Hamas issues leaflet saying Hadera bombing "2d in a series of 5 attacks" on Israelis, warning Palestinians to avoid "crowded Israeli areas." Leaflet also criticizes PLO Chmn. Arafat's denunciation of violence, asking, "Has appeasing America and Israel become more important to you than pleasing your own people and telling the word of truth?" PM Rabin accuses Jordan of sheltering Hamas, calling Amman "a paradise for the activities of Hamas." Rabin says Israel has contacted Jordan over issue, alleges "direct contact" btwn. Frmr. Melkite (Greek Catholic) Archbishop of Jerusalem Hilarion Capucci, expelled by Israel in 1977 for 1974 arms-smuggling charge, claims Israel offered to allow him to return but he rejected offer because "it was tied to me not saying anything regarding the Palestinian cause or giving my opinion when I return." Palestinian negotiators continue meetings with PLO leaders in Tunis in efforto end rift over negotiating positions and delegation's authority. (NYT 8/10)

Lebanese army deploys approximately 500 troops in Qana, Dirghaya, Jouaya, and Bir al-Salassel, near Tyre in the Fijian and Ghanaian sectors of the UNIFIL zone. Deployments, first in south since 1982, are within 9 miles of IDF and SIA positions. (MM 8/9; NYT, WT 8/10)

Israeli Environment Min. Yossi Sarid is reported to have met with PLO official Nabil Shaath with PM Rabin's knowledge. Rabin's spokesman denies meeting was on behalf of PM. Secy. of State Christopher meets with Jordan's King Hussein in Amman, then again with Palestinian and Israeli representatives in Jerusalem, bringing message from Syrian Pres. al-Asad to Israeli PM Rabin. Christopher states in Amman "there's been absolutely no change in the United States's position" on status of o.t. or Jerusalem (see 7/21). Rabin calls current shuttle diplomacy "a change for the better," says Palestinians "cannot get their act together." Christopher announces he will revisit Syria and assume role of "active intermediary."
