An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. They also arrest 13 Palestinians during late-night raids near Ramallah, Hebron, and Nablus; and patrol near Hebron, Bethlehem, Qalqilya, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Bethlehem, Qalqilya, Tulkarm, Qalqilya, and Nablus; 1 Palestinian is injured and there are no reports of serious damage. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Jabaliya refugee camp; 1 fishermen is injured and 3 are arrested. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. Numerous senior Israeli officials criticize Morrison for recognizing only West Jerusalem as Israel’s capital. (AJ, AP, CNN, HA, TOI 12/15)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no reported damage or injuries. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Qaryut near Nablus overnight. They also throw stones at Palestinian homes near Nablus, sparking a minor confrontation between their IDF escort and the Palestinian residents; 4 Palestinian homes are reported with minor damage. IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Tulkarm, Nablus, and Hebron; and patrol near Nablus and Hebron. Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. The announcement comes a day after the first shipment of Qatari-funded diesel fuel for Gaza’s only power plant entered Gaza. (MNA, YA 10/11)

Dozens of Arab and Jewish Americans gather outside the PLO office in Washington to protest the Trump administration’s order to close the office by today (the office formally closed on 9/13, but employees were permitted to remain until today). They criticize the Trump administration’s treatment of the Palestinians and call for the office to be allowed to re-open. (TOI 10/10; AFP, TOI, WAFA 10/11)

After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. Israeli police arrest 3 Palestinians suspected of starting a large fire near the Dead Sea overnight. The fire reportedly damaged 500 dunams (approximately 123.5 acres) of vegetation. Elsewhere in the West Bank, IDF troops surround Khan al-Ahmar, the Bedouin village slated for evacuation and demolition. They also arrest 1 Palestinian and issue 1 arrest summons during raids near Bethlehem; and patrol near Hebron. Along Gaza’s border, 2 Palestinian minors cross through the border fence into Israel and steal 3 cameras and a box of live ammunition from an IDF post before returning to Gaza. In response, IDF troops stationed along the border fence open fire on 2 Hamas observation posts in the area, causing damage. Israeli prime minister Benjamin Netanyahu says that the U.S. made the “right decision” to shutter the PLO office in Washington. “Israel supports American actions that are meant to clarify to the Palestinians that a refusal to negotiate and attempts to attack Israel at international forums will not promote peace.” The U.S. State Department announced the move on 9/10. Meanwhile, Israel’s Channel 10 reports that the PA is considering cutting all remaining ties with the Trump administration following the office closure. (HA, TOI 9/11)

Off Gaza’s coast, Israeli naval forces open fire on a small fleet of Palestinian boats sailing in a symbolic attempt to break the Israeli blockade. Meanwhile, thousands of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to cheer on the boats and continue the Great March of Return; 49 Palestinians are injured at sea and along the border fence. In the West Bank, Israeli settlers uproot 15 olive trees in a Palestinian grove outside Yatta village near Hebron. IDF troops conduct a raid at an elementary school in Hebron, disrupting classes and assaulting and injuring 1 Palestinian teacher. The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Separately, U.S. National Security Advisor John Bolton says that the U.S. plans to shield Israel from any ICC effort to investigate alleged Israeli war crimes and settlement growth (the ICC has been working on a preliminary examination of such allegations since 1/2015). PA prime minister Rami Hamdallah announces that the PA plans to cover the budget deficit facing Palestinian hospitals in East Jerusalem, following the U.S. decision on 9/8 to redirect $25 million in U.S. aid to “other priorities.” “We will continue to meet the basic and urgent needs of our people on every inch of our land,” he says. The PA’s Committee Against the Wall and Settlements announces plans to appeal the Israeli High Court of Justice’s 9/5 decision to authorize the demolition of Khan al-Ahmar, a Bedouin village in the West Bank, at international courts. “[We] will not appeal this decision at Israeli courts anymore because they are a tool of the occupation to legalize theft of Palestinian land,” explains one senior committee member. A Palestinian driver allegedly rams his vehicle into a group of Israeli soldiers near Bethlehem, lightly injuring 4. Elsewhere in the West Bank, IDF troops throw a stun grenade at a Palestinian minor in Hebron; he loses 3 fingers when the grenade detonates. It’s unclear what prompted the attack. Israeli soldiers also shoot and injure a Palestinian at a checkpoint near Bethlehem. The IDF arrests 12 Palestinians and issues 1 arrest summons during raids near Ramallah, Bethlehem, Tulkarm, and Hebron; and patrols near Tulkarm. Meanwhile, hundreds of Palestinians gather in Ramallah to protest the PA’s punitive restrictions on Gaza, chanting “scrap the sanctions” and calling for national reconciliation. In contrast with their response on 6/13, PA security forces do not violently disperse the demonstration. Along Gaza’s border fence, 7 fires break out in Israeli farmland near the fence. Later, an Israeli drone bombs a site allegedly used as a staging area for the incendiary kite and balloon attacks that sparked the fires. Separately, IDF troops open fire on Palestinian shepherds working along the border fence near Jabaliya refugee camp, causing 1 minor injury. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)
