Israel releases 255 Palestinian prisoners, including PFLP 2d-in-command ‘Abd al-Rahim Malluh; 85% of those released are Fatah mbrs.; the remainder are fr. smaller parties; none are fr. Hamas (Israel still holds 1 Fatah mbr. after learning that he switched affiliation to Hamas in jail); all had at least 1 yr. left to serve on their sentences. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Nablus; conducts arrest raids, house searches in Jenin, nr. Tulkarm. Jewish settlers fr. Beni Hefer nr. Hebron burn 75 d. of Palestinian olive groves (255 trees) nr. the settlement. In Gaza City, 100 Palestinian vendors stage a nonviolent march to Haniyeh’s office to protest the ESF’s removal of their stalls along a main Gaza City street to ease traffic congestion. Some 4,500 Democratic Front for the Liberation of Palestine (DFLP), Hamas, Islamic Jihad, PFLP supporters (nearly half of them children) stage a nonviolent demonstration at the Rafah crossing, calling on Israel to open the checkpoint to allow entry to Palestinians stranded on the Egyptian side. A new Hamas-affiliated mayor is appointed to the al-Bureij r.c. municipality (no details are reported). A Hamas mbr. dies of injuries received during the 6/27 IDF raid on Gaza City. Israel allows 12 trucks with food, medical supplies to enter Gaza through the Kerem Shalom crossing; evacuates 2 Palestinians wounded in the crossfire at Erez on 6/18, 3 other Palestinian medical cases; allows Israeli medics to enter Erez to treat the 9 others wounded. Twice during the day, IDF troops stationed at the Erez crossing fire toward Palestinians waiting to cross the checkpoint in an attempt to disperse them, wounding another 2. In the West Bank, the IDF imposes a curfew on Beita nr. Nablus; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin (exchanging fire with Palestinians, killing 1 AMB mbr., 1 Islamic Jihad mbr.), Qalqilya. Israeli security officials announce that they recently arrested 12 PFLP mbrs. for allegedly plotting to kidnap Americans to secure the release of their leader, Ahmad Saadat, who is currently held by Israel. In Dayr al-Balah, 2 PA General Intelligence officers are wounded in an exchange of fire with mbrs. of their own force; no motive is given. The Lebanese army escalates its assault on Nahr al-Barid r.c., making helicopter air strikes on FItargets in addition to continuing tank shelling, reportedly to block an escape route fr. the camp to the sea and to destroy the upper floors of buildings used as sniper posts. Popular Front for the Liberation of Palestine (PFLP) officials in the r.c. report that residents still in the camp have been locking houses and barricading neighborhoods to try to isolate and force out FI mbrs. The Lebanese army confirms that the camp has been segmented into 3 parts: the first controlled by army fire from outside, the second controlled by refugees denying the militants sanctuary, and the third controlled by FI. The army reports 4 soldiers killed, 10 wounded during the day; casualties inside the camp are unknown. Lebanese PM Fuad Siniora pledges that Palestinians who have fled Nahr al-Barid will be allowed to return to the camp and that the camp will be rebuilt. (WT 6/3)

The IDF demolishes 2 Palestinian homes in Sur al-Bahir southeast of Jerusalem; issues military orders confiscating 150 d. of Palestinian agricultural land nr. In the West Bank, the IDF sends undercover units into Jenin in 2 vehicles with Palestinian license plates to arrest 2 wanted Palestinians; conducts arrest raids, house searches nr. Bethlehem, Hebron. In Jabaliya, a roadside bomb explodes outside the home of a PFLP cmdr., injuring his bodyguard; internal Palestinian rivalries are suspected to be the cause. French DM Michele Alliot-Marie ` says that French forces in s. Lebanon came within seconds of firing on IDF F-16s that repeatedly dived on their positions a wk. ago. The IDF says the incident is under investigation. UNIFIL reported 14 Israeli violations of the cease-fire last wk., including near daily overflights of Lebanon, including 3 mock air raids over the French troops’ headquarters in the south. In Gaza, the IDF steps up operations in Bayt Hanun and Bayt Lahiya, sending undercover units to attack a family gathering, assassinating senior PRC cmdr. Atta al-Shinbari in Bayt Hanun, sparking an exchange of gunfire that lasts several hrs., killing another 5 Palestinians (including a PFLP mbr., 3 civilians), wounding 30. IDF officials warn of broader operations in Gaza in the coming wks. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians. (Although the U.S., Britain deny coordinating with Israel, Israeli DM Shaul Mofaz says Israel knew of the monitors pending departure and had been plotting the attack for 1 wk.). After 12 hrs., the remaining prisoners, including the 6 targeted men, surrender. At least 1 PA prison guard and 1 Palestinian prisoner are killed, more than 50 guards and prisoners are wounded, 10s of local Palestinians are injured. In response to the raid, Palestinian gunmen across Gaza and the West Bank (reportedly PFLP and AMB mbrs.) raid hotels, news outlets, and foreign offices, kidnapping at least 9 foreigners, vandalizing foreign-owned offices. Most foreigners kidnapped are quickly released. PA police fire on PFLP mbrs. breaking into the French Cultural Center in Gaza, killing 1 PFLP mbr., wounding 9. Today’s Independent (9/25) reports that a new book by 2 prominent Israeli journalists, Ofer Shelah and Raviv Druker, states that “at a conference of officers as early as May 2001, Shaul Mofaz, now defense minister and then chief of staff, asked for the tape to be switched off before telling them that he wanted a ‘price’ exacted from the Palestinians of 10 killed a day on each of the army’s seven fronts.” The book also reports that after 6 IDF soldiers were killed in an ambush in 3/02, “Mofaz personally ordered a revenge operation in which for the first time [sic—see “Overview of Israeli Military Operations,” Resource File Doc.
