestinian citizens of Israel gather in Kafr Kanna and other villages to protest a bill, approved in a Knesset comm. on 11/13, that would bar mosques from broadcasting the call to prayer (see JPS 46 [2]). In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 8 locations nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Qalandia checkpoint, outside Ofer prison, Jalazun r.c., and 2 other villages), and 1 village nr. Qalqilya (Kafr Qaddum). Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in Ramallah, and reportedly offers him incentives for a return to direct negotiations with Israel. Palestinian sources say that offers include ensuring that Israel does not withhold transfer of tax revenues again and possibly expanding the PA’s jurisdiction to parts of West Bank Area C (under Israeli civil and security control). In addition, a Palestinian official claims that Kerry expresses interest in reviving the Arab Peace Initiative of 2002, which offered Israel full normalization for Israel’s complete withdrawal from the o.t. Unidentified Palestinians fire 3 rockets from the Gaza Strip, with 1 landing in the Negev causing no damage or injuries and 2 landing inside Gaza. Meanwhile, Israeli naval vessels open fire on Palestinian fishermen off the north Gaza coast, causing no injuries or damage. In the West Bank, IDF forces shoot and seriously injure a Palestinian child during a protest in Aida r.c. in Bethlehem; another Palestinian is injured by the IDF during a demonstration in Um Rokba nr. Bethlehem. The IDF also patrols in Tulkarm in the morning, in 1 village nr. Hebron and 2 villages nr. Jenin in the afternoon, and in 2 villages nr. Tulkarm at night; conducts house searches and arrest raids in al-‘Arub r.c., and 1 village nr. Hebron, and 1 village nr. Bethlehem at night. IDF soldiers shoot and wound 2 Palestinian teenagers, 1 seriously, in clashes between the army and protesters nr. Rachel’s Tomb in Bethlehem. Palestinians throwing stones at Israeli cars on a road nr. Beitar Illit settlement lightly injure an Israeli child. Hundreds of Palestinian protesters demonstrating in solidarity with hunger-striking prisoners march to Ofer prison nr. Ramallah and clash with Israeli forces, who wound 11 with rubber-coated metal bullets. IDF soldiers shoot and wound 1 Palestinian at demonstrations in Tulkarm, and IDF soldiers open fire and wound 2 at demonstrations in Taqou’ village nr. Bethlehem. Israeli soldiers arrest 19 Palestinian schoolchildren in Til village nr. Nablus and take them to Hawara detention facility, releasing them after around 5 hours. The IDF patrols in 1 village nr. PA Pres. Mahmud Abbas meets with his security chiefs and orders them to enforce calm in the West Bank. Meanwhile, in a press briefing U.S. deputy State Dept. spokesperson Patrick Ventrell calls on Israelis and Palestinians to ‘‘exercise maximum restraint’’ and ‘‘refrain from provocative actions that could destabilize conditions on the ground.’’ (AFP 2/25; HA 2/26)

Jenin to arrest Palestinian workers at a construction site located 200–300 m fr. the separation wall; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against the separation wall in Ni‘lin (injuring 5 Palestinians); severely beats 4 Palestinians (including a 14-yr.-old boy) at a similar nonviolent rally in al-Ma‘sara; conducts late-night arrest raids, house searches nr. Hebron, Ramallah. Jewish settlers fr.
