Hebron, sparking clashes with local Palestinians, injuring 1 boy. In Hebron, IDF soldiers angry over the 12/28 death of 2 settlers raid and vandalize a Palestinian home near the site of the killings, causing damage but no injuries. Jewish settlers fr. Gush Etzion stone Palestinian vehicles on roads nr. the settlement, damaging 3. Fatah mbrs., Hamas-affiliated security forces clash in Gaza, leaving 5 Palestinians (2 bystanders, 2 Hamas mbrs., 1 Fatah mbr.) dead, at least 30 injured; clashes start in Khan Yunis and spread to Bayt Lahiya, Dayr al-Balah, Gaza City, Jabaliya r.c., al-Maghazi r.c., Nussayrat r.c., and Rafah. Hamas officials say that the fighting began when Fatah mbrs. opened fire on worshipers leaving a mosque in Khan Yunis, killing a local Hamas figure and a 10-yr.-old boy. Separately, suspected unidentified assailants kidnap, assault, release a local Fatah leader in Gaza City; the family accuses Hamas, but Hamas blames internal Fatah disputes. The 2,000 Palestinian pilgrims denied reentry into Gaza by Egypt via the Rafah crossing (see 12/30) riot at a detention camp in al-Arish where Egypt is holding them; no serious injuries are reported. In Khan Yunis, unidentified assailants set fire to the offices of the Fatah-affiliated al-Majd Association. A PFLP mbr. dies of injuries he sustained 8 mos. ago while preparing an explosive device. Israel releases 429 Palestinian prisoners (overwhelmingly Fatah, but including some mbrs. of the Democratic Front for the Liberation of Palestine and the PFLP; around 20 are fr. Gaza) as a gesture to Abbas. Israel also allows 150 Palestinian pilgrims to leave Gaza through the Rafah crossing for the Hajj. The IDF conducts arrest raids in Wadi al-Silqa nr. Dayr al-Balah, shooting and wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Tubas and nr. Hebron, Nablus, Ramallah. Israel agrees to allow Gazans to export flowers and strawberries, now at peak harvest, via the Israeli-controlled Kerem Shalom crossing. The IDF sends troops into Abasan nr. Khan Yunis, where they exchange fire with Palestinian gunmen, wounding 3. A Palestinian bystander wounded during an 11/19 IDF raid on Khan Yunis dies. In the West Bank, the IDF conducts arrest raids, house searches in and around Ramallah, and in Jenin town and r.c., Nablus. Jewish settlers fire on a Palestinian bus nr. Beit Lid Junction btwn. Nablus and Tulkarm, forcing the bus off the road but causing no injuries. In Jabaliya r.c., unidentified assailants blow up a patrol car belonging to the Hamas-affiliated Gaza police (by this date, the Hamas government in Gaza has dissolved the Executive Support Force, reorganizing members into 4 units that previously existed under the PA Interior Min.: police, internal security, national security, and naval police), causing no injuries. At Ramallah’s Birzeit University, a large fight breaks out btwn. student groups affiliated with Fatah and the Popular Front for the Liberation of Palestine (PFLP), leaving 1 student injured; the university suspends classes until 11/26 to contain the violence. As a gesture to Abbas, Israel frees 57 Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also mbrs. of the DFLP, PFLP, and PA security forces) to mark Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates” there is delayed until 10/2 after Israeli pres. Shimon Peres initially refuses to sign the releases, citing captured IDF soldier Gilad Shalit’s continued detention in Gaza, finally signing them late in the evening. Meanwhile, the IDF on the Israeli side of the Erez crossing fires at a crowd on the Palestinians side gathered to welcome home the prisoners, wounding a 14-yr.-old Palestinian boy. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Hebron, nr. Ramallah; removes Jewish settlers fr. 2 unauthorized settlement outposts occupied on 9/30 as well as fr. 2 new sites occupied today nr. Elon Moreh settlement nr. Nablus and Keddumim settlement nr. Qalqilya. In Gaza, some 300 PFLP mbrs. stage a solidarity sit-in outside the home of a UNRWA staff mbr. who was temporarily kidnapped, beaten by unknown assailants earlier in the day. Israel imposes a 2-day seal on its West Bank border for Yom Kippur. In Gaza, the IDF sends troops back into al-Shuka village, raiding and searching homes (reportedly stealing jewelry, money, personal articles from at least 1 residence), arresting 11 Palestinians. Nr. Bayt Lahiya, 4 Palestinians are injured when they accidentally trigger IDF UXO. In the West Bank, the IDF ends a 4-day incursion into ‘Ayn Bayt al-Ma’a r.c., having arrested around 50 Hamas and PFLP mbrs., including 2 senior local Hamas cmdrs. The IDF also conducts arrest raids, house searches in and around Hebron; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. Citing national preparation for Yom Kippur, Israel bars all West Bank Palestinians fr. attending Friday prayers in Jerusalem, raising anger during Ramadan. Overnight, the IDF makes a major incursion into ‘Ayn Bayt al-Ma’a r.c. to arrest Hamas and PFLP mbrs., imposing a roundthe-clock curfew, firing on residential areas, occupying several homes as military outposts, moving from building to building by breaking through walls (50 homes and 2 shops are damaged by the time the operation ends on 9/21), clashing with local gunmen, leaving 1 armed Palestinian, 1 IDF soldier dead. At dawn, Palestinians fr. neighboring Nablus obey calls from local mosques to march to the camp to force a lifting of the siege; when some throw stones at troops, the IDF responds with live fire, mortally wounding a 17-yr.-old Palestinian, barring ambulances from reaching the scene, allowing him to bleed to death; 4 other Palestinians are wounded. The IDF also conducts arrest raids, house searches in and around Bethlehem, nr. Hebron; issues a military order confiscating 523 d. of Palestinian land in al-Khadir and Artas nr. Bethlehem for expansion of Efrat settlement. Haniyeh meets with Islamic Jihad leaders in Gaza to ask them to halt rocket fire into Israel during Ramadan, which ends ca. 10/13, but no agmt. is reached; Damascus-based Hamas leader Khalid Mishal intends to hold similar talks with Islamic Jihad leaders in Syria in the next few days. In Gaza City, Hamas and Islamic Jihad mbrs. armed with sticks and axes clash when Hamas mbrs. reportedly attempt to take over the Islamic Jihad–run Asqalan Mosque; 3 Palestinians are injured. Israel releases 255 Palestinian prisoners, including PFLP 2d-in-command ‘Abd al-Rahim Malluh; 85% of those released are Fatah mbrs.; the remainder are fr. smaller parties; none are fr. Hamas (Israel still holds 1 Fatah mbr. after learning that he switched affiliation to Hamas in jail); all had at least 1 yr. left to serve on their sentences. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets at Palestinian, Israeli, international activists attending the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 6; conducts arrest raids, house searches in and around Nablus, firing on stone-throwing youths who confront troops in ‘Ayn Bayt al-Ma’a r.c., wounding 4 teenagers and a 65-yr.-old bystander; closes roads northwest of Nablus to Palestinian traffic to allow more Jewish settlers to reach the evacuated Homesh settlement site (en route, settlers damage Palestinian crops and vandalize 2 Palestinian cars, 4 homes). In the West Bank, the IDF demolishes a Palestinian house, 2 mobile homes, a water reservoir nr. Bethlehem; demolishes 1 home, part of a 2d nr. Nablus; conducts arrest raids, house searches in Jenin, nr. Tulkarm. Jewish settlers fr. Beni Hefer nr. Hebron burn 75 d. of Palestinian olive groves (255 trees) nr. the settlement. In Gaza City, 100 Palestinian vendors stage a nonviolent march to Haniyeh’s office to protest the ESF’s removal of their stalls along a main Gaza City street to ease traffic congestion. Some 4,500 Democratic Front for the Liberation of Palestine (DFLP), Hamas, Islamic Jihad, PFLP supporters (nearly half of them children) stage a nonviolent demonstration at the Rafah crossing, calling on Israel to open the checkpoint to allow entry to Palestinians stranded on the Egyptian side. A new Hamas-affiliated mayor is appointed to the al-Bureij r.c. municipality (no details are reported). A Hamas mbr. dies of injuries received during the 6/27 IDF raid on Gaza City. Israel allows 12 trucks with food, medical supplies to enter Gaza through the Kerem Shalom crossing; evacuates 2 Palestinians wounded in the crossfire at Erez on 6/18, 3 other Palestinian medical cases; allows Israeli medics to enter Erez to treat the 9 others wounded. Twice during the day, IDF troops stationed at the Erez crossing fire toward Palestinians waiting to cross the checkpoint in an attempt to disperse them, wounding another 2. In the West Bank, the IDF imposes a curfew on Beita nr. Nablus; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin (exchanging fire with Palestinians, killing 1 AMB mbr., 1 Islamic Jihad mbr.), Qalqilya. Israeli security officials announce that they recently arrested 12 PFLP mbrs. for allegedly plotting to kidnap Americans to secure the release of their leader, Ahmad Saadat, who is currently held by Israel. The IDF fires on Palestinians who stray nr. the central Gaza border fence while collecting scrap metal, wounding 2. Palestinians fire 7 rockets fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries. In the West Bank, IDF undercover units raid a Nablus shop, wounding and capturing a wanted man, fatally shooting 1 Palestinian bystander (the shop owner’s son), wounding a 2d. The IDF also clashes with armed Palestinians in Jenin town and r.c., leaving 1 Palestinian gunman dead; conducts arrest raids, house searches nr. Tulkarm; patrols in al-Naqura nr. Nablus (spot checking IDs of schoolchildren), Qarawat Bani Zaid nr. Salfit. In Dayr al-Balah, 2 PA General Intelligence officers are wounded in an exchange of fire with mbrs. of their own force; no motive is given. The Lebanese army escalates its assault on Nahr al-Barid r.c., making helicopter air strikes on FItargets in addition to continuing tank shelling, reportedly to block an escape route fr. the camp to the sea and to destroy the upper floors of buildings used as sniper posts. Popular Front for the Liberation of Palestine (PFLP) officials in the r.c. report that residents still in the camp have been locking houses and barricading neighborhoods to try to isolate and force out FI mbrs. The Lebanese army confirms that the camp has been segmented into 3 parts: the first controlled by army fire from outside, the second controlled by refugees denying the militants sanctuary, and the third controlled by FI. The army reports 4 soldiers killed, 10 wounded during the day; casualties inside the camp are unknown. Lebanese PM Fuad Siniora pledges that Palestinians who have fled Nahr al-Barid will be allowed to return to the camp and that the camp will be rebuilt. (WT 6/3)

The IDF demolishes 2 Palestinian homes in Sur al-Bahir southeast of Jerusalem; issues military orders confiscating 150 d. of Palestinian agricultural land nr. Jenin for “military purposes”; conducts arrest raids, house searches in and around Jenin and Tulkarm, nr. Bethlehem and Nablus, and in Marda, Qalqilya. ESF mbrs. fire on the home of a local Fatah leader in Bayt Lahiya, killing a Fatah mbr. Separately, Hamas mbrs. kidnap a PA General Intelligence officer in Bayt Lahiya, shoot him in the legs, let him go. Tulkarm to ambush, arrest 2 wanted Palestinians; surrounds, photographs a municipal building in ‘Azun; fire live ammunition, tear gas, percussion grenades at 10s of Palestinians holding a peaceful demonstration in Hebron against Israel’s construction work at the Haram alSharif/Temple Mount, wounding 2 Palestinians; conducts arrest raids, house searches in Hebron, Tulkarm; bulldozes 400 m2 of Palestinian land nr. the entrance to ‘Azun for construction of an observation tower; confiscates 400 m2 of Palestinian land in Hebron for another observation tower. In Nussayrat r.c., 500 Palestinian children organized by an NGO demonstrate against the ongoing intra-Palestinian violence and for a national unity government. Some 400 Palestinian women, children attend a similarly rally organized by Islamic Jihad, the PFLP in Dayr al-Balah. In the West Bank, the IDF conducts arrest raids, house searches in Qalqilya, nr. Jenin; begins construction of a new fence around Karmi’el, Ma’on settlements nr. Hebron that will confiscate around 1,000 d. of Palestinian land to create territorial unity btwn. the 2 settlements. In Gaza City, Hamas-Fatah violence continues for a 6th day, leaving an ESF officer, 3 Hamas mbrs. dead, and 8 ESF mbrs. injured; among the incidents, a bomb explodes outside the home of a Dahlan bodyguard (causing no injuries), Hamas mbrs. fire mortars and antitank rounds at the Fatah-controlled PA police headquarters. The Israeli navy fires on Palestinian fishing boats of the Gaza coast nr. Shatti’ r.c., wounding 1 fisherman, damaging 1 boat. In the West Bank, the IDF sends undercover units into Jenin in 2 vehicles with Palestinian license plates to arrest 2 wanted Palestinians; conducts arrest raids, house searches nr. Bethlehem, Hebron. Under IDF escort, Jewish settlers fr. Suissa continue to bulldoze large areas of Palestinian agricultural land in Yatta for construction of a settler bypass road (50 d. are razed by 1/14, with another 100 d. expected to be leveled). Inside Israel, the Israel Lands Authority issues demolition orders for a Palestinian playground in the unrecognized village of Dahamesh nr. Ramla, stating it was built illegally on state land and “represents an incursion into farmland beyond the boundaries of the unrecognized settlement”; children in Dahamesh had no safe place to play before the playground was built with EU donor funds.
