In the West Bank, Israeli settlers uprooted 20 olive tree saplings and stole a water tank in Umm Safa. Israeli forces raided Jenin, killing 7 Palestinians, including 2 minors, and injuring 91. 7 Israeli soldiers were injured by an IED; an Israeli combat helicopter subsequently fired on Palestinians while the wounded soldiers were extracted from Jenin. It was the first time since the Second Intifada that combat helicopters were deployed in the West Bank. Among the Palestinian wounded were a clearly marked journalist and a Palestinian minor who was struck by gunfire while at her home. 2 Palestinians were arrested. 7 Israeli vehicles were damaged and left in Jenin. The Palestinian Red Crescent said Israeli forces had fired live ammunition at 4 Palestinian ambulances during the raid. The PA called the incident a “recurring massacre.” Israeli forces also shot and killed 1 Palestinian and injured 2 others with live ammunition during a raid in Husan. Elsewhere, Israeli forces opened fire at a Palestinian vehicle near Tura, injuring 2 who had allegedly rammed 1 Israeli soldier. Israeli forces also demolished a structure in Qalandia. 14 Palestinians were arrested during late-night raids in Jenin refugee camp, Beita, al-Fara’a refugee camp, Hebron, al-Mughayyir, and Jalazun refugee camp. Israeli finance minister and de facto West Bank governor Bezalel Smotrich called for a “broad operation to eradicate terrorists’ nests” in the West Bank after the Israeli raid in Jenin, saying the raid was “tweezer activity.” UN human rights commissioner Volker Türk expressed “extreme” worry about Israel’s excessive use of forces and extrajudicial killings. PLO secretary-general Hussein al-Sheikh met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf in Ramallah. Al-Sheikh called on the U.S. to pressure Israel to end its unilateral measures and stop its deadly raids. (WAFA 6/19)

Israeli national security advisor Tzachi Hanegbi acknowledged that the Israeli hope of direct flights between Israel and Saudi Arabia for this year’s Hajj would not happen. Israel had been pushing for the flights to show that Israel and Saudi Arabia were nearing a normalization deal. (HA, REU 6/19)

Saudi Arabia barred an Israeli diplomat, who had received an invitation, from an event in Paris where Saudi crown prince Mohammed bin Salman was delivering a speech. (HA 6/23)

An anti-BDS bill was introduced to the British House of Commons by Levelling Up Secretary Michael Gove. The bill, which would prevent local councils and universities from boycotting Israel and companies that trade with Israel, will have to pass 5 stages to become law. The European Commission’s Trade Department issued new guidelines forcing importers to declare if products are made in Israeli settlements in the West Bank, East Jerusalem, or the Golan Heights. The guidelines were made to ensure that settlement products are not tariff exempt in the EU the same way that Israeli products are. (HA 6/19)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa. Israeli settlers also stole 10 sheep in Yasuf. Israeli forces raided Burqa leading to tear-gas related injuries. Israeli forces also raided Silat al-Harithiya, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 2 roads and 3 houses in Qarawat Bani Hassan. Israeli forces also issued a demolition notice for a primary school in Badia Yatta. PA forces assaulted and arrested 1 Palestinian student who was a candidate for president of Birzeit University’s student council In East Jerusalem. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. PLO secretary-general Hussein al-Sheikh said that the PA would boycott the Joint Economic Committee meeting on 6/19 is response to the cabinet decision. Israel preliminarily approved the development of the Gaza Marine gas field, saying it would require security coordination with the PA and Egypt. In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. In Gaza, 8 Palestinians, including 3 children, were injured in airstrikes on Beit Hanun, Gaza City, Beit Lahiya, and Rafah. Israeli airstrikes also caused damage to Al-Aqsa Hospital. 1 Palestinian man from Gaza was killed and 2 other Palestinians were injured by a rocket fired from Gaza, which hit a construction site near Shokeda in Israel. In the West Bank, undercover Israeli forces shot and killed 2 Palestinians, injured 4, and severely damaged a house using RPGs during a raid in Balata refugee camp. Israeli forces also shot and killed 1 Palestinian man at a checkpoint near Jenin, alleging that the man was carrying a knife. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. Israeli officials claimed that Hamas had not been an active participant in the alleged firing of more than 1,000 rockets at Israel, 865 of which were said to have crossed into Israel from Gaza. Before the ceasefire took effect, PA presidential spokesperson Nabil Abu Rudeineh said that the U.S. bore responsibility for the Palestinian loss of life due to its silence. In Tel Aviv, the weekly demonstration against the Israeli government was canceled by the organizers due to Israel’s attacks on Gaza, but thousands still demonstrated against the government for the nineteenth week in a row. In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement.
